AN ORDINANCE OF THE CITY OF REDLANDS
AMENDING THE REDLANDS ORDINANCE CODE
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES
ORDAIN AS FOLLOWS ;
SECTION ONE. That the Redlands ordinance Code be
amended by adding Chapter 44, " Parades - Public Assembly. "

General
44000. DEFINITIONS. In this Chapter:
§ 44001. "PARADE" means any march, procession or
assembly consisting of persons, animals or vehicles, or com-
bination thereof, upon any public property, including but not
limited to public streets, highways, rights of way, or parks
of the City of Redlands which do not comply with normal and
usual traffic regulations or controls. (1390)
§ 44002. " PUBLIC RIGHT OF WAY" means a path or route
which may be lawfully used. Includes streets, highways, side-
walks, and public parks. (1390)
Article 441
Permits
§ 44100.. AUTHORITY TO ISSUE PERMITS. No person shall
conduct an assembly or parade in or upon the public property,
including but not limited to public streets, highways , rights
of way or parks of the City of Redlands, or participate in any
such assembly or parade unless and until a permit to conduct
such assembly or parade has been obtained from the Chief of
Police, City of Redlands, or, as hereinafter provided, from
the Council of said City of Redlands. (1390)
§ 44101. APPLICATION FOR PERMIT - PARADES. Any person
desirous of conducting a parade shall apply to the Chief of
Police for a permit at least twenty (20) days in advance of
the proposed parade. The application for such permit shall be
made in writing on a form approved and provided by the Chief
of Police. In order that adequate arrangements may be made
for the proper policing of the parade, the application shall
contain the following information: (1390)

a. The name, address and telephone number of the person
requesting the permit. If the parade is proposed to
be conducted for, on behalf of or by an organization,
the name, address and telephone number of the head-
quarters of the organization, and of the authorized
head of such organization.
b. The name, address and telephone number of the person
who will be the parade chairman and will be responsible
for its conduct.
C. The purpose of the parade.
d. The date when the parade is to be conducted.
e. The hours when the parade will, start and terminate.
f. The route of the parade,
g. The approximate number of persons who, and the number
and kind of vehicles and animals which will constitute
the parade.
h. The location of the assembly area of the parade.
i. The location of the dispersal area of the parade..
j . The plans for the assembly and dispersal of the parade,
including the times thereof.
k. A statement as to whether the parade will occupy all
or only a portion of the public property, street,
highway, or public right of way proposed to be trav-
ersed.
1. A statement indicating what provision for sanitary
facilities at the assembly and dispersal areas have
been provided.
M. Such other information as the Chief of Police may
require. (1390)
44102 . LATE FILING OF APPLICATION -- PARADES. The
Chief of Police may, at his discretion., consider late appli-
cations and shall have the authority to consider any applica-
tion for a parade permit which is filed less than 20 days
before the date such parade is proposed to be conducted. (1390)
§ 44103. ISSUING OF PERMITS - PARADES. If there be no
prior applications for a parade at said time and place, the
Chief of Police shall issue a permit granting said application

subject to the provisions of Section 44105 hereof. In the
event that there shall be a prior application for a parade to
be held at said time, the Chief of Police may deny the permit
therefor. The applicant for the parade permit shall be noti-
fied in writing of the action of the Chief of Police in grant-
ing or denying the permit at least fifteen (15) days prior to
the date of the proposed parade. In the event the application
is denied, the written notice of such denial shall set forth
the reasons therefor. (1390)
§ 44104. APPLICATION FOR PERMIT - PUBLIC ASSEMBLY. Ap-
plication may be made by any person for a permit to hold a
public assembly. The application for such public assembly
shall be in writing and filed with the Chief of Police at least
forty-eight (48) hours in advance of the date of the proposed
public assembly. The application shall contain the following
informations (1390)
a. The time and place.
b. Name of the person and/or organization requesting the
permit.
C. ,Such other information as may be required by the Chief
of Police in order to enable him to make adequate
arrangements, as circumstances may require, for the
proper policing of the proposed public assembly.
The Chief of Police shall forthwith issue a permit granting
the said application unless a prior application for the said
time and place shall have been made, in which event another time
and place may be selected, and upon the selection of said alter-
native time and place by the applicant, the Chief of Police
shall forthwith grant a permit therefor subject to provisions
of Section 441.05. (1390
§ 44105. DENIAL OF PERMIT. The Chief of Police may
deny an application for a permit for either a public assembly
or parade when in his judgment: (1390)
a. The conduct of such public assembly or parade will
substantially interrupt the safe and orderly movement
of other traffic contiguous to the route of the parade
or place of the assembly.
b. The conduct of such public assembly or parade will
require the diversion of so great a number of police
officers of the city to properly police the line of
movement and the areas contiguous thereto as to
prevent normal police protection to the city.

C. The concentration of persons, animals and vehicles
at such public assembly or at the assembly or dispersal
points of a parade will unduly interfere with proper
police and fire protection of areas contiguous to said
public assembly or parade.
d. The conduct of such public assembly or parade will
interfere with the movement of fire fighting equipment
enroute to a fire.
e. The conduct of such public assembly or parade is rea-
sonably likely to cause injury to persons or property.
f. Such public assembly or parade is to be held for the
sole purpose of advertising any product, goods or
event, and is designed to be held purely for private
profit.
§ 44106. APPEAL. Upon a denial by the Chief of Police
of an application made in pursuance of Section 44103 or Section
44105 of this chapter, the applicant may appeal from the deter-
mination of the Chief of Police within two (2) days thereafter
to the City Council of the City of Redlands by filing his said
application with the Clerk of the said City, who shall set said
appeal for hearing by the Council at its next regular meeting.
Upon such appeal, the said Council may reverse, affirm or modi-
fy in any regard the determination of the Chief of Police. To
carry out the judgment of said Council upon appeal, the Chief
of Police shall be directed to act in conformity with the judg-
ment of the Council. (1390)
Article 442
Interfering - Obstructing
§ 44200. INTERFERING - OBSTRUCTING.
a. No person shall sit or stand on or at the entrance of
any church, hall, theatre or other place of public
assembly in any manner so as to obstruct such entrance.
b. No person shall willfully block, impede or obstruct
any aisle, passageway, hallway, lobby, foyer, or
stairway leading to or from any entrance or exit re-
quired by law within any office building, public
building, place of business, hotel or other structure
with the intent to prevent, delay, hinder or interfere
with the free use of such passageway by any other
person who is within, entering, occupying or leaving
said premises. (1390)

SECTION TWO - Severance. Each prevision of this ordinance
shall be separate and severable, and in the event any specific
provision is declared void or invalid, no other section, other-
wise legal and valid, shall be affected thereby,
SECTION THREE. This ordinance shall be in force and take
effect as provided by law.
SECTION FOUR. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published once
in the Redlands Daily Facts, a daily newspaper hereby designated
for that purpose.
