HomeMy WebLinkAboutOrdinances_1630_CCv0001.pdf ORDINANCE NO . 1630 AN ORDINANCE OF THE CITY OF REDLANDS PROVIDING FOR AND CREATING A POLICE RESERVE FORCE IN AND FOR THE CITY OF REDLANDS AND RESCINDING ORDINANCE NO. 833 WHEREAS, the City Council of the City of Redlands believes it to be in the best interests of the City to create a Police Reserve Force, NOW, THEREFORE, the City Council of the City of Redlands does ordain as follows : SECTION ONE: ESTABLISHMENT, COMPOSITION, APPOINT- MENT, AND COMPENSATION OF MEMBERS. A Police Reserve Force is hereby established in the City of Redlands as a voluntary organization and which is hereby specifi- cally excluded from the civil service or personnel system of the City of Redlands, and the members of which shall serve without renumeration. The Reserve shall be composed of persons appointed by the Chief of Police. All appointments of persons to positions in the Police Reserve Force shall be made without regard to race, sex, creed, religion, or political affiliation. SECTION TWO : POWERS AND DUTIES OF CHIEF OF POLICE. Subject to the rules of this ordinance and the rules and regulations of the state, regional and local disaster councils, the Chief of Police shall have complete authority and control over the members of the Police Reserve Force . He may appoint as members of the Re- serve any persons whom he deems to be qualified and he may reject any application for membership. He shall provide for the training of members to meet minimum standards set by the state. SECTION THREE: QUALIFICATIONS, SWEARING IN, AND REGISTRATION AS DISASTER SERVICE WORKERS . No person shall become a member of the Police Reserve Force until he is able to meet the requirements prescribed by the Chief of Police. When so qualified and selected, he shall then be sworn in by the Chief of Police as a member of the Reserve, and be registered as a disaster service worker on forms prescribed by the County Civil Defense Director and shall take the oath prescribed therefore. i Ordinance No. 1630 I Page one - SECTION FOUR: POWERS AND DUTIES AND ESTABLISHMENT OF RULES AND REGULATIONS . The duties of the Police Re- serve Force, subject at all times to the direction, supervision and control of the Chief of Police, shall be to assist the regular members of the Police Department in the enforcement of law and the maintenance of peace and order whenever and wherever such services are re- quired. The Chief of Police, by order, may establish rules and regulations to govern the Reserve, including the fixing of specific duties of its members and pro- viding for the maintenance of discipline. He may change such orders from time to time as he deems necessary. A member of the Reserve, when on duty as assigned by the Chief of Police, shall have the authority given to the regular officers of the Police Department to direct traffic and have the same power of arrest granted a regular officer, subject to any limitation which the Chief may impose . SECTION FIVE: IDENTIFICATION CARD AND SURRENDER OF EQUIPMENT. An identification card shall be issued to each member of the Police Reserve Force who shall carry the card at all times while on duty. Each member shall surrender all city property issued to him as a member of the Police Reserve Force upon his resignation or termina- tion of membership. Such property shall include, but not be limited to, the identification card above men- tioned. SECTION SIX: TERMINATION OF MEMBERSHIP. Membership of any member of the Police Reserve Force may be terminated by the Chief of Police at any time, and such member may resign from the Reserve upon notification in writing to the Chief of Police not less than two weeks prior to the effective date of such resignation. SECTION SEVEN: UNIFORMS AND EQUIPMENT. The neces- sary uniforms and equipment for the Police Reserve Force members and the proper care and use of such uniforms and equipment shall be prescribed by the Chief of Police. SECTION EIGHT: INJURY ON DUTY. Police Reserve Force members shall be entitled to such compensation for injury sustained while acting under the direction of the Chief of Police during a regular assigned tour of duty as is allowed by the provisions of Division Four of the Labor Code of the State of California re- E garding disaster service workers . Ordinance No. 1630 Page two - � 3r SECTION NINE : EFFECTIVE DATE. This ordinance shall be in force and take effect as provided by law.
