AN ORDINANCE OF THE CITY OF REDLANDS AMENDING THE REDLANDS MUNICIPAL
CODE BY ADOPTING AMENDMENT NO. 189 THERETO R.P.C. NO. 726
SECTION ONE: The following definitions are hereby added to the
Redlands Municipal Code, Section 15 .36 .040 :
"Awning" means either a fabric covered appendage or a
temporary shelter of non-combustible materials supported
entirely from the exterior wall of a building.
"Canopy" means either a fabric covered appendage or a
temporary shelter of non-combustible materials supported from
the exterior wall of a building and from supports to the
ground below.
"Historic Sign" means obsolete signs that have been
designated by the Historic and Scenic Preservation Commission
to be of historic , architectural , or cultural importance to
the City of Redlands .
SECTION TWO: Section 15 .36 .040 (14) is hereby amended in the
Redlands Municipal Code to read as follows:
14 . "Community Development Director" means the City public
official responsible for administration and enforcement
of the Zoning and Land Use Ordinance of the City. The
Director is the secretary of the Planning Commission,
and as such will prepare and present to that body all
matters concerning this Sign Code that are specified to
be brought before the Commission .
SECTION THREE: Section 15 .36.040 (21) is hereby amended in the
Redlands Municipal Code to read as follows:
21. "Frontage" means:
b. Building Frontage. "Building Frontage" means those
frontages which have an entrance/exit area open to
the general public . A building frontage, however,
may be located on a public street , alleyway or
public parking lot , even if there is no entrance or
exit for use by the general public . No store or
lease space shall be credited with more than one
frontage .
SECTION FOUR: Section 15 .36.040 (22) is hereby amended in the
Redlands Municipal Code to read as follows:
22 . "Grade" means the elevation of the nearest public
sidewalk or paved area adjoining the property upon which
a sign or building is erected or the natural surface of
the ground supporting a sign or building, whichever is
the lower surface.
SECTION FIVE: Section 15 . 36 .040 (37) is hereby amended in the
Redlands Municipal Code to read as follows:
37 . "Projection" means the distance by which a sign extends
beyond the property line or the vertical face of the
building .
SECTION SIX: Section 15 .36 .040 (42) is hereby amended in the
Redlands Municipal Code to read as follows:
42. "Uniform Building Code" means the Uniform Building Code
published by the International Conference of Building
Officials, the edition as adopted by the City by
Ordinance.
SECTION SEVEN: Section 15 .36.060 (A) (4) (c) is hereby amended in
the Redlands Municipal Code to read as follows:
C . Current photographs showing existing signs on the
remises and adjacent property, and certifying the date
on which the photographs were taken. Photographs shall
be numbered and the plans shall indicate by number, the
elevation the photograph is referencing.
SECTION EIGHT: Section 15 .36. 150 (I) is hereby amended in the
Redlands Municipal Code to read as follows:
I . A wind sign or device.
SECTION NINE: Section 15 .36 .150 (N) of the Redlands Municipal
Code is hereby repealed.
SECTION TEN: Section 15 .36 . 150 (P) is hereby amended in the
Redlands Municipal Code to read as follows:
P. An obsolete sign unless it is designated a historic
sign.
SECTION ELEVEN: Section 15 . 36 . 150 (Q) of the Redlands Municipal
Code is hereby repealed.
SECTION TWELVE: Section 15 .36 .270 of the Redlands Municipal
Code is amended to read as follows :
GROUP SIGNS. Individual and separate businesses within a
commercial complex may be permitted a supplementary sign, to
be located on a directory-type sign whereby each of the
entities are identified in one location viewable from a
public way. The allowable area of the group sign shall be
computed on the basis of one square foot for each business
with a maximum gross area of twenty square feet . Such sign
shall not be located in any required setback area, landscaped
area , or parking lot area and shall be within close proximity
to the business complex served. The sign shall contain only
the name , address or suite number , or type of business
advertised thereon. The location , content size and design of
the sign shall be approved by the Director of Building and
Safety. Each face of the building that has public access
from a public street, alleyway or public parking lot may be
permitted to have one supplementary group sign. In any case,
the total allowable area for all supplemental signs shall not
exceed forty (40 ) square feet .
SECTION THIRTEEN: Section 15 .36. 450 (B) of the Redlands
Municipal Code is hereby amended to read as follows :
B. Content.
1 . All advertising signs in the C-3 district shall
contain only the name of the business or the
owner 's name and type of business or principal
product .
2 . In the C-3 District only, copy regarding the type
of business or principal products may contain up
to eight words and copy of principal products shall
be fifty (50) percent smaller than the name of the
business or owner ' s name.
SECTION FOURTEEN: Section 15 .36 . 450 (C) (2) of the Redlands
Municipal Code is hereby amended to read as follows:
2 . The main identification sign shall not exceed one
hundred twenty (120) square feet . Auxiliary signs
shall not exceed twenty-four (24) square feet .
SECTION FIFTEEN: Section 15 .36 . 450 (D) (3) is hereby added to
the Redlands Municipal Code to read as follows:
3 . In the C-3 District only, flat signs permanently painted
on the face of second floor windows facing the street ,
may be permitted on a case by case basis .
SECTION SIXTEEN: Section 15 .36 . 450 (E) (7) and (8) are hereby
added to the Redlands Municipal Code to read as follows:
7 . In the C-3 district only, individual businesses that
have a public access on more than one side of a building
may be permitted to have a second main identification
sign as described in (6) above.
8 . In the C-3 District only, storefronts located within a
multiple tenancy building, having no direct access or
street frontage, may be permitted to have one main
identification sign as described above. The total
allowable area for all signs in a multiple tenant
building shall not exceed the total allowable area for
the building frontage. No more than four (4) such
off-premise signs shall be permitted per property .
SECTION SEVENTEEN: Section 15 .04 .090 (c) of the Redlands
Ordinance Code is hereby amended to read as follows:
(c) CONSTRUCTION. Awnings shall have non-combustible frames
but may have fabric coverings. Every awning with
non-combustible coverings and every fabric covered
awning which projects into the ladder access area, as
defined above, shall be collapsible.
SECTION EIGHTEEN: This ordinance shall be in force and take
effect as provided by law.
SECTION NINETEEN The City Clerk shall certify to the adoption of
this ordinance and cause it to be published once in the Redlands Daily
Facts , a newspaper of general circulation printed and published in this
City.
