HomeMy WebLinkAboutOrdinances_1979_CCv0001.pdf ORDINANCE NO. 1979 AN ORDINANCE OF THE 01.11 OF REDLANDS AMENDING ORDINANCE NO. 1673 TO PROVIDE REVISIONS TO THE NATIONAL FLOOD INSURANCE PROGRAM FLOOD FLAN MANAGEMENT CRITERIA THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain: SECTION ONE: That Redlands Ordinance 1673 be amended by substituting entirely rewritten Sections 5.1-1(2) and 5.2-3 (l) a follows: Section 5.1®1 Anchoring. ( ) All manufactured homes, including mobilehomes, park trailers, travel trailers and other: similar vehicles to be placed within Zone A on a community's FHRM or FIRM shall be installed using methods and practices which minimize flood damage. For the purposes of this requirement, manufactured homes must be elevated and anchored to resist flotation collapse, or laterad movement. Methods of anchoring may include, but are not limited to, use of over-the-top or frame ties to ground anchors. This requirement is in addition to over-the-top ties to be provided at each of the four corners of the mobilehcme, with two additional ties per side at intermediate locations, with mobilehomes less than 50 feet long requiring one additional tie per side frame ties be provided at each corner of the home with five additional ties per side at intermediate po ntse with mobilehomes less than 50 feet long requiring four additional f ties per side; all components of the anchoring system be capable of carrying a force of 4,800 pounds; and any additions to the mobilehome be similarly anchored. Section 5.2-3 Mobile a Homon (1) All manufactured bomes, including mobilehomes, park trailers, travel trailers and other similar vehicles to be placed or substantially improved within Zones Al-301 AHr and AE shall be elevated on a permanent foundation such that the lowest floor of the manufactured home is at or above the base flood elevation and be securely anchored to an adequately anchored foundation system in accordance with the provisions of Section 5.1-1 (2) . SECTION O: That Redlands Ordinance 1673 be amended b adding Sections 5.1-3 (4) and 4.3-3 (4) as follows.- Section ollows:Section 5.1-3 UTILITIES. (4) MECHANICAL AND UTILITYEQUIPMENT. Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities shall be designed and/or located so as to prevent water from entering or accumulating within the components during conditions of flooding. Section 4 .3-3 INFORMATION BE OBTAINED AND MAINTAINED, (4) FLOODPROOFING CERTIFICATE. Where a non-resi- dential structure is intended to be made watertight below the base flood level, (i) a registered professional engineer or architect shall develop and/car review structural resign specifications, and glans for the construction, and shall certify that the design and methods of construction are in accordance: with accepted standards of practice for meeting the applicable provisions of Section 5- A record of such certificate which includes the ;specific elevation (in relation to mean sea level) to which such structures are floodproofed shall: be maintained with the Chief' Building Official of the City of Redlands. SECTION THREE This ordinance shall be in force and take effect as provided by law. SECTION FOUR: The City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Redlands Daily Factsr a newspaper of general circulation printed and published in this city.
