HomeMy WebLinkAboutOrdinances_1971_CCv0001.pdf ORDINANCE NO. 1971 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDLANDS AMENDING THE REDLANDS ORDINANCE CODE PERTAINING TO THE ESTABLISHMENT OF THE PUBLIC WORKS COMMISSION THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain as follows; SECTION 1. That Article 190, Public Works Commission, of the Redlands Ordinance Code, and Ordinances Nos. 1594 , 1877 , and 1951 be amended to read as follows: "ARTICLE 190 PUBLIC WORKS COMMISSION S 19001. EXISTENCE. There is a Public works Commission as established by Ordinances Nos. 1594 , 1877 , and 1951 of the City of Redlands. S 19002. MEMBERS. The Commission shall consist of seven members appointed by the City Council from City residents at large for terms of three years. No person shall be appointed or serve who by either his knowledge of proposed City activities or by influencing a change in City policy and organization could cause personal gain to himself. The Commissioners shall serve without compensation. The Public Works Commission members shall attend all regular meetings unless excused by the chairman . A commission member who does not attend three consecutive announced meetings and who is not excused therefrom by the chairman will be dropped from the Commission and a replacement member will be appointed by the City Council. 5 19003. ORGANIZATION AND MEETINGS. The Commission shall meet within one month of its formation and elect a chairman and vice-chairman . Unless earlier removed by vote of the full commission, the chairman and vice-chairman shall serve for a term of one year. A regular time and place of meetings shall be estab- lished and adhered to in the manner of holding public meetings of legislative bodies in this state. Except as otherwise provided by law, all meetings shall be open to the public. The Municipal Utilities Director shall act as secretary to the Commission and shall provide staff support as necessary. The Commission is encouraged to appoint ad hoc committees to study specific problems particularly when the resolution of any problem requires special skills not possessed by Commission members. 19004 . DUTIES . The Commission shall serve in an advisory capacity to the City Council and shall advise and assist the Municipal Utilities Director, City Engineer, City Manager , and other City Departments by providing citizen review and input concerning all aspects of the management and operation of public works projects and facilities, thereby providing a direct channel for utilization of the citizen expertise available in the community. " SECTION TWO: This ordinance shall be in force and take effect as provided by law. SECTION THREE: Tne Deputy City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in this City. f .
