THE. CITY"COUNCIL OF THE CITE''OF REDLANDS DOES ORDAIN AS FOLLOWS:
Section 1Section 2.18.0.30 of the Redlands Municipal Code relating to Membership of the
Airport Advisory Board is hereby amended to read as follows
"2.18.030 Membership - Appointment and terms.
The Airport Advisory Board shall consist of seven members appointed by the Mayor with
the approval of the City Council.. Each member shall serve a staggered four-year terra and shall
serve until his or her successor is appointed. No person shall serve more than two consecutive;terms
unless appointed to an additional term by a four-fifths vote of the City Council. Vacancies on the
Board shall be filled by appointment by the Mayor with the approval of the City Council for the
unexpired portion of the term. Appointments made to fill an unexpired terra will constitute:a full
term if more than one-half of a term remains. For example, if a terra is four yews and an
appointment for an unexpired term is for two years or more,this appointment constitutes a full term.
The members ofthe Commission shall serve without compensation and shall be residents of the City
and neither officers nor employees thereof The Council may remove any member of the
Commission at any time, without cause,,by a majority vote: Four members of the Board shall
constitute a quorum."
Section 2. Chapter 2.2.2 of the Redlands Municipal Code entitled Downtown Redlands
Business Association Advisory Board is hereby deleted in its entirety;
Section 3: Section 2.24. 40 ofthe Redlands Municipal Code relating to Membership of the
Historic and Scenic Preservation Commission is;hereby amended to read as follows:
"2.24.040 Memberships
The Historic and Scenic Preservation Commission shall consist of mine members who shall
each serve for a four-year term and until his or her successor is appointed. Eight members shall be
appointed by the Mayor with the approval oft e City Council and shall serve without compensation
and shall be residents of the City and neither officers nor employees thereof. The ninth member of
the Commission shall be the Archivist Curator of the City's A. K. Smiley Public Library or his or

her designated appointee. No person, except for the Archivist Curator, shall serve more than two
consecutive terms unless appointed to an additional term by a four-fifilis vote of the City Council.

City Council for the unexpired portion of the term. Appointments made to fill an unexpired term
will constitute a full term if more than one-half of a ten-n remains. For example, if a term is four
years'and an appointment for an unexpired term is for two years or more, this appointment

without cause, by a majority vote. Five members of the Commission shall constitute a quorum."
Section 4. Section 2.28.020 of the Redlands Municipal Code relating to Membership of the
Housing Commission is hereby amended to read as follows:
"2.28.020 Membership.
The Housing Commission shall consist of seven members appointed by the Mayor with the
approval of the City Council. Each member shall serve for a staggered four-year term and until his
or her successor is appointed. No person shall serve more than two consecutive terms unless
appointed to an additional term by a four-fifths vote of the City Council. Vacancies on the
Commission shall be filled by appointment by the Mayor with the approval of the City Council for
the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a full
term if more than one-half a term remains. For example, if a term is four years and an appointment
for an unexpired term is for two years or more, this appointment constitutes a full term. The
members of the Commission shall serve without compensation and shall be residents of the City and
neither officers nor employees thereof The Council may remove any member of the Commission

Section5. Section 2.32.020 of the Redlands Municipal Code relating to Membership of the
Parks Commission is hereby~ amended toread -_ follows:

Four members of the Board shall constitute a quorum."
Section o. Chapter 2:34 of the Redlands Municipal Cade entitled Personnel Advisory Board
is hereby deleted in its entirety.
Section 7, Section 2..30.020 of the Redlands Municipal Code relating to Membership of the
Planning Commission is hereby amended to read as follows:
"2.36.020 Membership.>
The Planning Commission shall consist of seven members appointed by the Mayor with the
approval of the City Council. Each member shall serve for a four-year term until his or her successor
is appointed. No person shall serve more than two consecutive terms unless appointed to an
additional teen by a four-fifths vote of the City Council. Vacancies on the Cornrnission shall be
filled by appointment by the Mayor with the approval of the City Council for the unexpired portion
of the term.. Appointments made to fill an unexpired term will constitute a full term if more than
one-half of a term remains. For example,if terra is four years and an appointment for an unexpired
term is for two years or more, this appointment constitutes a full term. The members of the
Commission shall be residents of the City and neither officers nor employees thereof The Council

