AN ORDINANCE OF THE CITY OF REDLANDS DELETING CHAPTER
3.16 OF THE REDLANDS MUNICIPAL CODE RELATING TO THE
CITY'S FEE AND SERVICE CHARGE REVENUE/COST COMPARISON
SYSTEM AND AMENDING CHAPTERS 3.52 AND 5.68 OF THE
REDLANDS MUNICIPAL CODE RELATING TO MISCELLANEOUS
WATER DEPARTMENT SERVICE FEES AND YARD SALE PERMIT
FEES
WHEREAS, pursuant to Article XIII B of the California Constitution, the City has
established a fee and service charge revenue/cost comparison system to ensure that the fees
adopted by the City for services rendered to the public do not exceed the reasonable estimated
costs for providing such services for which the fees are charged; and
WHEREAS,pursuant to Chapter 3.16 of the Redlands Municipal Code,the City Manager
and each City Department Director are presently required to review all fees charged by the City
for services and provide annually, and seasonally when specified in Chapter 3.16, an adjusted fee
or charge schedule to the City Council for consideration so as to recover the listed percentage of
costs reasonably borne by the City necessary to provide such services; and
WHEREAS, the City Council of the City of Redlands ("City Council") has determined
that such annual review is not necessary or cost effective and, that for reasons of efficiency and
economy, such reviews should occur when deemed appropriate as directed by the City Council
and based upon the goals and objectives of the City Council; and
WHEREAS, the City Council has further determined that it is more practical for the City
to review and establish the percentage of costs reasonably borne by resolution, rather than by
ordinance, as deemed appropriate from time to time by the City Council;
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS
FOLLOWS:
Section 1. Chapter 3.16 of the Redlands Municipal Code, entitled"Fee and Service
Charge Revenue/Cost Comparison System,"is hereby deleted in its entirety.
Section 2. Subsections E, F and G of Section 3.52.0140 of the Redlands Municipal Code,
relating to water meter installation charges, outside City service review fees, and miscellaneous
water department service fees are hereby deleted in their entirety.
Section 3. Section 5.68.030 of the Redlands Municipal Code, entitled"Permit Fee,"is
amended to read as follows:
"5.68.030 Permit Fee: The fee for a"yard sale"permit shall be in the amount established
by resolution of the City Council."

Section 4. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect as provided by law.
