AV ORDINANCE OF THE CITY OF REDLANDS REGULATING THE EXAMINING AND LICENSING OF PERSONS ENGAGED IN THE BUSINESS OF PLUMBING AND REGULATING THE ASTALLATION, ALTERATION OR REPAIR OF GAS AND DRAINAGE SYSTEMS AND TBE INSPECTION THEREOF, CREATING A BOARD OP APPEAL, ADOPTING A UNIFORM PLUMBINO CODE, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDI- NANCES IN CONFLICT THEREWITH, AND REPEALING ORDINANCES NO. 8V7 AND 900. The City Council of the City of Redlands does ordain as follows: SECTION ONE: That certain document on file in the office of the it Clerk of tha City of Redlands, which is marked and designated as "Uniform Plumbing Code, " 1950 Edition, adopted by Western Plumbing Officials Association at the Twentieth Annual Conference, October, 1949 Copyright 1950 by Western Plumbing Officials Association, be and the same is hereby adopted as the Plumbing Code of the City of Redlands and each and all of the regulations, provisions, conditions and terms of said Uniform Plumbing Code are hereby referred to and are hereby adopted and arehereby made a part thereof as though fully set out in this ordinance. That to are five copies of the above referred to document now on file in the office of the City Clerk. SEETION TWO: That certain sections of Chapter I of said Uniform Plumbing Code be hereby amended to read as follows: "Section 102 is hereby amended by inserting in the blannic apace provided, the or "City Manager." Section 103 Is hereby amended by inserting In the blarnk space provided, the words "four years. " Section 104 is hereby amended b, :rase rat in the blank space provided the word "Inspection. Section 108 is hereby amended by inserting in the first blank space provided in the first paragraph of said Section the words "Five Hundred Dollars"; and in thesecond blank space provided in said Section, the words "Six months. " SECTION THREE: That certain sections of Chapter II of said Uniform Plumbing Code be herebyddleted or amended to read as follows: Section 201. General Requirements Bnely, Doinn Plumbing. Said section be amended by inserting the w Walifornia, State Plumbers Contractors Licensek&ln the third line of said sect!94, following the words "Such person". Section 202. Appointment of a Board of Plumber Examiners. There shall be and is hereby created and established a Board of Plumber Examiners, consisting of three members appointed by the Mayor, subject to the approval f the City Council. One member shall be a Licensed Plkauber$ one a Certif ied 'l-uinber, and the Plumbing Inspector, whoshall act as Secretary of the Board. The Board will be appointed for one year and all vacancies occurring Tara ;terBoard forwhatever cause shall be filled by the Mayor subject to the approval of the its Council either permanently or temporarily as the case may demand. Any member of the Board may be removed by the Mayor subject to the approval of the City Council. "Section 203. DUTIES. The Board of Pl'r,.rnber Emaniiners shall issue Plumberts Certificates of ComPetencY tO SUCII persons as may be entitled thereto, and conductexaminations for the purpose of determining the competency and knowledge of plumbing and drainage work of persons who are required by this Code to possess such Certificate. The Secretary shall keep an accurate record, for the Iarse ctipnDepartmento of all their official transactiona and render such reports and statistics as thB Inspection Department may require and direct. The Secretary shall notify said Board not more than two weeks after an application for a plumbers examination or a request for reciprocal certificate. Said Board shall adopt such, rules and regulations as they see fit for the proper and efficient discharge of their official duties. They shall determine the character of the examination to be given any applicant therefor, and by, majority vote, pass or reject such applicant upon his showing as' the case may be. "Section 204. APPLICATION FOR EXAMINATION. Any person who Is required by this Code to possess a Plumber' s CerLificate of Competency, shall make application therefor to the Board of Plumber examiners on application blanks provided for that purpose by the secretary, and pay the fee hereinafter provided for. It shall be lawful for the Plumbing Inspector of the City of Redlands o issue a teiykpoi,'�z.,Lry certificate to any plumber who shall have a valid unrevoked p1uratberts certificate ofcompetency issued to him by the examining board of any city in the State of California., w1cLich sz,,,.kid temporary ceIrtlificate, if unrevoked, shall permit such plumber to work in the City of Redlands until the next examination for plumbers shall be hold in the city of Redlands. No pluiieber sha'11 be given more than one t;eak,'porary certificate and such temporary certificates shall in an event be revoked and annulled immediately following the examination date following the issuance thereof." "Section 205. COST OF EXAMINATION. The Board of Plamber Examiners shall charge each applicant, the sum of Two Dollars and Fifty Cents ($2. 