AN ORDINANCE OF THE CITY OF REDLANDS AMENDING THE
REDLANDS ORDINANCE CODE - PARKING METERS - CHAPTER
62 AND - REDLANDS TRAFFIC ORDINANCE - ARTICLES 677
AND 679 AND RESCINDING ALL ORDINANCES IN CONFLICT
THEREWITH
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOL-
LOWS :
SECTION ONE: That Chapter 62 of the Redlands Ordinance Code
is hereby amended to read:

ARTICLE 620
DEFINITIONS
62000. MUNICIPAL PARKING LOTS AND STRUCTURES . A
municipal parking facility is a parking lot, parcel of land,
facility, garage, or structure owned, leased, or operated by the
City, or in which the City has a possessory right of interest,
and which is used as a municipal or public parking facility and
for the off-street parking of vehicles .
ARTICLE 621
REGULATIONS
S 62100. DESIGNATED PARKING SPACES . In any municipal
parking facility, no person shall park or leave standing any vehi-
cle, whether attended or unattended, in any driveway, aisle, walk,
or area other than entirely within a designated parking space or
in any location or position across any line or marking designating
a parking space.
62101 . TRAFFIC DIRECTION. In any municipal parking
facility, no person shall drive a vehicle upon any driveway, aisle,
walk, or area in a direction contrary to the direction of travel
indicated by arrows or markings painted or placed thereon.
62102. TRAFFIC SPEED. In any municipal parking facility,
no person shall drive a vehicle at a speed greater than ten (10)
miles per hour or at a speed greater than is reasonable and pru-
dent, having due regard for the weather, visibility, the traffic,
the surface and width of the driveway or aisle, and in no event
at a speed which endangers the safety of persons or property.
§ 62103 . APPLICATION OF REGULATIONS . The provisions
of this section shall not relieve any person from the duty to
observe other more restrictive provisions of the Vehicle Code or
local ordinance or of any special condition or regulation of this
City.

62104. BICYCLES, SKATEBOARDS, ETC. It shall be unlaw-
ful for any person to ride upon any bicycle, roller skate or skates,
skateboard, or other similar contrivance in any municipal parking
facility.
§ 62105 . RESTRICTIONS ON PARKING. Whenever, by this
ordinance or any other resolution of this City, any parking time
limit is imposed or public parking is prohibited on any municipal
parking facility, it shall be the duty of the City Traffic
Engineer to place, or cause to be placed, appropriate signs or
markings giving notice thereof, and no such regulations shall be
effective unless the signs or markings are installed and in place
at the time of any alleged offense.
ARTICLE 622
Enforcement
62200. DUTY OF ENFORCEMENT. It shall be the duty of
the Director of Finance, assisted as required by the Chief of
Police, to enforce the provisions of Chapter 62 . The Director of
Finance shall effect enforcement by employing City employees
classified as Parking Control Officers.
062201. ENFORCEMENT PERSONNEL. Parking Control Offi-
cers and all City of Redlands Police Officers are hereby authorized
to give the notice required by Sections 41102 and 41103 (1) of the
Vehicle Code of the State of California of violation of any provi-
sion of said Vehicle Code governing the standing or parking of a
vehicle, or any provision of any ordinance enacted by the City of
Redlands governing the standing or parking of a vehicle or relating
to municipal parking lots or structures.
§ 62202. WRITTEN CITATION. The Parking Control Officer
or Police Officer shall issue and attach in writing, a citation for
illegal parking, in the same form and subject to the same procedure
provided for by the ordinances of this City and the laws of the
State of California, applicable to traffic regulations within said
City.
§ 62203 . PAYMENT BY VIOLATOR: TIME AND AMOUNT. Any
owner or operator of a vehicle for which a citation has been issued
shall pay a penalty in the amount designated by the following
schedule in full satisfaction of such violation:
If paid within fifteen (15) days : $3 .00
if paid within thirty (30) days : $6.00
§ 62204, MANNER OF PAYMENT. Said payment may be made
in person to the City Treasurer, City Hall, Vine and Cajon Streets,
Redlands, or by mailing said penalty to above City Treasurer.

§ 62205. NON-PAYMENT. The failure of such owner or
operator to pay said penalty within thirty (30) days shall subject
such owner or operator to this misdemeanor penalty provided for
the violations of the provisions of this Code.
SECTION TWO : That Sections 67701 and 67703 of Chapter 67 of
the Redlands Ordinance Code are hereby amended to read :
ARTICLE 677
Stopping, Standing, and Parking
§ 67701. c. It shall be the duty of the Parking Control
Officers to assist the traffic division in enforcing all regula-
tions of this City regarding stopping, standing, and parking and
to cooperate with the City Traffic Engineer and other officers
of the City in administering the parking laws and to carry out
those duties specially imposed upon said officers by this ordinance.
§ 67703. e. Subject to other and more restrictive limita-
tions, a vehicle may be stopped or parked within eighteen (18)
inches of the right hand curb, except that motorcycles shall be
parked with at least one wheel touching the right hand curb.
Where no curbs or barriers bound any roadway, right hand parallel
parking is required unless otherwise indicated.
SECTION THREE : That Article 679 of Chapter 67 of the Redlands
Ordinance Code is hereby amended to read:
567904. RESTRICTED PARKING IN THE COMMERCIAL DISTRICT.
(a) Whenever, by this ordinance or any other
resolution of this City, any parking time limit is imposed on
designated streets, it shall be the duty of the City Traffic
Engineer to place appropriate signs or markings giving notice
thereof, and no such regulations shall be effective unless the
signs or markings are installed and in place at the time of any
alleged offense.
(b) When signs are erected giving notice
thereof, no person shall park a vehicle for longer than the speci-
fied time on any one day, whether the place of parking is the same
or is changed, and whether the time of parking is continuous or
interrupted, between the hours of 9:00 A .M. and 6 :00 P.M. , except
Sundays and Holidays , upon any street in the commercial district.

SECTION FOUR: This ordinance is declared to be an emergency
measure for the preservation of the public health and safety in
accordance with the provisions of the Government Code of the State
of California.
SECTION FIVE: The City Clerk of the City of Redlands shall
certify to the adoption of this ordinance and cause it to be pub-
lished once in the Redlands Daily Facts, a newspaper of general
circulation published and circulated in the City of Redlands,
California. This ordinance shall take effect immediately upon its
adoption.
