WHEREAS, under the provisions of Title II - Section 8 of the
Housing and Community Development Act of 1974, the United States of
America, acting through the Secretary of the Department of Housing and
Urban Development is authorized to enter into Annual Contributions
Contracts to provide financial assistance to public housing agencies, and
WHEREAS, pursuant to an Annual Contributions Contract with the
Department of Housing and Urban Development, public housing agencies may
enter into contracts to make housing assistance payments to owners of
existing dwelling units on behalf of eligible families, and
W LRRAS the Housing Authority of the County of San Bernardino
has been duly authorized to exercise its powers rider the Housing
Authorities Law of the State of California and desires to operate within
the City of Redlands , and
WHEREAS, a local housing authority or public housing agency
has not been authorized to transact business in the City of Redlands
and Section 34209 of the California Heald? and Safety Code prohibits
County housing authorities from operating within any city located in the
County for which a local Authority has not been authorized to transact
business unless the consent of the governing body of such city hall have
been obtained, and
WHEREAS, through the Housing Assistance Plan submitted. to the
Department of Housing and Urban Development, the City of Redlands
has agreed to a goal with regard to participation in the Section 8 -
existing Housing Program, and
WHEREAS, the Housing Authority of the County of San Bernardino
will administer the allocation of units in accordance with the established
Housing Distribution Plan, as approved,

NOW, THEREFORE, BE IT RESOLVED that the City Council of the
Redlands d.oes hereby resolve as follows
