Ill AN ORDINANCE OF THE CITY OF REDLANDS IMPLEMENTING THE INITIATIVE ORDINANCE TO MODERATE RESIDENTIAL GROWTH .ADOPTED BY THE PEOPLE OF RED ADS BY ESTABLISHING A POINT RATING SYSTEM AND AkIENDING ORDINANCE NO.. 168 0 THE CITY COUNCIL OF THE CITY OF RESP DS does ordain as follows: SECTION ONE: That Section IAC, Point Rating System, Ordinance No. 1680 be amended to read as follow i I x I SECTION II - POINT RATING SYSTEM Each application for a residential development shall be given a paint rating. The fallowing categories will be used in the Print Rating System. Each category is divided into subcategories for ratingpurposes : A. PREREQUISITE FOR POINT RATING EVALUATION:: Project must be in full compliance with: the Redlands General Plan and all elements as a prerequisite for evaluation under' the Paint Rating System and shall obtain minimum numbers of points as set by resolution. POINT ° L. CONSISTENCY WITH ZONE CLASSIFICATION AND Maximum STANDARDS 1 Project significantly exceeds the property development standards of the zone. 1 to 2. Project just meets requirements. C. RELATIONSHIP OF PROJECT TO PUBLIC ERVICE Maxim Ell (Minimum of 35 points required) 1. Location of Project up to 1 a. Project abuts existing development 10 on at least one side or is surrounded by developed properties in close proximity. b. Project does not abut existing develop- 0 men.t and is not surrounded by developed properties. '. Fire Protection and Emergency ency assistance up to a. The project is within the existing four--minute fife protection response time and by itself will not require any additional stations, equipment, or personnel. b. The project is within the existing sig-minute fire protection response time and by itself will not require any additional: stations, equipment, or personnel_. Project can be served by existing personnel, facilities, service routes and current response time. b. Storm and Flood Drainage up to 1 a. Paints shall be awarded on the basis of the storm water drain index map on file in the Public Warks Depart- ment showing the four drainage basins with the City as follows (a;) Project proposed within the San Timcteo Creek drainage basin.: i (b) Project proposed within the Marey Arroyo drainage basin. 0 to 5 (c) Project proposed within the Santa Ana River drainage basin.. 0 to l (d) Project proposed within the Mill Creek Zanja drainage basin. 5 to -1 Ordinance No. 171 Page three V t SEC'T'ION Il POINTTI 1 (Continued) POINT 5 Water Distribution up to a. Existing water mains and water system meet City standards for water service and fire protection, or such improve- ments p v --ments are provided at no City cast., and such improvements will upgrade water services and fire protection in the general neighborhood. b. there additional water mains or water2 system improvements are required which will also upgrade the water service or fire protection in the general neighborhood and which will require City participation in the cost, but such City funds do not exceed 0% of these funds collectible from plan investment fees from the proposed development. b Streets up to 5 a Public off-site improvements are con- sidered these improvements which require a City contribution . Said improvements are considered to be either minor, major, or major capital improvements as listed below.. (1) Minor improvements are the construc- tion of curb and gutter, sidewalk, paving and, ether .such typical road- way construction estimated to cost less than $25, 000. Streets ( ) Major improvements are the construc- tion of curs and gutter, sidewalk, paving and other such typical roadway construction estimated to cast between $25, 000 and $100, 000. (3) Major capital improvements are the typical construction of new streets or the typical widening and :recon- struction of existing streets esti- mated to cast more than $100,000. (4) For this purpose, the installation of traffic signals will be excluded as public off-site improvements. b Projects shall: be included into one of the following: (1) The project can be served by the 5 existing street system and will not contribute to the need for any public' aft-site improvements within 1/ mile of the tract boundary. ( The project can be served by the existing street system and there are minor public off-site improvements required within 1/4 mile of the tract boundary. ( ) The project can be served by the existing street system and there are major public off -site improvements required within 1/4 mileof the tract boundary.e (4) The project requires major capital -- improvements within 1/4 mile of the tract boundary. 7 Sanitary Sewage Collection up to 5 a,.- Existing sewer sines meet City stan- dards and have sufficient capacity to serve the project and no Cite contri- bution for over-sizing, is required. Existing serer lines with sufficient capacity are not adjacent to the pro- ject, however, there will be no cost to the City for such extension (under 1/4 mile) or oversi ing. c. Where sewer lines must be extended more t than 1/4 rile or there is a cost to the City for additional lines or for enlarging existing lines. 8 Transit Line tip to a.- Project located within 1/8 idle o l transit line. . Schools up to ltd a Project located: within walking distance 3 of an elementary school as defined by the .school district, b. Project located within walking distances of a junior high school as defined by the school district.: c Project located within walking distance of a senior high school as defined by the school district,. d Safe pedestrian access from the project 3 to the schools serving the project exists or will be provided for by the developer. e. Project located within any school atten-- _..10/school dance boundary whose optimum capacity will be; impacted and will require busing or double sessions upon completion of the project. 10. For each additional variation 1n excess 1 each of the minimum number required in tract. variation shall include variety in the types of materials, roofing, colors, and quality of design. b Architectural elevations for projects 0 to 10 other than a single family tract shall be evaluated on the basis of quality of design and construction materials. c; Custom: lot subdivision wherein each home l/lot will be individually designed and custom, built by the developer-, his successor, heirs, or assigns. Tract shall be so covenanted by deed: restriction. d. Lot sale subdivision wherein lots will be 1/lot sold individually or in, groups of up to four. Tract shall be so covenanted by deed restriction-. 2. Site and Grading Design up to 1 a.. The arrangement of 'lots or design of l to structures minimizes the amount of grading required. b.. Avoidance of ecologically sensitive 1 t areas that: exist on the site (flood plain, major natural drainage swales, unstable soil, and steep slopes) ., C. Preservation of Cultural and Historical- up to 5 Resources a. Preservation of historically significant 2/feature resources including but not limited to, buildings, walls, and cut-stone curbing proposed in conjunction with a project which developer can control. b. Project does not adversely impact 2 character or setting of any historical or cultural resource in close proximity to or within the project. I . LOW AND MODERATE INCOME HOU I G: maximum l In carder to achieve the policy of providing for 10% lave and moderate income housing, additional points will be assigned to such projects. The City Council may require that a minimum number of units be allocated a.nnuall.y. Projects which propose; housing _for lour and moderate income persons shall file a detailed statement indicating the method of provision For purposes of this part, the term law and moderate income shall be those income ranges and correlative price ranges established annually by the Department of Housing and Urban Development.
