HomeMy WebLinkAboutOrdinances_1809_CCv0001.pdf f ORDINANCE NO. 1809 AN ORDINANCE OF THE CITY OF REDLANDS CALLING THE GENERAL MUNICIPAL ELECTION FOR THE DAY OF THE REGULAR ELECTION TO SELECT GOVERNING BOARD MEMBERS OF THE SCHOOL DISTRICT THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain as follows : SECTION 1 : This ordinance is adopted pursuant to the authority granted to the City in California Government Code Section 36503 .5 to call general municipal elections for the same day as ' school district elections as set by California Elections Code Section 2602 . SECTION 2 : The intent of this ordinance is to reduce the costs of conducting general municipal elections in the City of Redlands by per- mitting the consolidation of the general municipal election with another election already to be held on the same date and to be conducted by the San Bernardino County Registrar of Voters. In addition, it is antici- pated that there will be an increase in voter participation in the general municipal election because of this combination of elections. It is also anticipated that voter convenience will be served, and that some relief can be provided to the City Clerk ' s office from potentially burdensome administrative work. SECTION 3: This ordinance will govern the calling of general munic- ipal elections in the City of Redlands unless and until repealed pursuant to California Government Code Section 36503.5 . SECTION 4 : The general municipal election shall be held in the City of Redlands on the same day as the regular election to select gov- erning board members of the Redlands Unified School District. This day is currently set by state law as the first Tuesday after the first Monday in November of each odd-numbered year. Those elected officials whose terms of office would have, prior to this ordinance, expired on Tuesday succeeding the second Tuesday in April , 1984 , shall instead continue in their offices until not later than the fourth Tuesday after the day of the regular school district election and until their successors are elected and qualified. SECTION 5 : At the same time a resolution calling a general munici- pal election hereunder is adopted, the San Bernardino County Board of Supervisors may be requested, by resolution, to order that the general municipal election for the City of Redlands be consolidated with the regular election to select governing board members in the school district . Such resolution shall set forth the exact form of any question, proposi- tion, or office to be voted upon at such election as the same is to appear on the ballot. SECTION 6 : The period for the filing of nomination documents by candidates in each general municipal election for the City of Redlands .shall commence on the 89th day prior to the election. The nomination documents shall be filed not later than 5 : 00 P.M. on the 68th day prior to the general election in the office of the City Clerk of the City of Redlands during regular office hours. SECTION 7 : Within thirty days after this ordinance goes into effect, the City Clerk is hereby ordered to cause a notice to be mailed to all registered voters informing the voters of the change in the election date , elected city officeholders ' terms in office will be decreased. SECTION 8 : The San Bernardino County Board of Supervisors is hereby requested to approve this Ordinance permitting the City of Redlands general municipal election to be held on the same day as the regular election to select governing board members in the school district. SECTION 9 : The mayor shall sign this Ordinance and the City Clerk shall attest thereto. The City Clerk is authorized end directed to file a certified copy of this Ordinance with the San Bernardino County Board of Supervisors , along with a letter requesting the approval of that Honorable Board of this Ordinance and the change in election dates. This Ordinance shall go into effect immediately upon such approval by the Board of Supervisors. SECTION 10 : Within fifteen days of its adoption, this Ordinance or a summary of it shall be published in The Redlands Daily Facts, a newspaper published and circulated in the City of Redlands.
