ORDINANCE NO . 1891
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AMENDING THE REDLANDS ORDINANCE CODE AND ORDINANCE
NO. 1843 IMPLEMENTING THE INITIATIVE ORDINANCE TO MODERATE
GROWTH WITHIN THE CITY OF REDLANDS TO PRESERVE THE CITY'S
UNIQUE ENVIRONMENT AND CHARACTER
THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain as follows :
SECTION ONE: That Section II , Point Rating System; D. Tract
Design, Architecture and Construction; 2 . Site and Grading Design of
Article 940 of Chapter 94 of the Redlands Ordinance Code and Ordinance
No . 1843 be amended as follows :
2 . Site and Grading Design Maximum 13
a. Grading design shall be evaluated and 0 to 4
incremental points awarded for lot
arrangement , preservation or improve-
ment of existing site topography,
design of foundation and floor systems
as well as routing of streets that
tend to reduce grading to a level
substantially less than legally
permitted.
b . Site design shall be evaluated and 0 to 4
incremental points awarded based upon
favorable orientation of units which
includes a combination of variable
setbacks , provision of open spaces ,
preservation of special views , solar
access and unusual privacy.
C . Consideration of ecologically sensitive 0 to 2
areas that exist on the site such as a
flood plain, major natural drainage ,
swales , unstable soils and steep slopes .
d. Internal street pattern is curvilinear 0 to 3
as opposed to a grid system.
SECTION TWO: That Section II , Point Rating System; D. Tract
Design , Architecture and Construction; 4 . Landscaping of Article 940
of Chapter 94 of the Redlands Ordinance Code and Ordinance No. 1843
be amended as follows :
4 . Landscaping Maximum 10
b . Landscaping shall be evaluated and 0 to 7
incremental points awarded based on
increments in the quality, size and
variety of landscaping and screening
of undesirable features . Unusually
abundant and mature planting is required
for maximum credit.
SECTION THREE : That Section II , Point Rating System; D. Tract
Design, Architecture and Construction ; 5 . Open Space of Article 940
of Chapter 94 of the Redlands Ordinance Code and Ordinance No . 1843
be amended as follows :
5 . Open Space Maximum 5
a. Amount of common open space . Fifty per 0 to 3
cent more than the minimum standard of
the zone is required for maximum credit.
SECTION FOUR: That Section III , Procedure for Development Alloca-
tion; C. Filing and Allocation Dates of Article 940 of Chapter 94 of
the Redlands Ordinance Code and Ordinance No . 1843 be amended as
follows :
C. FILING AND ALLOCATION DATES
Quarterly allocations for 110 units will be made for each
-of the first three quarters and the fourth allocation will be for
120 units plus any carryover from the prior allocations not to
exceed a maximum of 450 units for the calendar year. The alloca-
tion schedule shall be as follows :

Prior to the closing date , plans and written material submitted
as part of an application are not open for public review; however,
after the closing date has passed , all material that has been
submitted as part of an application is open for public review.
SECTION FIVE: That Section III , Procedure for Development Alloca-
tion; E. Allocation, of Article 940 of Chapter 94 of the Redlands
Ordinance Code and Ordinance No. 1843 be amended as follows :
E . ALLOCATION
At a public meeting, the City Council shall evaluate all
recommended point assignments , hear from the applicant and the
general public if requested , and award the development
allocations pursuant to this ordinance . Projects receiving
75 points will be considered for awards , with higher priority
being given to projects with higher point values . A maximum
of 35 development allocations may be awarded to any project
in any single allocation period , unless this limit and the
total successful applications results in less than the
scheduled number of development allocations being awarded.
If the latter occurs , the excess allocations may be awarded
to successful projects applying for more than 35 allocations .
The decision of the City Council on development allocation
awards is final.
SECTION SIX: This ordinance shall be in force and take effect as
provided by law.
SECTION SEVEN: The City Clerk shall certify to the adoption of
this ordinance and cause it to be published once in the Redlands Daily
Facts , a newspaper of general circulation printed and published in
this city.
