ORDINANCE NO. 2473
AN ORDINANCE OF THE CITY OF REDLANDS AMENDING ORDINANCE NOS.
2295, 2320, 2321, 2322, 2364, 2432 and 2444 (WHICH TOGETHER COMPRISE THE EAST
VALLEY CORRIDOR SPECIFIC PLAN) RELATING TO TEMPORARY AUTOMOBILE
SALES WITHIN THE EAST VALLEY CORRIDOR SPECIFIC PLAN(SPECIFIC PLAN NO.40)
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS:
Section 1. The text of Sections EV1.0405, EVI.0415 and EV3.0710 of the East Valley
Corridor Specific Plan,which was adopted by Ordinance No. 2295,and subsequently amended by
Ordinance Nos. 2320,2321,2322,2364,2432 and 2444,is hereby amended to read as provided for
in Exhibit "A" attached hereto and incorporated herein by this reference.
Section 2. The Mayor shall sign this ordinance and the City Clerk will certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect as provided by law.

EXHIBIT "A"
Chapter 6 SPECIFIC PLAN IMPLEMENTATION
EV 1. 0615 LOCAL PLAN IMPLEMENTATION PROCEDURES
(a) Commission Review and Approval -Wheneverthis plan refers to a use being
subject to a Commission Review and Approval, it shall mean the process
described in Sections 18.12.070 through 18.12.200 of the Redlands
Municipal Code.
(b) Conditional Use Permit-Whenever this pian refers to a use being subject to
a conditional use permit, it shall mean the process described in Sections
18.192.030 through 18.192.180 of the Redlands Municipal Code.
(c) Temporary Sale of New and/or Used Motor Vehicles - Whenever this plan
refers to the sale of new or used motor vehicles as a temporary use, it shall
mean the process for issuance of a permit as described in Section EV1.0625
(a) of this plan.
EV1.0625 APPLICATION PROCEDURES
(a) An application for a "Permit for the Temporary Sale of New and/or Used
Motor Vehicles" shall be processed in the following manner:
1. Submission of a completed application for a "Permit for the
Temporary Sale of New and/or Used Motor Vehicles," with payment
of all applicable fees and accompanying application forms.
2. Submittal of a site plan drawn to scale illustrating ingress and egress j
to the proposed site, the location of all existing structures, the location
of existing parking spaces, and the number of parking spaces being I
used for the temporary sale.
3. The application shall be supplemented with an analysis of the number
of required parking spaces for the existing permanent use of the
subject site, along with the number of excess parking spaces.
4. The Community Development Director shall have approval authority
for the "Permit for the Temporary Sale of New and/or Used Motor
Vehicles" unless appealed to the City Council pursuant to Chapter
1.06 of the Redlands Municipal Code. The application for an appeal
shall be obtained from the Community Development Department.
CHAPTER 7 GENERAL COMMERCIAL
Add Section EV3.0714 Temporary Permitted Land Uses
(a) Temporary Sale of New and/or Used Motor Vehicles, subject to the process
provided for in EV1.0625(a)and the requirements listed in Section EV3.0720
(g)-
Section EV3.0720 Development Standards
(g) The temporary sale of new and/or used motor vehicles shall be allowed
subject to the approval of a "Permit for the Temporary Sale of New and/or
Used Motor Vehicles" by the Community Development Director, and subject
to the following conditions:
(1) The sale of vehicles shall not occur for more than three (3)
consecutive days, and the sales event shall occur at least thirty (30)
days after the last vehicle sales event at the site.

(2) The sale of vehicles shall occur on property having improved parking
to satisfy the City's parking requirements for each vehicle proposed
for sale, and for the area containing any office, tent or structure.
(a) The parking requirement for this section may be waived or
modified by the Community Development Department if a
determination is made that the site on which the sale will occur
has seasonal peaks and off-peak periods relating to parking
demand, and with the following findings:
1) The location of the parking area being proposed will not
be used for other purposes during the proposed vehicle
sale; and
2) The applicant has requested a waiver or modification of
the parking requirements as part of the permit
application, and written information is presented
supporting the waiver or modification for issues such as
circulation,total parking required, and parking proposed
to be used or not used.
(b) The location of the sale shall not block any drive aisle or
entryway.
(c) All proposed electrical and water connections shall be
approved by the Chief Building Official.
(d) Vacant lots (defined as unimproved) are prohibited from being
used for the temporary sale of motor vehicles.

(e) Temporary signage may be used consistentwith the provisions
of the Redlands Municipal Code and Section EV4.0290 of this
Plan. If a banner is requested as temporary signage, the
banner may be attached to a structure or a perimeter fence,
but is prohibited from being placed in a landscape planter. The
use of a banner shall be approved through the "Permit for the
Temporary Sale of New and/or Used Motor Vehicles" process.
(3) The applicant for a "Permit for the Temporary Sale of New of Used
Motor Vehicles" shall obtain a Business License from the City
Treasurer prior to issuance of the Permit.
CHAPTER 8 REGIONAL COMMERCIAL DISTRICT
Add Section EV3.0814 Temporary Permitted Land Uses
(a) The temporary sale of new and/or used motor vehicles, subject to the
process provided for in EV1.0625(a) and requirements listed in Section
EV3.0720(g).
CHAPTER 9 COMMERCIAL INDUSTRIAL DISTRICT
Add Section Ev3.0914 Temporary Permitted Land Uses
(a) The temporary sale of new and/or used motor vehicles, subject to the
process provided for in EV1 .0625(a) and requirements listed in Section
EV3.0720(g).
