AN ORDINANCE OF THE CITY OF REDLANDS
AMENDING CHAPTER 13 . 68 OF THE REDLANDS
MUNICIPAL CODE TO ESTABLISH SOLID
WASTE DISPOSAL FEES
WHEREAS, the City Council is empowered under the California
Health and Safety Code Section 5471 to charge for the provision of
sanitation collection and control services; and
WHEREAS, the City Council has determined that the rates for
solid waste disposal services< should be adjusted to account for
changes in the cost of providing such services; and
WHEREAS, the City Council finds that the rates established
herein do not exceed the reasonable cost of providing the services
outlined herein; and
WHEREAS, this ordinance has been adopted by a two-thirds
majority vote of the City Council pursuant to the California Health
and Safety Code Section 5471;
NOW, THEREFORE, the City Council of the City of Redlands does
ordain:
SECTION 1 . Table 13 . 68 .025 of the Redlands Municipal Code is
hereby amended to read as set forth in Exhibit "A," attached hereto
and incorporated herein.
SECTION 2. The once per week collection option referred to in
Table 13 . 68.035 shall be implemented through a phased program which
commences on the effective date of this ordinance.
SECTION 3 . This ordinance shall be in force and shall take
effect as provided for by law.
SECTION 4. The City Clerk shall certify to the adoption of this
ordinance and cause it to be published once in the Redlands Daily
Facts, a newspaper of general circulation printed and published in
the City of Redlands.

EYPLANATORY AND SPECIAL RATES NOTES

SINGLE FAMILY RESIDENTIAL NOTES:
1 . HANDICAPPED AND ELDERLY (without an able-bodied person in
the household ) will receive both set-out and set-back of automated
containers upon request. (No additional charge. )
2 . AUTOMATED PRD'S, CONDOMINIUMS AND MOBILEHOMES: A 7 .5% discount
will be given for a single billing of automated PRD, Condominium
and Mobilehome Complex' s

GENERAL RESIDENTIAL NOTES:
1 . ( * ) DEBT SERVICE F'EE:s The debt service fee will expire when the
Solid ;Iaste Fund debt is eliminated.
2 . AUTOMATED CONTAINERS: Additional Automated Container rate is
calculated by adding Landfill and State Mandated rates plus
Container Replacement fee.
3 . FURNITURE AND APPLIANCE PICK-UP: If citizens are unable to recycle
household items by other means store of replacement purchase,
Charitable organizations, garage sales, etc. ) , then the Solid Waste
Division will pick up the household items for the following charge:
An initial charge of $15 . 00 for the first item and $7. 50 for each
additional item on the same pick-up.

COMMERCIAL NOTES:
1 . SPECIAL HAULS: A charge of $45.00 per hour per worker will be made.
2 . STEAM CLEANING of Bins determined as necessary by staff: $37 .50.
3 . OVERLOADS: All overloads (roll-offs and bins with plywood etc.
used to extend the load above the top of the container) are subject
to charge for overload at "Actual" volume amount.
4 . SHARED CONTAINERS: Commercial units that share containers (bins )
will have rates established by the City Solid Waste Division.
The combined rates will not exceed the total rate established-
for
stablishedfor a single use of the container.
5. EXTRA COLLECTTONS: Service charges on extra pick-up of
Commercial Bins will be at the rate of $5 . 00 per cubic yard .
6 . UNUSED ROLL-OFFS: A $25 . 00 delivery and pick-up service charge
will be made for roll-offs ordered, but not used by the customer.

. ABORTED PICK-UP OF ROLL-OFF: If a request has been made to pick-up
a roll-off, or an extension of normal time has not been requested,
and upon arrival of the driver a subsequent request is made
to retain the roll-off , and the roll-off is not picked up at that
time, a service charge of $15. 00 will be assessed.
8 . ROLL-OFF DOUBLE LOADING: A 10% surcharge will be made
when double loading is necessary for specialized roll-offs.
9. COMPACTOR CONTAINERS: Compacted containers will be charged
Three times ( 3X) the commercial landfill and mandated charges rate.
10. CONTAINERS WITH TIRES: Any container (bin, roll-off, lugger, can )
which is picked up that contains tires will be charges 3 times ( 3X)
the normal rate for the corresponding service.
11 . NON-SEGREGATED RECYCLABLE CONSTRUCTION AND DEMOLITION SOLID WASTE
will be subject to a surcharge of Three times ( 3X) the landfill and
State Mandated Surcharge rates. (Definition: Recyclable Waste
includes: concrete, asphalt, and wood. )
