AN ORDINANCE CE Off' THE CITY CE REIN DS DELETING
SECTION 13 .68.025 AND ADDING CHAPTER 3 . 66 TO
THE RETS DS MUNICIPAL CODE RELATING TO
ESTABLISHMENT Off' THE SOLID WAS'T'E FUND AND
SOLID WASTE RATES.

3 . 66. 010 Establishment.
There is established the Solid Waste Fund to provide for
administration, operation, & maintenance of the Redlands solid
waste collection and disposal system and its capacity to serve
existing users. All interest on the cash balance of the fund shall
accrue to the Solid Waste Fund. The following rules shall apply:
A. All service charges and all miscellaneous charges not
otherwise designated shall be credited to the Solid Waste Fund.
B. Established within the Solid Waste Fund is a reserve for
capital. The reserve for capital shall be in addition to annual
capital replacement budget, to establish a fund for capital
expenditures necessary due to unforseen or unusual capital costs in
any year, necessary to maintain the existing system and its
capacity.
3 . 66. 020. Definitions.
A. "Multiple-family dwelling unit" means a structure
designed and used for occupancy of two or more families, but does
not include motels, hotels, or rest homes, and nursing homes, with
common cooking facilities.
B. "Single-family dwelling unit" means a structure or
portion thereof used exclusively for the occupancy of one family.
C. "Premises" means a lot, parcel of land, building or
establishment.
D. "Solid Waste System" means that equipment maintained and
operated by the City for the collection and conveyance of Solid
Waste to the Sanitary Landfill and other facilities owned an
operated by the City for disposal of such solid waste to required
standards.

E. "Solid taste Rates" means the solid waste rates, rate
structure, and rate classes; to be established by the City Council:,
to be used as a basis for charging users for service from the solid
waste system.
F. "Solid este. Charge" means the charge for use of the
solid waste system based on solid waste rates,
3 . 66. 030 Charges.
The solid waste charges for the following categories shall be
paid for solid waste services.
Every person whose -premises in the City is served ,by the solid
waste system of the City, whereby the solid waste is disposed of by
the City, either through the facilities of the sanitarylandfill
owned by the City, or otherwise, shall pay a solid waste charge
which shall be as specified in section 3 . 66. 040 of this code.
A. Residential Rates'.
1. For all single family dwelling units, there shall be a
charge per month
. For all multiple family dwelling units served by shared
automated containers or cans, there shall be a charge per month-,
. For all multiple family duelling units served by bins,
there shall be a bin capacity charge, and a bin rental charge per
month
B. Non Residential Rates.. ,All non-presidential users shall
pay a monthly charge based on grip charges, rental charges, and
capacity charges for each cubic yard of capacity of each container..
C. Miscellaneous- Rates. All users shall pay such
miscellaneous charges as shall be established by the City.

concrete, asphalt and wood will be charged at three times the
landfill and State mandated surcharge rates.

SECTION THREE:
Section 13.72-270 of the Redlands Municipal Code is amended to
read as follows
-13.72.27099 Frequency of collection - Residential .
All residential units shall be collected a minimum of once a
vee , and all such garbage and: rubbish shall be removed from the
premises and disposed of in such a manner as not to become a nuisance
or menace or danger to public health."

The City Clerk shall certify to the adoption of this ordinance and
cause it , or a summary of it , to be published once in the Redlands
Daily Facts, a newspaper of general circulation printed and published
in the City-.
