AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING
AMENDMENT NO. 2 TO SPECIFIC PLAN NO. 23
WHEREAS, it is deemed advisable and in the interest of the public health, safety, and
general welfare to amend the text of Specific Pian No. 23, as adopted by Ordinance No. 1750
and amended by Ordinance No. 1755, to allow uses consistent .with the Administrative-
Professional-Commercial District of the Redlands Municipal Code for property generally
located north of Sunset Drive North, east of Ford Street, and south of the 1-10 Freeway; and
WHEREAS, the Planning Commission of the City of Redlands has prepared an
amendment to Specific Plan No. 23 and adopted such amendment in Redlands Planning
Commission Resolution No. 824 after holding a public hearing upon such notice in accordance
with the Government Code of the State of California; and
WHEREAS, on the 7th day of June, 1994, the City Council held a duly advertised
public hearing concerning with the proposed amendment to said Specific Plan, and found that
this amendment will have no detrimental effect on the basic principal of Specific Plan No. 23
and it is not in conflict with the principals, objectives, and standards of the General Plan; and
WHEREAS, all of the provisions of the Government Code relating to the amendment
of a specific plan have been complied with; and
NOW, THEREFORE, the City Council of the City of Redlands does ordain as follows:
AMENDMENT NO. 2 TO
SPECIFIC PLAN NO. 23
SECTION ONE: That Specific Plan No. 23, page 9, Section 3(A)(2), Property
Development Standards, be amended to read as follows:
"2. Permitted Uses - No building, structure, or land shall be used, and no
building shall hereafter be erected, structurally altered or enlarged except
for the following purposes:
Business and professional offices, that are similar to, but not limited to,
and include the following:
Accounting, auditing and bookkeeping services
Administrative headquarters
Architectural and engineering services
Business associations

Business and management consulting services
Federal, state, county and local government offices
Insurance offices
Law offices and legal services
Professional membership associations
Real estate offices
Secretarial and clerical services
Medical and health services, that are similar to, but not limited to, and
including the following:
Chiropractors
Dentists and oral surgeons
Medical, dental and biological laboratories
Medical, dental and therapeutic clinics
Optometrists
Osteopathic physicians
Physicians and surgeons
Retail stores, that are similar to, but not limited to, and including the
following:
Antique or curio shops
Art shops/galleries
Interior decorators' studios
Locksmith shops
Mail order
Stationery
Service establishments, that are similar to, but not limited to, and
including the following:
Barbershops
Beauty shops
Employment agencies
Photographers
Tailors
Uses permitted by Conditional Use Permit:
Art schools or studios
Beauty schools
Beauty and barber colleges

Charitable organizations
Churches
Dance and drama schools or studios
Day care centers
Eating establishments
Language schools
Libraries
Music schools or studios
Prescription pharmacy services in conjunction with
medical offices
Social organizations
Swimming pools"
SECTION TWO: This ordinance shall be in force and take effect as provided by law.
SECTION THREE: The City Clerk shall certify to the adoption of this ordinance and
shall cause it to be published once in the Redlands Daily Facts, a newspaper of general
circulation printed and published in the City of Redlands.
