HomeMy WebLinkAbout8251RESOLUTION NO 8251 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING A SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE BERGAMOT SPECIFIC PLAN PROJECT LOCATED ON THE EAST SIDE OF INTERSTATE 210 AND THE NORTH SIDE OF DOMESTIC AVENUE (APNs 0167-031-02-0000, 0167-031-03-0000, 0167-031-04-0000, 0167-031-05-0000, 0167-031-06-0000, 0167-031-07-0000, AND 0167-031-16-0000) WHEREAS, MLC Holdings, LLC ("Applicant") has filed applications for Amendment No 46 to the East Valley Corridor Specific Plan (Specific Plan 40), Specific Plan No 64, Tentative Tract Map No 20336, and Commission Review and Approval No 992 for a 317 lot single-family residential development on properties located generally on the east side of Interstate 210 and the north side of Domestic Avenue, and approximately 625 feet west of Texas Street, consisting of county of San Bernardino Assessor Parcel Nos. 0167-031-02-0000, 0167-031-03-0000, 0167-031- 04-0000, 0167-031-05-0000, 0167-031-06-0000, 0167-031-07-0000, and 0167-031-16-0000 (collectively, the "Project"), and WHEREAS on July 29, 2021, notice of the Planning Commission's public hearing for the Project was published in the Redlands Daily Facts and notices were mailed to property owners within a 300-foot radius, and WHEREAS, on August 10, 2021, the Planning Commission held a public hearing at which interested persons had an opportunity to testify in support of, or m opposition to, the Socio- Economic Cost/Benefit Study for the Project, and at which the Planning Commission subsequently recommended adoption to the City Council, and WHEREAS, the City Council held a public hearing on September 21, 2021, at which interested persons had the opportunity to provide verbal and written testimony on the Socio- Economic Cost/Benefit Study for the Project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS Section 1. The Socio-Economic Cost/Benefit Study for the Project is hereby approved based upon the following findings A. THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT WITHIN THE CITY, OR OVERBURDEN PUBLIC SERVICES, INCLUDING WITHOUT LIMITATION THE SUFFICIENCY OF POLICE AND FIRE PROTECTION The Project will not create significant unmitigatable physical blight in the City or overburden public services, including without limitation police and fire protection services, because the mitigation measures for environmental impacts, described in the study, have been added to the project as Conditions of Approval. 1 The Project provides improvements to enhance the surrounding community through the provision of significant areas of recreational open space and a public sports park, connections to the Santa Ana River Trail, residences with architectural enhancement along all public nghts-of-way, decorative fencing and a masonry penmeter wall, and the planting of new trees on the Project site The Project developer will make improvements to facilitate implementation of the Project, including the construction of adjacent roadways and roadway improvements the project frontage The Project would provide connections to existing City infrastructure Utilities, less than 66KV, will be placed underground The Project developer is required to fund its fair share allocation of any necessary public infrastructure associated with development of the Project B THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT The Socio-Economic Cost/Benefit Study demonstrates that, annually, the Project will generate "new net" revenues of approximately one hundred thirty six thousand six hundred eighty eight dollars ($136,688) and approximately one hundred twenty five thousands mne hundred ten dollars ($125,910) in cost and have a positive balance of ten thousand seven hundred seventy eight dollars ($10,778) (or ratio +1 09) For every dollar the City spends in providing services to the Project, the City will receive one dollar and nine cents ($1.09) in "new net" revenue The Project would provide for the development of 317 new single family residences Schools will be enhanced with the payment of school fees Further, with the additional revenue provided to the City through increased property tax assessment, and the payment of development impact fees, indirect funding will be provided for cultural enhancements, downtown distnct enhancements, public safety (Police and Fire) enhancements, and traffic enhancements The Project also provides a public sports park and the applicant has accepted a condition of approval to work with the Cultural Arts Commission to provide public art within the park, funded by the developer, at a cost of up to twenty thousand dollars ($20,000) Section 2 Effective Date This Resolution shall take effect upon adoption ADOPTED, SIGNED AND APPROVED this 5th y of Octo . ; r, 2021 ATTEST nne Donaldson, City Clerk Paul T Banch, Mayor 2 I, Jeanne Donaldson, City Clerk of the City of Redlands, hereby certify that the foregoing resolution was duly adopted by the City Council at a regular meeting thereof held on the 5th day of October, 2021 AYES Councilmembers Foster, Tejeda, Davis, Guzman -Lowry, Mayor Banch NOES None ABSENT None ABSTAINED None e Donaldson, City Clerk 3
