AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 17.17 OF
THE REDLANDS MUNICIPAL CODE RELATING TO SUBDIVISIONS
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS:
Section 1. Section 17.17.070 of the Redlands Municipal Code, relating to improvement
agreements, is hereby amended by the addition of subsection "M" which shall read as follows:
"17.17.070 Improvement Agreement.
The improvement agreement shall initially be prepared by the City Engineer and
approved as to form and substance by the City Attorney. The agreement shall
provide for:
M. The agreement required by this section may be entered into in behalf of the City,and
executed by any member of the City Council or the City Manager (a "designated
official"), with the approval of the City Attorney. The designated official's action
may be appealed by the person or entity proposing to enter into the improvement
agreement with the City,to the City Council for a determination of the improvement
agreement's conformance with this section and the provisions of this Chapter. In
accordance with the State's Subdivision Map Act,the City Council shall periodically
review the delegation of authority provided for in this section to the designated
official."
Section 2. Pursuant to section 15061 of the State CEQA Guidelines,the City Council hereby
determines that the adoption of this ordinance is exempt from environmental review and CEQA
because it can be seen with certainty based upon the verbal and written testimony of staff that there
is no possibility that the adoption of this ordinance,which delegates approval and signature authority
for certain agreements, may have a significant effect upon the environment.

Section 3. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and cause it, or a summary of it, to be published once in the Redlands
Daily Facts, a newspaper of general circulation within the City, and thereafter, this ordinance shall
take effect in accordance with law.