Section 8. Chapter 2.38 of the Redlands Municipal Code is hereby retitled "Municipal
Utilities/Public Works Commission."
Section 9, Section 2. 8.010 of the Redlands Municipal Code is hereby deleted in its entirety
and the retraining sections shall be renumbered appropriately.
Lection 1 . Section 2.38.020 ofthe Redlands Municipal Code relating to Membership of the
Commission is hereby amended to read as follows::
"2.38.020 Membership'.
The Municipal Utilities/Public Works Cortimission shall consist ofseven members appointed
by the:Mayor with the approval of the City Council. Each member shall serve for a four-yeas term
until his or her successor is appointed. No person shall serve more than two consecutive terms
unless appointed to an additional tenn by a four-fifths vote of the City Council. Vacancies on the;
Commission shall be filled by appointment by the Mayor with the approval of the City Council for
the unexpired portion of the teen. Appointments made to fill an unexpired terra will constitute a full
term if more than orae-half of a term remains. For example, if a term is four years and an
appointment for an unexpired term is for two years or more,this appointment constitutes a full to

Section 11. Section 2.38.040 of the Redlands Municipal Code relating to Duties of the
Public Works Commission is hereby amended to read as follows:
"2.38.040 Duties,
The Commission is a resource for the City Council and City staff and buffer with the general
public. in its advisory capacity, the Commission shall be knowledgeable of all the public works,
utilities and engineering programs. The Commission shall, through the individual and collective
expertise of its members,provide advice to the Public Works and Municipal Utilities Departments
regarding the public acceptability of proposed plans, programs and projects.
The Commission shall conduct periodic reviews of the following items,providing guidance
and/or approval to the Public Works and Municipal Utilities Departments and provide
recommendations to the City Council, either direct, through the City Council appointed liaison
and/or City staff
-
I. Quarterly review of master plans for the Public Works and Municipal Utilities
Departments.
2. Annual review of the City Capital hnprovements Program under the purview of the
Public Works and Municipal Utilities Departments,
I Annual review of the City General Plan,and provide input to the Planning Commission
and City Council.
4. Review the status of all active projects on at least a quarterly basis (Public Works and
Municipal Utilities Department on differing 3 months schedules).
5. Review all studies and proposals related to rates and fees charged to the public,
including water, sewer, solid waste and impact development fees.
6. Conduct meetings at least quarterly and provide minutes to the City Council and City
staff.
7. Provide quarterly reports of the Commission activities to the City Council and City
staff."
Section 12. Section 2.40.020 of the Redlands Municipal Code relating to Membership of the
Recreation Advisory Commission is hereby amended to read as follows:
"2.40.020 Membership.
The Recreation Advisory Commission shall consist of nine members. Eight members shall
be appointed by the Mayor with the approval of the City Council, Each member shall serve for a
four-year to until his or her successor is appointed, No person shall serve more than two

consecutive terms unless appointed to an additional term by a four-fifths vote of the City Council.
Vacancies on the Commission shall be filled by appointment by the Mayor with the approval of the
City Council for the unexpired portion of the term. Appointments made to fill an unexpired to

years and an appointment for an unexpired to is for two years or more, this appointment
constitutes a full term. The members of the Commission shall serve without compensation, shall

Section 13. Chapter 2.42 of the Redlands Municipal Code relating to the Redevelopment
Advisory Commission is hereby deleted in its entirety.
Section 14 Section 2.46.020 ofthe Redlands Municipal Code relating to Membership of the
Relocation Appeals Board is hereby amended to read as follows:
"2.46.020 Membership.
The Relocation Appeals Board shall consist of five members appointed by the Mayor with
the approval of the City Council. Each member shall serve for a four-year to and until his or her
successor is appointed. No person shall serve more than two consecutive terms unless appointed to
an additional term by a four-fifths vote of the City Council. Vacancies on the Board shall be filled
by appointment by the Mayor with the approval of the City Council for the unexpired portion of the
term. Appointments made to fill an unexpired term will constitute a full term if more than one-half
of a to remains. For example, if`a term is four years and an appointment for an unexpired terra
is for two years or more,this appointment constitutes a full term. The members of the Board shall
serve without compensation and shall be residents of the City and neither officers nor employees
thereof The Council may remove any member of the Board at any time, without cause, by a
majority vote. Three members of the Board shall constitute a quorum."
Section 15. Section 2.48.020 of the Redlands Municipal Code relating to Membership of the
Traffic and Parking Commission is hereby amended to read as follows:
"2.48.020 Membership.
The Traffic and Parking Commission shall consist of seven members. Six of its members
shall be appointed by the Mayor with the approval of the City Council. Each member shall serve for
a four-year staggered to and until his or her successor is appointed. No person shall;serve more
than two consecutive terms unless appointed to an additional to by a four-fifths vote of the City
Council. Vacancies on the Commission shall be filled by appointment by the Mayor with the
approval of the City Council for the unexpired portion of the term. Appointments made to fill an

