HomeMy WebLinkAbout3699RESOLUTION NO. 3699 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established. SECTION ONE: Pursuant to Section 50802(b) of the California Vehicle Code and Article 680, Section 68001(a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed limits are hereby found most appropriate to facili- tate the orderly movement of traffic and are reasonable and safe. Highway. Taylor City Attorney ENGINEERING, TRAFFIC AND SPEED SURVEY 4?4,0 399 Highway Under Survey Area of - Date of Survey RECOMMENDATIONS Center Street Between State Street & Crescent Ave. June 28, 1980 It is recommended, based on the facts of this survey, that Center Street between State Street and Cypress Avenue remain a 30 MPH zone It is also recommended that Center Street between Cypress and Palm be changed to a 30 MPH zone and that between Palm and Crescent it remain a 35 MPH zone Parts of these areas meet the requirements of California Vehicle Code Section 22352b-1 (residential/business district) for a 25 MPH zone. The observed critical speeds between State Street and Palm Avenue were as follows 1 At 2 At 3 At 4 At Glennwood Clark St. North Pl. Clifton Ave. 34 32 34 32 (Pace (Pace (Pace (Pace 26-36, 26-36, 26-36, 26-36, Average Average Average Average 31) 29) 29) 29) There is one school on the roadway between Olive Ave. and Clark St This area meets the requirements of 22352b-2 (school zone) for a 25 MPH zone Taking these facts into consideration a speed limit of 30 MPH between State Street and Palm Avenue would be appropriate to facili- tate the orderly movement of traffic in a safe and reasonable manner. The observed critical speed between Palm Ave and Crescent Ave was 36 MPH (Pace speed 28-36, Average 31). This area is primarily residential and orange groves.
