AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 3.66 OF THE:
REDLANDS MUNICIPAL CODE RELATING TO RATE AND CHARGES FOR THE
CITY'S OLID WASTE SERVICE
WHEREAS. City staff and R3 Consulting Group, a firm that specializes in the study of
solid waste, green waste and recycling operations and rate structures, have recommended to the
City Council of the City of Redlands ("this City C"ouncil") that revisions to the City's solid
waste rates and charges are necessary to recover costs the City reasonably incurs by providing
solid waste services to its customers and for meeting the operation expenses of the City's Solid,
Waste Disposal System-, and
WHEREAS, the City has provided written notice by trail of the date, time and place of a
public hearing on the proposed revisions to the City's rates and charges for solid waste services
to the record owner, and tenants, of each parcel of property receiving such services to which the
rate or charge is to be unposed, the specific amount of the rate or charge, the reason for the rate
or charge, and the basis upon which the rate or charge was calculated; and
WHEREAS, at a dryly noticed public hearing, Feld not less than 45 days after the mailing
of notice of the proposed rates and charges, verbal and written testimony was presented to this
City Council relating to the proposed revisions in the City's rates and charges for solid waste
services, and
WHEREAS, at the public hearing on the proposed rates and charges, this City Council
considered all protests against such rates and charges and determined that written pretests
against the rates and charges were not presented by a majority of owners of the parcels upon
which the rates and charges are to be imposed; and
WHEREAS, it is the wish of the City Council to adapt the proposed solid waste rate
revision recommended by stat'', with the exception of the "pull down service rate," which is
proposed for adoption pursuant to Ordinance No. 2730 of the City;
THE CITY COUNCIL OF THE CITY OF RELDANDS DOES ORDAIN AS
FOLLOWS::
Section I. Section 3.66.030 of the Redlands Municipal Code is hereby amended to react as
follows:
-3,66.030 CHARGES.. Every person or entity whose premises in the City are
sewed by the solid waste system of the City, whereby the solid waste is disposed
of by the City, either through the facilities of the sanitary landfill awned by the
City or otherwise, shall pay solid waste monthly rates or charges as required by
this Chapter."

of Redlands Ordinance No, 2730, Section 3.66,040 of the Redlands Municipal Code is hereby
deleted in its entirety and is written to read as follows

Section 3. pursuant to the requirements of Health and Safety Code Section 5471, this ordinance
was passed by a vete of two-thirds of the members of the City Council.
Section 44. The City Clerk shall certify to the adoption of this ordinance and cause it, or a
summary of it, to be published Cance in the Redlands wily Facts, a newspaper of general
circulation printed and published in this City.
