AN ORDINANCE OF THE CITY OF REDLANDS FIXING AND ESTABLISHING CHARGES FOR
CONSTRUCTION OF THE CITY SEWERAGE FACILITIES
The City Council of the City of Redlands does ordain as follows:
SECTION ONE. Every owner or occupant of a dwellingg building, or
structure in the City of Redlands who connects to the City sewerage
system, or applies for a building permit, shall pay into the Sewer Rental
Fund a charge determined as follows -.
(a) For each single family dwellingo double house or other building
containing only two single-family dwelling units, the sum of One Hundred
Dollars ($100.00) .
(b) For each apartment house, or flat, the sum of Sixty-Seven
Dollars ($67-00) for each apartment or unit therein.
(c) For each hotel, motel or auto court, the sum;-of Thirty-Three
Dollars ($35-00) for each unit with cooking facilities, and the sum of
Twenty Dollars ($20.00 for each unit without cooking facilities.
(d) For each business establishment, manufacturing plant, commercial
house, or industrial building, the charge payable into the Sewer Rental
Fund shall be based upon the quantity of water consumption in accordance
with the following schedule:
0 to 2500 cubic feet per month $100.00
For each increase of 1000 cubic feet or fraction thereof an additional
charge of Forty Dollars (340,00) per 1000 cubic feet shall be made.
Payment shall be made on the basis of estimated water consumption as
determined by the Public TVorks Director, The number of cubic feet of
water received by each such owner or occupant during the first year of
service shall be determined by the Public Works Director, who shall adjust
the previous estimate to show the total amount of water consumed during
,that twelve (12) month period. The consumption thus determined shall be
,,the basis for increasing or decreasing the charge. The amount of any de-
crease shall be refunded to such owner or occupant. The amount of any
increase in the charge shall be paid within n ten (10) days after the mail-
ing of a bill by the City of Redlands ,
(e) Club buildings and meeting places shall be charged on the same
basis as commercial houses, business establishments and industrial build-
ings or plants.
(f) For each church, the charge shall be One Hundred Dollars ($100.00) .
In this section, "church" is defined as a place for religious services and
worship only. Parsonages and buildings other than the church shall be
charged the regular residential rate as provided herein.
(g) The charge for each school shall be as followsR Sixty-six
Dollars ($66.00) for every 100 students in average daily attendance or a
lesser number computed on the previous years attendance,
SECTION TWO, Every applicant for a building permit as specified in
Section I shall pay a minimum sewer construction charge of One Hundred
Dollars ($100.00) .
SECTION THREE. Before any dwellingg building, or structure in exist-
ance on the effective date of this ordinance may be connected to the city
sewerage system, there shall be paid into the Sewer Rental Fund an amount
equal to the charges established in Section 1.
SECTION FOUR, Charges established in Section I hereof shall be in-
creased or decreased annually in accordance with the Construction Cost index
of the Engineering News Record with a base index established as that of 0--t-
ober, 1961 and minimum charges as established in Section I0 provided that
such increase or decrease shall not be less than the sum of Five Dollars (85.00).
A copy of the Construction Cost index of the Engineering News Record shall be
on file in the office of the City Clerk and City Engineer and available for
public inspection at all timesd
SECTION FIVE. Unless charges established by this Ordinance are paid, no
building permit shall be issued for construction within the City of Redlands.,
SECTION SIX. All funds and monies received from the collection of
charges as herein established shall be deposited with the City Treasurer of
the City of Redlands, who shall credit these funds to a separate revenue
account to be known as "SEWER CONSTRUCTION CHARGES" within the SEWER RENTAL
FUND, The revenue of this account shall be used only for the acquisition#
management, operationg maintenanceg and reconstruction of sanitary or sewer-
age facilities; provided, however, that such revenue shall not be used for the
acquisition or construction of new local street sewers or laterals as distin-
guished from main trunk, interceptor and outfall sewers.
SECTION SEVEN. if any sectiong subsection, sentence, clause or phrase of
this Ordinance is for any reason held to be unconstitutional, the City Council
of the City of Redlands hereby declares tbat it would have passed this Ordin-
ance irrespective of the fact that any one or more sections, subsections,
sentences, clauses or phrases thereof be declared unconstitutional.
SECTION EIGHT. This ordinance shall take effect thirty (30) days after
its passage in the manner and form required by law.
SECTION NINE. The City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be published once in the Redlands
Daily Facts$ a newspaper of general circulation within the City of Redlands®
