HomeMy WebLinkAboutOrdinances_2102_CCv0001.pdf ORDINANCE NO. 2102 AN ORDINANCE OF THE CITY OF REDLANDS CREATING THE SOLID WASTE COMMISSION THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain as follows: Section 1. Section 2 . 66 is hereby added to the Redlands Municipal Code to read: Chapter 2 . 66 Solid Waste Commission Sections: 2. 66. 010 Existence 2 . 66. 020 Membership 2 . 66. 030 Members Forfeiture of Office by Absence 2 . 66. 040 Organization 2 . 66. 050 Powers and Duties 2 .66. 010 Existence There is a Solid Waste Commission as established by Ordinance 2102 of the City to make recommendations and advise the City Council regarding solid waste matters. 2 . 66. 020 Membership The Solid Waste Commission shall consist of eleven members appointed by the Mayor with the approval of the City Council. Each member shall serve a four-year term and until his or her successor is appointed and qualified. No person shall serve more than two consecutive terms. Vacancies on the Commission shall be filled by the Mayor with the approval of the City Council for the unexpired portion of the term. The members of the Commission shall serve without compensation and shall be residents of the City and neither officers nor employers thereof. The Council may remove any member of the Commission at any time, without cause, by a majority vote. Six members of the Commission shall constitute a quorum. 2 . 66. 030 Members - Forfeiture of office by absence Any commissioner who is absent from any three consecutive regular meetings of the Commission, unless excused from such attendance by consent of the Commission expressed by action of record in its minutes, shall automatically forfeit his or her office as a member of the Commission. The vacancy so created shall be filled by appointment by the City Council for the unexpired portion of the term. 2 . 66. 040 Organization The Commissioners shall, upon their appointment, organize and elect a chairman for the term of one year, and such other officers as the Commissioners may deem advisable, and shall make such rules and regulations as are necessary to fulfill the obligations and duties of the Commission. The Solid Waste Systems Manager shall be an ex-officio advisory member of the Solid Waste Commission and shall attend all meetings of the Commission. { 2 .66.050 Powers and Duties The Solid Waste Commission shall have the power and duty to act in an advisory capacity to the City Council in all matters pertaining to the administration, development, improvement, maintenance and operation of the Redlands Solid Waste Division. Section 2 . This ordinance shall be in force and shall take effect as provided for by law. Section 3 . The City Clerk shall certify to the adoption of this ordinance and cause it, or a summary of it, to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in the City.
