ORDINANCE OF THE CITY OF REDLANDS ESTABLISHING RULES AND
REGULATIONS GOVERNING THE USE OF PUBLIC PARKS AND PLAY-
GROUNDS IN THE CITY OF REDLANDS
THE COUNCIL OF THE CITY OF REDLANDS ORDAINS AS FOLLOWS:
SECTION 1 . That the following rules and regulations are hereby adopted
for the preservation of the public peace, health and safety and the further enjoyment
by the public of all parks, playgrounds and recreation centers in the City of
Redlands.
SECTION 2. It is hereby declared to be unlawful for any person, firm or
corporation either as employer, employee, principal or agent to do any of the acts
hereinafter specified within the exterior boundary lines of any public park, play-
ground or recreation center in the City of Redlands, to-wit:
(a) To lead, turn in or let loose any cattle, horses, mules, goats,
sheep, swine, dogs, cats or fowls of any kind, except that this
shall not apply to fowls turned loose by order of the Superintendent.
(b) To carry or discharge firearms, firecrackers, rockets, torpedoes
or other fireworks, or to carry or discharge any air gun, or pistol,
or any sling shot or similar device, or any bows and arrows, or
to carry or use any whistle or other object calculated to make a
noise sufficient to disturb the peace or Quiet of the Park, or to
bring into any Park any of the above objects or articles, and if
objects or articles are brought into any Public Park the person so
bringing them shall be subject to having them taken away from his
person by the proper authorities
(c) To ride or drive any horse or animal, or to propel any vehicle,
cycle or automobile, except- in designated areas.
(d' To cut, break, ' injure, deface-or disturb any tree, shrub, plant,
rock, building, cage, pen, monument, fence bench or other structure,
apparatus or property; or to pluck, pull up, cut, -take or remove
any shrub, trash, plant or flower; or to mark or write upon, paint
or deface in any manner, any building, monument, fence, bench or other
structure.
(e) To cut or remove any wood, turf, grass,, soil, rock, sand, gravel or
fertilizer.
(f) To swim, fish in, to bathe, wade in, or pollute the water of any
fountain, pond, lake or stream.
(g) To make or kindle a fire except in picnic stoves provided for that
purpose, except by permission in writing from the Superintendent
of Parks.
v/(h) To camp or lodge therein, except by permission in writing from
the Superintendent of Parks.
(i) To cook, prepare, serve or eat any lunch, barbecue or picnic
except at the places provided therefor.
(j) To wash dishes or to emplty salt water or other waste liquids
elsewhere than in the sinks provided for such purposes,
(k) To leave garbage, cans, bottles, papers or other refuse elsewhere
than in the receptacles provided therefor.
(1) To play, or engage in any game, excepting at such place as shall
be especially set apart for that purpose.
(m) To play or bet at or against any game which is played, conducted,
dealt or carried on with cards, dice, or other device, for money,
chips, shells, credit or any other representative of value, or to
maintain or exhibit any gambling table or other instrument of
gambling or gaming.
(n) To indulge in riotous, boisterous, threatening, or indecent
conduct, or abusive, threatening, profane, or indecent language,
or operate ai�y. radio loud speaker, or musical instrument, amplifier,
public address system in such a manner as to disturb in any manner
any picnic, meeting, services, concert, exercise or exhibition.
✓(o) To disturb in any manner any picnic, meeting, services, concert,
exercise or exhibition.
(p) To distribute any handbills or circulars, or to post, place or
erect any bills, notice, paper, or advertising device or matter of
any kind.
(q) To sell or offer for sale any merchandise, article or thing, what-
soever, except by permit from the City Council,
(r) To practice, carry on, conduct or solicit for any trade, occupation,
business or profession or to circulate any petition of whatsoever kind
or character.
-_(S) TO REMAIN, STAY OR LOITER IN ANY PUBLIC PARK BETWEEN THE HOURS
OF ELEVEN (11 :00) O'CLOCK P.M. AND SEVEN (7:00) O'CLOCK A.M. OF
THE FOLLOWING DAY,
.,'(t) To hold any meeting, service, concert, exercise, parade or exibition
in any public park without first obtaining a permit from the office of
Superintendent of Parks, Redlands, City Hall,
-'(u) For any company, society or organization of more than fifty (50)
persons to hold or conduct any picnic or celebration in any public
park without first obtaining permission from the Superintendent of
parks.
(v) For any person to take part in any picnic, celebration, meeting,
service, exercise, parade or exhibition held or conducted contrary
to the provisions hereof.
(w) To drink any spirituous, vinous, malt or mixed liquors.
(x) To remove from any park equipment, or sign indicating that such
equipment is reserved.
(y) To hitch or fasten any horse or other animal except at such place as
shall be designated or provided for such purpose.
(z) No male person over the age of eight (8) years shall enter any ladies
toilet within the said parks or shall go into the vault of any such
toilet; and no man or boy over the age of eight shall go or be allowed
to go within twenty feet of such toilet, except the Park employees
may enter upon said premises at proper hours for the purpose of clean-
ing and repair. No person shall cut or deface the walls of any toilet
or structure within the said parks or shall cut or write thereon any
names, words, or any obscene or indecent or other language.
SECTION 3. Power and authority is hereby given to the Superintendent and
to the head gardener of said Parks, and to any of the foremen employed in said Parks,
to arrest, detain or deliver to the proper authorities; or in their discretion to eject
and expel from the said Parks any person or persons who shall violate or offend against
any of the provisions of this ordinance or any other ordinances or rules for the
regulations and government of said parks.
SECTION 4. Any person, firm or corporation violating any of the provisions of
this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be
punished by a fine of not more than $200.00 or imprisonment in the City or County Jail
for a period of not more than two months, or by both such fine and imprisonment.
SECTION 5. All other ordinances or parts of ordinances in conflict herewith
are hereby repealed.
SECTION 6e This ordinance shall be in force and take effect as provided by
law.
SECTION 7. The City Clerk shall certify to the passage of this Ordinance and
shall cause the same to be published once in the Redlands Daily Facts, a daily news-
paper hereby designated for that purpose.
