HomeMy WebLinkAboutOrdinances_2256_CCv0001.pdf ORDINANCE NO. 2256 AN ORDINANCE OF THE CITY OF REDLANDS ADOPTING GENERAL PLAN AMENDMENT NO 54 OF THE CITY OF REDLANDS AND RECINDING ORDINANCE NO. 2086 WHEREAS, pursuant to state planning law, each city must adopt a comprehensive, long term general plan for the physical development of the city and of any land outside its boundaries which, in its judgement, bears relation to its planning; and WHEREAS, the City of Redlands has prepared a General Plan in compliance with state planning law which consists of a diagram and carefully worded policies, accompanied by explanations needed to make the reasons for the policies clear; and WHEREAS, the City of Redlands has incorporated considerable public participation in the plan process to include input from the Redlands 2000 Committee, a Citizen Viewpoint Survey, and review and participation by a 21 member General Plan Citizens' Committee; and WHEREAS, On the 15th day of December 1993, the Master Environmental Assessment and Draft Enviornmental Impact Report were circulated for public review and comment; and WHEREAS, On the 28th day of February 1994, the Environmental Review Committee considered and recommended approval of the Master Environmental Assessment and Environmental Impact Report which included comments from other agencies and individuals. The Committee found the documents to be factually accurate, internally consistent, and adequately addressed the environmental impacts of the General Plan; and WHEREAS, On the 6th, 7th, 8th, 10th and 12th days of March 1994, notice of public hearing was published in the Redlands Daily Facts and San Bernardino Sun Telegram newspapers; and WHEREAS, On the 22nd of March, 26th of April, 10th of May, 24th of May, and the 14th of June the Planning Commission held duly advertised public hearings concerning the proposed General Plan and related documents; and WHEREAS, On the 19th, 21st, 22nd, 23rd, 24th, and 26th days of June 1994 notice of public hearing was published in the Redlands Daily Facts and San Bernardino Sun newspapers for the City Council Hearings on the General Plan; and WHEREAS, On the 5th of July and 19th of July the City Council held duly advertised public hearings concerning the proposed General Plan and related documents; and n)MI73M WHEREAS, All provisions of the state law relating to the adoption of the General Plan have been complied with; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: SECTION 1. That the Master Environmental Assessment and Draft Environmental Impact Report are factually accurate, internally consistent, and adequately address the environmental impacts of the General Plan and are prepared in conformance with the City and the State Guidelines for the California Environmental Quality Act. SECTION 2. That significant adverse impacts not mitigated by the General Plan are adequately identified and addressed in the Environmental Impact Report. SECTION 3. That the City Council hereby adopts the Findings and Statment of Overriding Considerations attached hereto in Exhibit "B". SECTION 4. That the City Council hereby adopts the Mitigation Monitoring and reporting program attached hereto. SECTION 5. That the City Council of the City of Redlands hereby adopts General Plan Amendment No. 54 of the City of Redlands. SECTION 6. That the Land Use Map depicting the General Plan land use designations and as amended by Exhibit "A", is hereby adopted. SECTION 7. The City Clerk shall certify to the adoption of this Ordinance and cause it, or a summary of it, to be published once in the San Bernardino Sun Telegram and the Redlands Daily Facts and, newspapers of general circulation printed and published in this City and the City's service area, and thereafter this ordinance shall be in force and take effect in accordance with law.
