HomeMy WebLinkAboutOrdinances_2182_CCv0001.pdf ORDINANCE NO. 2182 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 15. 36 OF REDLANDS MUNICIPAL CODE RELATING TO SIGNAGE BE IT ORDAINED by the City Council of the City of Redlands as follows: Section 1 . Section 15 . 36. 040 (44) of the Redlands Municipal Code is hereby amended to read as follows: "c. Special merchandise sales or sales ' promotional activity. Temporary signs for these activities shall be limited to temporary window signs either painted, paper, plastic or cloth, or other such lightweight materials affixed to the inside of the window, and self-energized mobile searchlights. All such temporary signs shall be limited to a period of display for a total of eighty-four (84) days in any calendar year. Display periods for a temporary sign shall be for a minimum of fourteen (14) days and for a maximum of twenty-one (21) days; provided, however, that during the months of November and December, a display period may be approved by the City for a period of up to forty-two (42 ) days. Such temporary window signs shall have a maximum coverage of fifty percent (50%) of any window. Temporary outdoor advertising such as banners, portable signs, balloons and pennants shall not be permitted. d. All temporary advertising requires the filing of an application and issuance of a permit in accordance with Section 15 . 36. 100 of this Chapter. " Section 2 . Section 15 . 36 . 060 of the Redlands Municipal Code is hereby amended to read as follows: "Applications for all ,sign permits shall be made upon forms provided by the Director of Building and Safety, and shall contain or have attached thereto the following information and materials: 1. Name, address and telephone number of the owner of the property; SCN103773 2 . Name, address and telephone number of the applicant (owner of the sign) ; 3 . Name, address and telephone number of the sign contractor, if any; 4 . Three copies of a plan, showing: a. Position of the sign or other advertising structure in relation to adjacent buildings or structures; b. The design, size, structural details, colors and proposed location on the premises of the sign and any sign structure; C. Current photographs showing existing signs on the premises and adjacent properties certifying the date on which the photographs were taken. Photographs shall be numbered and the plans shall indicate, by number, the elevation the photograph is referencing; d. A statement showing the size and dimensions of all signs existing on the premises at the time of making the sign application; and e. Such other information as the Director of Building and Safety shall require, to show full compliance with this Chapter and all other requirements of the City. " Section 3 . Section 15. 36. 100 of the Redlands Municipal Code is hereby amended to read as follows: 1115 . 36. 100 - Permit requirements for signs A. Every applicant, before being granted the right to construct, erect, hang, display, draw, paint, use or maintain a temporary advertising or other type of sign, shall obtain a permit from the Director of Community Development. B. The permit shall be accompanied with written authorization signed by the applicant and owner of the property upon which the sign is located which grants the Director of Community Development or his designee permission to enter upon the property and remove any signs which are not removed within five (5) days of the time specified in the SCN 103773 -2_. permit, or which otherwise fail to comply with a permit or the provisions of this Code. Further, if such signs are removed by - the City, that a removal fee in the amount of the City's reasonable costs incurred in removing the sign may be charged to the applicant and owner. " Section 4 . Section 15. 36. 105 is hereby added to the Redlands Municipal Code to read as follows: "15 . 36. 105 Permit Fees The fee for the permit required by this Chapter shall be in the amount necessary to cover the City' s reasonable costs of reviewing a sign application and issuing the requested permit. " Section 5 . This ordinance shall be in force and take effect as provided by law. Section 6. The City Clerk shall certify to the adoption of this Ordinance and shall cause it, or a summary of it, to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in .the City of Redlands.
