HomeMy WebLinkAboutOrdinances_0897 900 Repealed_CCv0001.pdf AN ORDINANCE OF THE CITY OF REDLANDS REGULATING THE EXAMINIK AND LICENSING OF PERSONS ENGAGED IN THE BUSINESS OF PLUMBING AND REGULATING THE IYSTALLATION, ALTERATION OR REPAIR OF GAS AND DRAINAGE SYSTEMS IND THE INSPECTION THEREOF, CREATING A BOARD OF APPEAloADOPTING A UNIFORM PLUMBING CODE, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, A)ArD REPEALING ALL ORDI- NANCES IN CORFLICT THEREWITH, AND REPEALING ORDINANCES NO. 897 AND 900. The City Council of the City of Redlaads does ordain as follows: SECTION ONE: That certain document on file in the office of the City Clerk of the City of Redlands, which is marked and designated as "UniformPlumbing Codet " 1960 Editiono adopted by Western PluxbinE Officials Association at the Twentieth Annual Conference, October, 3.9 49 Copyright 1950 by Western Plumbing Officials Association, be and the same is hereby adopted as the Platabing Code of the City of Redlands and each and all of the regulations, provisions, conditions and terms of said Uniform PluaCbing Code are hereby referred to and are hereby adopted and are hereby made a part thereof as though fully set out In this ordinance. That there are five copies of the above referred to docunient now on file in the office of the City Clerk. SECTION TWO: That certain seetions of Chapter I of said Uniform Plumbing Code be hereby amended to read as follows: "Section 102 is hereb; amended by inserting in the blarnk apace provided, the words 'City Manaeer." Section 103 Is hereby amended by inserting. In the blank space provided, the words "four years. " Section 104 is hereby amonded by inserting in the blank space provided the word "Inspection. " Section 108 is hereby amended by inserting in the first blank space provided in the first paragraph of said Section the words "Five Hundred Dollars"; and in the second blank space provided in said Section, the words "Six months. ' SECTION THREE: That certain sections of Chapter 11 of said. Uniform Plumbin8 Code be herebyddleted or amended to read as follows: section 201. Savloa 202. Appointment of a Board of Plumber Examiners. There shall be and is hereby created and established a Board of' Plumber Examiners, consisting of three members appointed by the Mayor, subject to the approval of the City Council. One membor shall be a Licensed Plumber, onea Cert1fied Plumber, and the Plumbing Inspector, who shall act as Secretary of the Board. The Board will be ppointed for one year and all vacancies occurrint on the Board for thatever .use shall be fIlled by the Mayor subject to the approval of the City Council emb,er permanentl'y or temporarily as the case may demand. Any member of the Board may be removed by the jayor subject to the approval of the City Council. u, pvumving ,aa arainage worz on persons who are required by this Code to possess such Certificate. The Secretary shall keep an accurate record, for Who inspectipn Department, of all their offioial tran sactiOnb and render suoh reports and statistics as the Inspection Department may require and direct. The Secretary shall notify said Board not more than two weeks after an application for a Plumbers examination or a request for reciprocal ass rtifleate. Said Board shall adopt suchrulas and regulations as they see it for the proper and efficient discharge of their official duties. They shall determine the character of the examination to be given any applicant theref0r, And by majority vote, pass or reject such applicant upon his showing as' the case may be. "Section 204. APPLICATION FOR EXAMINATION. Any person who la required by this Code to possess a Plumber' s Certificate of Competeacy, shall make application therefor to the Board of Plumber examiners on application blanks provided for that purpose by the secretary, and pay the fee hereinafter provided for. It shall be lawful for the Plumbing Inspector of the City of Redlands to issue a temporary certificate to any plamber who shall have a valid unrevoked pliuubert a certifleate of 00111petenC3 issued to him by the examining board of any city in the State of californias which said tamporar7 certificatei if unrevokedx shall permit such plumber to work in the City of Redlands until the next examination for plunbers shall be held in the City of Redlands. No plumber shall be given more than one temporary certificate and such temporary certificates shall in any event be revoked and annulled immediately following the examination date following the Issuanoe thereof." 'Section 205. COST OF EXAMINATION. The Board of Plumber Examiners shall charge each applicanto the sum—of Two Dollars and Fifty Cents Q2.50) for Plumbers examination or issuing Reciprocal Certifteates of Competency as provided for In Section 208. These fees shall be paid to the secretary at the time of application.'' Sec ion 209. RENEWAL OF CERTWICATES." Said Section shall be amended by inserting in the first blank spaces the words "January I to December 31" and in the second blank space the words "One dollar Q1.00) ." "Section 212. LICENSE REQUIRED. Materials and methods equivalent to those required by the r, provisions of this ordinance may be admitted to use upon the written approval of the Board of Appeal. A record of the approved equivalent materials and methods allowed sha be kept ih the office of the Plumbing Inspector. Any ments deemed necessary to abate unsanitary conditions, in con- nection with any plumbing installation not specifically covered by this code shall be determined by the Plumbine Inspectors subject Q review by the Board ofAppeal. Section 316. BOARD OF APPEAL, RIGHT OF ATPEAL. Any applicant for a plumbing permit whose application shall. have been rejected by the Plumbing Inspector or any owner or agent who shall have been ordered by the Plumbing Inspector to incur an expense in the alteration, repair or construction of a pliunbing and drainage system way, within fifteen days thereafter appeal from such action by serving upon the Plumbing Inspector, Notice in writing of such, appeal and such notice or certified copy thereof shall at once be transmitted to the Board of Appeal. AS r` notice to such parties as the Board may direct a hearing had. be had and the Board may by a majority vote, affirm, annul or modify said action of the Plumbing Inspector, said Plumbing Inspector having no vote in such action.
