HomeMy WebLinkAboutOrdinances_2730_CCv0001.pdf ORDINANCE NO. 2730 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 3.66 OF THE REDLANDS MUNICIPAL CODE RELATING TO THE PULL DOWN SERVICE RATE FOR THE CITY'S SOLID WASTE SERVICE WHEREAS, City staff and R3 Consulting Group, a firm that specializes in the study of solid waste, green waste and recycling operations and rate structures, have recommended to the City Council of the City of Redlands ("this City Council") that revisions to the City's solid waste rates and charges are necessary to recover costs the City reasonably incurs by providing solid waste services to its customers and for meeting the operation expenses of the City's Solid Waste Disposal System; and WHEREAS, the City has provided written notice by mail of the date, time and place of a public hearing on the proposed revisions to the City's rates and charges for solid waste services to the record owner, and tenants, of each parcel of property receiving such services to which the rate or charge is to be imposed, the specific amount of the rate or charge, the reason for the rate or charge, and the basis upon which the rate or charge was calculated; and WHEREAS, at a duly noticed public hearing, held not less than 45 days after the mailing of notice of the proposed rates and charges, verbal and written testimony was presented to this City Council relating to the proposed revisions in the City's rates and charges for solid waste services; and WHEREAS, at the public hearing on the proposed rates and charges, this City Council considered all protests against such rates and charges and determined that written protests against the rates and charges were not presented by a majority of owners of the parcels upon which the rates and charges are to be imposed; and WHEREAS, by this Ordinance, this City Council wishes to specifically and separately adopt the"pull down" service route for the City's solid waste service; THE CITY COUNCIL OF THE CITY OF RELDANDS DOES ORDAIN AS FOLLOWS: Section I Section 3.66.040 of the Redlands Municipal Code is hereby deleted in its entirety and is written to read as follows: "3.66.040 RATES AND CHARGES. Pursuant to the requirements of Health and Safety Code Section 5471, this ordinance was passed by a vote of two-thirds of the members of the City Council. Section 3. The City Clerk shall certify to the adoption of this ordinance and cause it, or a summary of it, to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in this City.
