AN ORDINANCE CE OFTHE CITY OF REDLA DS AMENDING CHAPTERS 2,1 8,
2.24, 2.28, 2..32, 2.36, 2.3 8, 2.40, 2.46, 2,48, 2. 0, 2.64, 2.66 ANIS 2.68 OF THE
REDLAN S MUNICIPAL CODE RELATING TO QUALIFICATIONS FOR CITY
COMMISSIONERS AND COMMITTEE-MEMBERS
THE CITY COUNCIL OF THECITY OF REI LANDS DOES ORDAIN AS FOLLOWS:
Section 1. Section 2.1 .0311 of the Redlands Municipal Code relating to mcirtber hip of the
Airport Advisory board is hereby amended to read as follows:
"118.030 MEMBERSHIP - APPOINTMENT iT Al" D TERMS.
The:Airport Advisory Board shall consist of seven(7)members appointed by the Mayor with
the approval of the City Council. Each,member shall serve a staggered to, (4)year terra and shall
serve until his or her successor is appointed, No persona shall serve more than two (2) consecutive
terms unless appointed to an additional term by a four-fifths(4/5)vote of the City Council."Vacancies
on the board shall be filled by appointment by the Mayor with the approval of the City Council for
the unexpired portion of the tern-,. Appointments made to fill an unexpired term will constitute a full
term if more than one-half(1I2) of a term retrains. For example, if a term is four (4) years and an
appointment for an unexpired term is for two (2)years or more; this appointment constitutes a full
term. The members of the board shall serve without compensation, and shall each be a residentof
the Cavity and neither a member of any ether standing commission,board or committee of the City nor
an employee thereof. The City Council may remove any member of the board at any time, without
cause, by a Majority vote. Four(4) members of the board shall constitute a uorum."
Section 2. Section 2.24.040 of the Redlands Municipal Code relating to membership of the
Historic and Scenic Preservation Commission is hereby amended to read as follows-

The Historic and Scenic Preservation Commission shall consist of nine (' ) members who
shall each s vve for a four (4) year tern-, and until his or her successor is appointed. Eight ( )
members shall be appointed by the Mayor with the approval of the City Council and shall serve
without compensation, and shall each be a resident of the City and neither a member of any other
standing commission,board or committee of the City nor an employee thereof.The ninth november of
the commission shall be the archivist curator of the City's AX, Smiley public library or his or her
designated appointee, No person, except for the archivist curator, shall serve more than two (2)'
consecutive terms unless appointed to an additional term by a tour-fifths (`a,3' ) vette of the City
Council, Vacancies on the commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the team. Appointments made to fill an
unexpired term will constitute a full term if more than one-half(1/2)of term remains. For example,

Section 3. Section 2.28.020 of the Redlands Municipal Code relating to membership of the
Housing Commission is hereby amended to read as follows:
"2,28.020 MEMBERSHIP
The Housing Commission shall consist of seven (7)members appointed by the Mkyor with
the approval of the City Council. Each member shall serve for a staggered four(4) year term and
until his or her successor is appointed. No person shall serve rnore than two (2) consecutive teens
unless appointed to an additional term by a four-fifths(4/,;) vote of the City Council. Vacancies on
the commission shall be filled by appointment by the Mayor with the approval of the City Council
for the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a
full term if more than one-half(1/i) a term remains. For example, if a term is four(4)years and an
appointment for an unexpired term is for two (2)years or more, this appointment constitutes a full
term.The members of the commission shall serve without compensation,and shall each be a resident
of the City and neither a member of any other standing commission, board or committee of the City
nor an employee thereof.The City Council may remove any member of the commission at any time,
without cause,by a majority vote. Four(4)members of the commission shall constitute a quorum."
Section 4. Section 2.32,020 of the Redlands Municipal Code relating to membership of the
Parks Commission is hereby amended to read as follows-
"2.32.020 MEMBERSHIP
The Parks Commission shall consist of seven (7) mernbers. Six (6) members shall be
appointed by the Mayor with the approval of the City Council. The seventh member shall be a City
Council appointed student member who shall be a full voting member from the junior class of a
Redlands high school fora terra of one year, beginning January I and ending December 31 when the
student is a senior. Each member shall serve for a four(4) year term until his or her successor is
appointed. No person shall serve more than two (2) consecutive terms unless appointed to an

Section.5. Section 2.36.020 of the Redlands Municipal Code relating to membership of the
Planning Commission is hereby arnended to read as follows:

