HomeMy WebLinkAbout3668RESOLUTION NO 3668 A RESOLUTION OF THE CITY COUNCIL ESTABLISHING TRAFFIC REGULATIONS PURSUANT TO CHAPTER 67 OF THE REDLANDS ORDINANCE CODE Pursuant to studies made in accordance with Chapter 67 of the Redlands Ordinance Code and the presentation of information gained in such studies, the City Council hereby finds and determines that traffic conditions and the convenience of the public require that certain regulations are necessary and shall be established SECTION ONE Pursuant to Section 40802(b) of the California Vehicle Code and Article 680, Section 68001(a) of the Redlands Traffic Ordinance, the following highway has been studied and the following speed is hereby found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe Highway Date of Study Highland Avenue March 17, 1980 Speed Limit as Follows 25 MPH between Serpentine Drive and San Mateo Street 40 MPH between San Mateo Street and Ford. Street 25 MPH between Ford Street and Wabash Avenue ADOPTED, SIGNED AND APPROVED this lst day of April, 1980. Highland Avenue AREA OF Between Serpentine Dr and Wabash Ave DATE March 17, 1980 RECOMMENDATIONS It is recommended, based on the facts of this survey, that Highland Ave between Serpentine Dr and San Mateo St be posted for a 25 MPH speed limit This area meets the requirements of Calif Vehicle Code Section 22352 b-1 (residential district) for a 25 MPH speed limit There are four intersections in this area, 2 of them are uncontrolled The observed critical speed was 30 MPH (Pace 20-30 MPH) Taking the above facts into consideration, a speed limit of 25 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner The area between Ford St and San Mateo St should remain posted for a 40 MPH zone This area does not meet the requirements of CVC 22352 b-1 for a residential area The road width varies between 39 ft and 63 ft The observed critical speeds were as follows At San Jacinto St 42 MPH (Pace 32-42) At Alvarado St 42 MPH (Pace 32-42) At York St 42 MPH (Pace 30-40) At Cimarron Dr 46 MPH (Pace 34-44) Taking the above facts into consideration a speed limit of 40 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner The area between Ford St and Wabash Ave should be posted for 25 MPH The observed critical speed was 30 MPH (Pace 22-32) The area meets the requirements of 22352 b-1 (residential -school district) for a 25 MPH speed limit Moore Jr High School is located along the S/side of the street between Redlands St and Dearborn Ave The area between Dearborn Ave and Wabash Ave is currently under development as a residential area The road width varies from 21 ft to 35 ft This area of Highland AVe is a major pedestrian, bicycle and vehicle route to Moore Junior High School Taking the above facts into consideration a speed limit of 25 MPH would be appropriate to facilitate the orderly movement of traffic in a safe and reasonable manner Page 2 It is recommended that the roadway be sign posted as follows Post 40 MPH signs for west bound traffic a Just W/of Ford Street (Posted) b Just W/of Redlands Blvd (Posted) c Just W/of Cajon St (Posted) d Just W/of Center St (Posted) 2 Post 40 MPH signs for east bound traffic a Just E/of San Mateo St (Posted) b Just E/of Center St (Posted) c.