50) for Plumbers examination or issuing Reciprocal Certificates ofCompetency as provided for in Section 208. These fees shall be paid to the secretary at the time of application. " "Section 209. RENEWAL OF CERTIFICATES. " Said Section shall be amended by inserting in the first an spaces the words "January 1 to December 31" and in the second blank space the words "One dollar ($1.00) ." "Section 212. LICENSE REQUIRED. " Sgetion shall be deleted. "Section 213. LICENSE FEE. " Bection shall be deleted. "Section 214. EXPIRATION 0 LICZNSE. " Section shall be deleted. "Section 215. REVOCATION OF LICENSE. Section 314. BOARD OF APPEAL, CREATION 0 OF BOARD. o There shall be and is hereby created and established a Board of Appeal consisting of five members appointed by the Mayor, subject to the approval of the Council, and shall serve for one year. Any member of thB Board of 0 Appeals may be removed by the Mayor, subject to the approval of the Council. ko 0 A sZ > K) Section 315. BOARD OF APPEAL, MATERIALS AND METHODS. Materials and methods equivalent to those required by tile provisions of this ordinance may be admitted to use upon, the written approval of the Board of Appeal. Any require-k-Ij ments deemed necessary to abate unsanitary conditions, in con- nection with any plumbing installation not specifically covered by this code, shall be determined by the Plumbing Inspector, subject tb review by the Board of Appeal. Section 316. BOARD OF APPEAL, RIGHT OF APPEAL. 1V Any applicant for a pl,mlibing permit whose application shall have been rejected by the Plumbing Inspector or any owner or agent who shall have been ordered by the Plumbing Inspector to incur an expense in the alteration, repair or construction of a plumbing and drainage system may, within fifteen days tbareafter appeal from such action by serving upon the Plumbin Inspector, Notice In writing of sueb. appeal and such notice or certified copy thereof shall at once be transmitted to the Board of Appeal. After notice to such parties as the Boaid may direct a hearing shall be had and the Board may by a majority vote, affirm, annul or modify said action of the Plumbing Inspector, said Plumbing Inspector having no vote in such action. The decision of thi Board thereupon shall be in full force and effect. Section 317. APPE FITTER. It shall be unlawful for any person to install, alter or repair any appliance, gas piping,,, or gas vent until he shall have first obtained an Appliance Fitter ts Certificate of Competency as issued by the Plumbing Division of the Inspection Department, authorizing him to perform such work; provided, however, that any person directly employed by such Appliance Fitter shall be permitted to perform such work by authority of his employer' s Certificate of Competency in which case said Certified esiiployer shall be responsible for the work so performed. Section 318. PERMITS. It shall be unlaWful for any person, firm or corporation to do, or cause or peryiiit to be done an gas piping, venting or installing any appliance for wh1ch a Permit is required without first securing such as Permit from the Plumbing Inspector authorizing him to do so. ' It is further required that any Certified Appliance Fitter shall at all times post in as conspicuous place, copies of the above paragraph, copies of which may be had at the office of the Inspection Department, SECTION FIVE: That Certain sections of Chapter IV of said Unifo,i,,�m Pltimibing Code be hereby amended to read as follows; and Q!, adding as section thereto to be designated as Section 436: Section 412. PLUMBER. Plumber means a person who installs, removes, alters and/or repairs Plumbing and Drainage systems or part thereof, but who does not furnish any material or supplies, and who is Registered and the legal possessor of a Plivriberts Certificate of Competency as provided in this code. Section 416. LICENSED PLUMEER. Licensed Plumber means an person who is engaged in the business of Plumbing , or who doe,, or sets himself out as willinS to do, personally or through his employees, any work or service in connection with the installation, alteration, removal as repair of plunbing and drainage or part thereof. Section 436. APPLIARCE FITTER; Appliance Fitter as an., person, persons, firm or corporation engaged in tBaa .usineswiss of sales and installation of appliances within the limits of the City of Redlands who does or sets himself out as willing to do himself personally, or through his employees any work or services in connection with the installation of appliances and who is Registered as provided for in this ordinance. SECTION SIX: That Section 606 of Chapter VI of said Uniform Pl-u,mbing Code be amended to include among the prohibited fittings any screw pipe Ln Suiv d1rain, a combination Y and 8th with cleanout ,plug attached and/or 0 the use of the square vent, except the Plumb- ing Inspector may approve a square vent, providing construction Is as that the 45 vent cannot be used. SECTION SEVEN: That Ordinances No. 897 and 900 and all other ordinances or parts of Ordinances inconflict herewith are hereby repealed. SECTION EIGHT: This Ordinance shall be in force and take effect as provided by law.