The Planning Commission shall consist of seven(7)members appointed by the Mayor with
the approval of the City Council. Each member shall serve for a four(4)year term until his or her
successor is appointed. No person shall serve more than two(2)consecutive terms unless appointed
to an additional term by a four-fifths(4/j) vote of the City Council, Vacancies on the commission
shall be filled by appointment by the Mayor with the approval of the City Council for the unexpired
portion of the term. Appointments made to fill an unexpired term will constitute a full term if more
than one-half('/2)of ateen remains. For example,if a term is four(4)years and an appointment for
an unexpired term is for two (2) years or more, this appointment constitutes a fall term. The
members of the commission shall serve without compensation, and shall each be a,resident of the
City and neither a member of any other standing commission,board or committee of the City nor an
employee thereof. The City Council may remove any member of the commission at any time,
without cause., by a majority vote. Four(4) mcnibers of the board shall constitute a quorum."
Section 6. Section 2.38.010 of the Redlands Municipal Code relating to membership of the
Municipal Utifities/Public Works Commission is hereby amended to read as follows:

The Municipal Utilities/Public Works Commission, shall consist of seven (7) members
appointed by the Mayor with the approval of the City Council. Each member shall serve for a four
(4) year term until his or her successor is appointed. No person shall serve more than two (2)
consecutive teres unless appointed to an additional term by a four-fifibS (415) vote of the City
Council. Vacancies on the commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term. Appointments made to fill an
unexpired term will constitute a full term if more than one-half(112)of a term remains. For example,
if a term is four(4)year-,and an appointment for an unexpired term is for two(2)years or more,this
appointment constitutes a full ten-n. The members of the commission shall serve without
compensation, and shall each be a resident of the City and neither a member of any other standing
commission,board or committee,of the City nor an employee thereof The City Council may remove
any member of the commission at any time. without cause,by a majority vote. Four(4)members of'
the commission shall constitute a quorum."
Section 7. Section 2. .020 of the Redlands Municipal Code relating to membership of the
Recreation Advisory Commission is hereby amended as follows.
"22.40.020 MEMBERSHIP
The Recreation Advisory Commission shall consist of nine(9)members. Eight(8)members
shall be appointed by the Mayor with the approval of the City Council. Each member shall serve for
a four(4)year term until his or her successor is appointed, No person shall serve more than two(2)
consecutive terms unless appointed to an additional terrn by a four-fifths (4i';
4/5) vote of the City
Council. Vacancies on the commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term, Appointments made to fill an
unexpired term will constitute a full term if more than one-half(1/,2)of atenu remains, Fore ample
if a term is four(4)years and an apperintment for an unexpired term is for two(2)years or more.this

appointment constitutes a full terill. The members of the commission shall serve without
compensation, and shall each be a resident of the City and neither a member of any other standing
commission,board or committee of the City nor an employee thereof. The City Council may remove
any member of the commission at any time,without cause,by a majority vote. Five(5)members of
the commission shall constitute a quorum,
The City Council shall also appoint one student member as a full voting member from the
junior class of a high school located within the City for a term of one year, be-ginning January I and
ending December 31 when the student is a senior."
Section 8. Section 2.46,020 of the Redlands Municipal Code relating to membership of the
Relocation Appeals Board is hereby amended as follows:
2.4 .020 MEMBERSHIP
Then Relocation Appeals Board shall consist of five(5) members, appointed by the Mayor
and approved by the City Council, who shall each serve for a four(4)year ten-n and until his or her
successor is appointed. No person shall serve more than two(2)consecutive ten-as unless appointed
to an additional terra by a four-fifths(4/5)15) vote of the City Council. Vacancies on the board shall be
filled in the same manner as the board members are appointed. Appointments made to fill an
unexpired terra will constitute a full term if more than one-half('',)of a term remains. For example,
if a terra is four(4)years and an appointment for an unexpired term is for two(2)years or more,this
appointment constitutes a full term. The board members shall each be a resident of the City of
Redlands and neither an elected official nor a member of any other standing commission, board or
committee of the City, or an employee thereof.
Section 9. Section 2,48.020 of the Redlands Municipal Code relating to membership of the
Traffic and Parking Commission is hereby amended to read as follows:
2.48.020 MEMBERSHIP
The Traffic and Parking Commission shall consist of seven (7) members. Six (6) of its
members shall be appointed by the Mayor with the approval of the City Council. Each member shall
serve for a four(4) year staggered term and until his or her successor is appointed. Noperson shall
serve more than two (2) consecutive terms unless appointed to an additional term by a four-fifths
(4/_j) vote of the City Council. Vacancies on the commission shall be filled by appointment by the
Mayor with the approval of the City Council for the unexpired portion of the term. Appointments
made to fill an unexpired to will constitute a full term if more than one-half of a term

