AN ORDINANCE OF THE CITY OF REDLANDS, CALIFORNIA,
CREATING THE RELOCATION APPEALS BOARD, COMPOSED OF
FIVE MEMBERS, AND SETTING FORTH THE POWERS AND
DUTIES OF SAID BOARD.
The City Council of the City of Redlands does ordain as
follows:
Section l : ESTABLISHED. Pursuant to Section 33417 .5
of the California Community Redevelopment law, there is hereby
established the Relocation Appeals Board.
Section 2 : NUMBER OF MEMBERS. The Board shall consist
of five members appointed by the Mayor subject to the approval of
the City Council.
Section 3 : TERM OF OFFICE. The term of the first
member appointed to the Board shall expire January 1, 1978; the
term of the second member appointed to the Board shall. expire
January 1, 1979; the term of the third member appointed to the
Board shall expire January 1, 1980; the terms of the remaining
two members appointed to the Board shall expire January 1, 1981.
The members first appointed to such Board shall determine by lot
when the terms of the respective members shall expire.
The members of such Board who succeed the members first
appointed shall serve for terms of four years .
Section 4: Pa3 TTRS, I U7,"IES AND FLTINICTIONS. The Relocation
Appeals Board shall act in an advisory capacity to the City
Council, the Redevelopment Agency of the City of Redlands and
other agencies as appropriate on relocation matters . The powers,
duties and functions of said Board shall be as follows:
1 . To hear complaints from all persons displaced from
real property, or who moves his personal property from real
property as a result of acquisition of such real property in
whole or in part by the City or a written order from the City to
vacate said real property aggrieved by the determination as to
eligibility for, or the amount of a payment, or aggrieved as to
relocation assistance offered by the City pursuant to Relocation
Rules and Regulations adopted by the City Council .
2 . The Board shall promptly hear all complaints
brought by residents of Redevelopment Project Areas relating to
relocation and shall determine if the Redevelopment Agency of
the City of Redlands has complied with the provisions of the
applicable local and State Relocation Rules and Regulations .
The Board shall, after a public hearing, transmit its findings
and recommendations to the Redevelopment Agency.
Section 5: The City Clerk shall certify to the adoption
of this ordinance and cause it to be published once in Redlands
Daily Facts . This ordinance shall become effective on the 30th
day after the date of its adoption .
ADOPTED by the City Council and signed by the Mayor and
attested by the City Clerk this 15thday of March, 1977.
