HomeMy WebLinkAboutOrdinances_2625_CCv0001.pdf ORDINANCE NO. 2625 AN ORDINANCE OF THE CITY OF REDLANDS ADDING CHAPTER 2.70 TO THE REDLANDS MUNICIPAL CODE TO ESTABLISH A RELOCATION APPEALS BOARD THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: Section 1. Chapter 2.70 relating to the establishment of a Relocation Appeals Board is hereby added to the Redlands Municipal Code to read as follows: "CHAPTER 2.70 Relocation Appeals Board 2.70.010 Established. A Relocation Appeals Board is hereby established in accordance with California Health and Safety Code section 33417.5 to serve in an advisory capacity to the Board of the Redevelopment Agency of the City. 2.70.020 Membership. The Board shall consist of five members,appointed by the Mayor and approved by the City Council,who shall each serve for a four-year term and until his or her successor is appointed. No person shall serve more than two consecutive terms unless appointed to an additional term by a four-fifths vote of the City Council. Vacancies on the Board shall be filled in the same manner as the Board members are appointed.Appointments made to fill an unexpired term will constitute a full term if more than one-half of a term remains. For example,if term is four years and an appointment for an unexpired teen is for two years or more, this appointment constitutes a full term. The Board members shall be residents of the City of Redlands and neither elected officials nor employees of the City. The members of the Board shall serve without compensation,but each of the members of the Board shall be reimbursed for his or her necessary expenses incurred in the performance of his or her duties, as determined by the City Council. 2.70.030 Members--Forfeiture of office by absence. Any Board member who is absent from any three consecutive regular meetings of the Board,unless excused from such attendance by consent of the Board expressed by action of record in its minutes, shall automatically forfeit his or her office as a member of the Board. The vacancy so created shall be filled pursuant to Section 2.70.020. 2.70.040 Organization. The Board shall annually elect a chairperson and a vice chairperson and there is no prohibition to the number of terms a member may serve in either capacity.The Board shall keep records of all its proceedings and actions and shall have regular meeting dates in conformance with law. Three members of the Board shall constitute a quorum. djWo4seloeation appeals hoard 2.70.050 Powers and responsibilities. The powers,duties and responsibilities of the Board are to hear all complaints brought by residents of the various redevelopment project areas within the City relating to relocation. The Board shall determine if the City's Redevelopment Agency has complied with the provisions of Chapter 4 of the Community Redevelopment Law (California Health and Safety Code sections 33300 through 33490) and,where applicable, federal regulations. The Board shall, after a public hearing, transmit its findings and recommendations to the Board of the City's Redevelopment Agency." Section 2.
