AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTER 5.80
OF THE REDLANDS MUNICIPAL CODE RELATING TO POLICE
ROTATIONAL TOW REGULATIONS
The City Council of the City of Redlands does ordain as follows:
Section 1. Chapter 5.80 of the Redlands Municipal Code entitled Tow Truck Franchise
Regulations is hereby deleted in its entirety and rewritten to read as follows:
"Chapter 5.80
Police Rotational Tow Regulations
5.80.010 PURPOSE AND INTENT
5.80.020 REGULATION AUTHORITY
5.80.030 VEHICLE OWNER RIGHTS
5.80.040 ASSUMPTION OF RESPONSIBILITY
5.80.010 PURPOSE AND INTENT
The rules and regulations set out in this Chapter govern the participation by tow truck
operators in the City's Police Department rotational tow program and the operation of storage
garages for impounded vehicles in the City. Any person or entity desiring to participate in the City's
rotational tow program shall enter into a tow service agreement with the City. No person, firm,
entity, partnership, business or corporation shall be entitled to more than one tow service agreement
with the City in connection with its participation in the City's rotational tow program.
5.80.020 REGULATION AUTHORITY
The City may regulate the operations of tow truck operators participating in the City's
rotational tow program by making reasonable orders respecting character, extent, quality and
standards of service governing tow truck operators and storage garage operating procedures, fixing
rates of operations, and making such other rules and regulations as may be reasonably necessary to
facilitate tow services rendered to the public,including the establishment of emergency standby lists
of tow companies.

5.80.030 VEHICLE OWNER RIGHTS
The right of any vehicle owner involved in a traffic collision to call for tow service of his or
her own choice shall not be infringed upon by any tow truck operator participating in the police
rotational tow program provided the removal of the vehicle may be made without undue delay.
5.80.040 ASSUMPTION OF RESPONSIBILITY FOR VEHICLE
Participants in the City's police rotational tow program, upon signing CHP Form 180(Report
of Impounded Vehicle), shall assume full responsibility for the vehicle and the contents for each
impounded vehicle.
Section 2. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City, and thereafter, this
ordinance shall take effect in accordance with law.
