AN ORDINANCE OF THE CITY OF REDLANDS ADDING CHAPTER 9.21 TO THE
REDLANDS MUNICIPAL CODE REGULATING THE USE OF LASER DEVICES
THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain as follows:
SECTION ONE. The Redlands Municipal Code is hereby amended by the adoption of
Chapter 9.21 entitled "Laser Devices" which shall read as follows:
Chapter 9.21
Laser Devices
9.21.010 Laser Devices defined
As used in this chapter, the term Laser Device shall mean any of several devices that
convert incident electromagnetic radiation of mixed frequencies to one or more discrete
frequencies of highly amplified and coherent visible radiation; as well as any other such devices
operating on the principle of light amplification by stimulated emission of radiation.
9.21.020 Prohibited uses.
A. It shall be unlawful for any person to point or otherwise direct the beam from a Laser
Device into the eye(s) or onto the body of another person.
B. It shall be unlawful for any person to point or otherwise direct the beam from a Laser
Device into the eye(s) or onto the body of any animal.
C. It shall be unlawful for any person to point or otherwise direct the beam from a Laser
Device toward any occupied vehicle.
D. It shall be unlawful for any person to point or otherwise direct the beam from a Laser
Device toward any stage, podium, bandstand or other area where a live performance is taking
place, or at any movie screen where a film or video is being shown.
9.21.030 Exceptions
Nothing herein shall prohibit the use of a Laser Device:
A. By any licensed and qualified physician, veterinarian, medical technician or other class
of licensed therapist for diagnostic or treatment purposes.
B. By any person for scientific, commercial or industrial purposes: provided the Laser
Device is not directed into the eye(s) or onto the body of another person or animal or toward any

occupied vehicle.
C. By any student, regularly enrolled in any educational institution; provided such use is
in a controlled laboratory or classroom setting, with the permission and under the direct
supervision of a licensed teach or instructor.
D. By any person possessing a valid California Hunting License; provided that Laser
Device is use as an aiming device, properly mounted and affixed to a firearm and not directed in
the eye(s) or onto the body of another person, toward any occupied vehicle or toward any animal
that is not being hunted.
E_ By any person at a licensed shooting range; provided the Laser Device is used as an
aiming device, properly mounted and armed to a firearm and not directed into the eye(s) or onto
the body of another person, animal or toward any occupied vehicle.
F. By any Peace Officer in the ordinary course of his or her duties as an aiming device,
properly mounted and affixed to a firearm.
9.21,030 Violation - Penalty
Any person violating any of the provisions of this chapter shall be deemed guilty of a
misdemeanor, and in addition to any other punishment herein prescribed, shaII be liable to fine and
imprisonment.
SECTION IWO: Severance Clause. If any section, subsection, sentence, clause, or phrase
of this Ordinance is for any reason held to be invalid, such decision shall not effect the validity of
the remaining portions of this Ordinance.
SECTION THREE: The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general publication within the City, and thereafter, this
ordinance shall take effect as provided by law.