unexpired term will constitute a full term if more than one-half of a terrn remains. For example, if
a term is four years and an appointment for an unexpired term is for two years or more, this
appointment constitutes a full term. The members of the Commission shall serve without

The City Council shall also appoint one student member as a full voting member of the
Commission from a junior class of a Redlands highschool fora term ofone year,beginning January
I st and ending December 3 1 st when the student is a senior.
The Sergeant ofthe Traffic Division ofthe Redlands Police Department and a representative
of the Department of Public Works shall be ex-officio advisory members of the Commission."
Section 16. Section 2.50.030 ofthe Redlands Municipal Code relating to Membership ofthe
Cultural Arts Commission is hereby amended to read as follows:
"Section 2.50.030 Membership.
The Cultural Arts Cornmission shall consist of seven members appointed by the Mayor with
the approval of the City Council. Each member shall serve for a four-year term and until his or her
successor is appointed. No person shall serve more than two consecutive terms unless appointed
to an additional term,by a four-fifths vote ofthe City Council. Vacancies on the Commission shall
be filled by appointment by the Mayor with the approval of the City Council for the unexpired
portion ofthe term. Appointments made to fill an unexpired term will constitute a full term if more
than one-half of a term remains. For example, if a term is four years and an appointment for an
unexpired to is for two years or more, this appointment constitutes a full to The members of

Section 17. Chapter 2.51 of the Redlands Municipal Code entitled To Center Advisory
Commission is deleted in its entirety.
Section 18. Section 2.62.080 of the Redlands Municipal Code entitled Members - Library
Archivist is hereby amended to read as follows:
"One member of the Commission shall be the Archivist Curator of the Redlands A. K.
Smiley Public Library,"
Section 19, Section 2.66.020 ofthe Redlands Municipal Code relating to Membership ofthe
Human Relations Commission is hereby amended to read as follows:
"2.66.020 Membership.

The Commission shall consist of nine members who shall each, with the exception of the
student member, serve for a four-year term and until his or her successor is appointed. Vacancies
on the Commission shall be filled by members of the City Council on a rotational basis and the to
of a Commissioner appointed to fill a vacancy shall be for a four-year period. No person shall serve
more than two consecutive terms unless appointed to an additional term by a four-fifths vote of the
City Council. The Commission members shall be residents of the City of Redlands and neither
officers nor employees thereof One Commission member appointed by the City Council shall be
from the junior class of a R.edlands>high school. The student member's term shall be for one year,
beginning January I st when the student is a junior and ending December 21 st when the student is
a senior. The student member shall be considered one of the nine members of the Commission with
full voting powers. The members of the Commission shall serve without compensation. Five
members of the Commission shall constitute a quortim."
Section 20. Section 2.68.020 of the Redlands Municipal Code relating to Membership of the
Business and Economic Development Advisory Commission is hereby amended to read as follows:
"2.68.020 Membership.
The Commission shall consist of eight members who shall each, with the exception of the
student member, serve for a four-year staggered term and until his or her successor is appointed.
No person shall serve more than two consecutive ter-ins unless appointed to an additional term by
a four-fifths vote of the City Council. Vacancies on the Commission shall be filled in the same
manner as the Commissioners are appointed. Appointments made to fill an unexpired term will
constitute a full term if more than one-half of a to remains. For example, if a term is four years
and an appointment for an unexpired term is for two years or more, this appointment constitutes a
full term. The Commission members shall be residents of the City of Redlands and neither officers
nor employees of the City. In addition, there shall be one student member to be appointed to the
Commission. The student member's term shall be for one year. The members of the Commission
shall serve without compensation. Five members of the Commission shall constitute a quorum."
Section 21. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect in accordance with law,