The City Council shall also appoint one student member as a full voting member of the
commission from ajunior class of a Redlands high school for a term of one year,beginning January
I and ending December-31 when the student is a senior.
The sergeant of the traffic division of the Redlands Police Department and a representative of
the Municipal Utilities and Engineering Department of public works shall be ex, officio advisory
members of the commission."
Section 10. Section 2.50.030 of the Redlands Municipal Code relating to membership of the
Cultural Arts Commission is hereby amended to read as follows:
"2.50-030 MEMBERSHIP
The Cultural Arts Commission shall consist of seven(7) members appointed by the Mayor
with the approval of the City Council. Each member shall serve for a four(4)year term and until his
or her successor is appointed. No person shall serve more than two (2) consecutive terms unless
appointed to an additional term by a four-fifths ( /,5) vote of the City Council. Vacancies on the
commission shall be filled by appointment by the Mayor with the approval of the City Council for
the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a full
term if more than one-half(112) of a terra remains. For example, if a to is four(4) years and an
appointment for an unexpired term is for two (2) years or more, this appointment constitutes a full
term. The members of the commission shall serve without compensation, and shall each be a
resident of the City and neither a member of any other standing commission,board or committee of
the City nor an employee thereof. The Council may remove any member of the commission at any
time, without cause, by a majority vote. Four (4) members of the commission shall constitute a
quorurn."
Section I I. Section 2.64.020 of the Redlands Municipal Code relating to membership of the
Citrus Preservation Commission shall be amended to read as follows:
"2.64.020 MEMBERSHIP
The Citrus Preservation Commission shall consist of seven (7) members appointed by the
Mayor with the approval of the City Council. Four (4) members shall each serve a four (4) year
term, and three(3)members shall each serve a two(2) year term, and each member thereafter shall
serve for a staggered four(4) year term until his or her successor is appointed, Vacancies on the
commission shall be filled by appointment by the Mayor with the approval of the City Council of the
unexpired portion of the tenn. The members of the commission shall serve without compensation,
and shall be,neither a member of any other standing commission,board or committee of the City nor
an employee thereof. The City Council may remove any member of the commission at any time,
without cause, by a majority vote of the members of the City Council, Four (4) members of the
commission shall constitute a quorum,"
Section 12. Section 2.64.020 of the Redlands Municipal Code relating to membership of the
Human Relations Commission shall be amended to read as follows:
"2.66.020 MEMBERS141P
27 10 Commissions and Boards
The Human Relations Commission shall consist of nine(9) members who shall each, with
the exception of the student member, serve for a four(4)year term and until his or her successor is
appointed. Vacancies on the commission shall be filled by members of the City Council on a
rotational basis and the term of a commissioner appointed to fill a vacancy shall be for a four(4)year
period. No person shall serve more than two(2)consecutive terms unless appointed to an additional
term by a four-fifths (4/5) vote of the City Council. The members of the commission shall serve
without compensation, and shall be neither a member of any other standing commission, board or
committee of the City nor an employee thereof. One commission member appointed by the City
Council shall be from the junior°class of a Redlands high school.The student member's term shall be
for one year, beginning January I when the student is a junior and ending December 31 when the
student is a senior. The student member shall be considered one of the nine (9) members of the
commission with full voting powers. The members of the commission shall serve without
compensation. Five(5) members of the commission shall constitute a quorum."
Section 13. Section 2.6 .020 of the Redlands Municipal Code relating to membership of the
Business and Economic Development Advisory Commission shall be amended to read as follows-

The Business and Economic Development Advisory Commission shall consist of eight(8)
members appointed by the Mayor with the approval of the City Council who shall each, with the
exception of the student member, serve for a four (4) year staggered term and until his or her
successor is appointed. No person shall serve more than two(2)consecutive terms unless appointed
to an additional term by a four-fifths (4/5) vote of the City Council, Vacancies on the commission
shall be filled in the same manner as the commissioners are appointed. Appointments made to fill an
unexpired term will constitute a full term if more than one-half(1/2)of atenn remains.For example,
if a term is four(4)years and an appointment for an unexpired terra is for two(2)years or more,this
appointment constitutes a full term. The members of the commission shall serve without
compensation, and shall be neither a member of any other standing commission,board or committee
of the City nor an eniployee thereof. In addition,there shall be one student member to be appointed
to the commission. The student member's term shall be for one year. The members of the
commission shall serve without compensation, Five(5)members of the commission shall constitute
a quorum."

Section 14. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts,a newspaper of general circulation within the City.
