HomeMy WebLinkAboutOrdinances_1201_CCv0001.pdf ORDINANCE NO. 1201 AN ORDINANCE OF THE CITY OF REDLANDS ADOPTING A UNIFORM ELECTRICAL CODE, PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ALL ORDINANCES IN CONFLICT THERE- WITH, AND REPEALING ORDINANCES NO, 1010 AND 1161. The City Council of the City of Redlands does ordain as follows-. SECTION ONE: That certain document on file in the office of the City Clerk of the City of Redlands, which is marked and designated as "Uniform Wiring Code, 1961 Edition", published by the Southern California Chapter of the International- Association of Electrical. Inspectors, be and the same is hereby adopted as the electrical code of the City of Redlands, and each and all of the regulations,, provisions, conditions and terms of said Uniform Wiring Code are hereby made a part thereof as though fully set out in this ordinance. That there are three copies of the above referred to document now on file in the office of the City Clerk. SECTION TWO: That all of said Uniform Wiring Code, 1961 Edition, with the exception of the parts and provisions expressly excepted and deleted and as amended by this section, is adopted by reference and made a part hereof as provided in Section 1. (a) The sections, paragraphs and parts of said Uniform Wiring Code, 1961 Editions,, which are excepted, deleted and not adopted are-. (1) Section 70.2 (2) section 70-3 (3) Section- 70.4 (4) Section 110.4 (5) Section 140.7 (6) Sections 150.11 to 150.20 inclusive (7) Sections 150.22 to 150.27 inclusive (8) Section 170.6 (9) Section 170.11 (10) Section 170.15 (11) Section 170.16 (b) The sections, paragraphs and parts which are amended or added to said code read as follows-. 10.1 ELECTRICAL SAFETY ENGINEER. This code is administered and enforced by the Building and Safety Superintendent of the City of Redlands, who shall be the City officer referred to whenever the designation "Electrical Safety Engineer" is used in the code. 10.7 BOARD OF APPEAL. (a) Creation of Board. There shall be and is hereby created and established, a Board of Appeal consisting of five members appointed by the Mayor subject to the approval of the Council . The Building and Safety Superintendent shall be an ex-officio member and shall act as Secretary of the Board. No member shall sit in a case in which he is directly or indirectly interested. All vacancies occurring on the Board of Appeal for whatever cause, shall be filled by the Mayor subject to the approval of Page 2 the Council either permanently or temporarily as the case may demand. Any member of the Board of Appeal may be removed by the Mayor, subject to the approval of the Council. (b) Suitability of Alternate Materials, Types of Installation and Reasonable Interpretations of this Code. Any request of alternate materials, type of installation or a reasonable interpretation of this Code may be served in writing within 15 days, upon the Building and Safety Superintendent and such request shall at once be trans- ferred to the Board of Appeal. After notice to such parties as the Board may direct, a hearing shall be had and the Board may by a majority vote, affirm, annul or modify such request and render all decisions and findings in writing to the Building and Safety Superintendent with a duplicate copy to the appellant and may recommend to the City Council such action as is consistent therewith. (c) Building and Safety Superintendent, Right of Appeal. Any applicant for an electrical permit whose application shall have been rejected by the Building and Safety Superintendent or any owner or agent who shall have been ordered by the Building and Safety Superintendent to incur an expense in the alteration, repair or installation of any electrical work, may within fifteen. days thereafter., appeal from such action by serving upon the Building and Safety Superintendent, notice in writing of such appeal and such notice or certified copy thereof shall at once be transmitted to the Board of Appeal. After notice to such parties as the Board may direct, a hearing shall be had and the Board may by a majority vote, affirm, annul or modify such re- jection, alteration,, repair or install.ation and render all decisions and findings in writing to the Building and Safety Superintendent with a duplicate copy to the appellant and may recommend to the City Council such action as is consistent there- with. (2) That Article Il of the Uniform Wiring Code be hereby amended by amending Sections 20.5 and 20.9 to read as follows: (a) 20.5 Applications for electrical permits, describing the work to be done, shall be made in writing to the Electrical Safety Engineer by a State Licensed Elec- trical Contractor, Elevator Contractor, Electrical Sign Contractor or their respective authorized representatives or by a person, firm or corporation qualifying under Section 20.6 hereof., or by an owner qualifying under Section 20.9 hereof, The application shall be accompanied by such plans., 3pecifications and schedules as may be necessary to determine whether the installations as described will be in conformity with the requirements of the sections in this Code pertaining to electricity. If it shall be found that the installation as described will conform to all legal requirements, and if the applicant has complied with the provisions of the sections in this Code per- taining to electricity, a permit for such installation may be issued, upon receipt of payment of all Revenue Fees as required, by Chapters 21. and 22 of Redlands Ordinance Code except when and otherwise hereinafter provided in this Code. (b) 20.9 Owner's Permit, Any permit required by this Code pertaining to electricity may be issued to any person, providing he is the owner of such property. In the event any labor or materials are used to complete said electrical work, payment of all Revenue Fees, if required by Chapter 21, and 22 of Redlands Ordinance Code, shall be paid by such person doing the electrical work, (3) That Article III of the Uniform Wiring Code be hereby amended to include an additional Section to be designated as 30.7 and shall read as follows: 30.7 All applicants issued an Electrical. Permit shall pay to the City Treasurer's Office a fee in accordance with the above schedule. Page 3 (4) That Article XIV of the. Uniform Wiring Code be hereby amended by amending Section 140.3 to read as follows: 140.3 Single Family Dwe-1.1ings. The minimum servic,,e requirements shall beo Raceway - 1AII trade size Conductors - 3 No. I AWG Switch - 100 ampere or Circuit Breaker - 100 ampere Provisions shall be made in the. branch circuit panel for 100 amp. bussing and space for a minimum of 20 singJe pole overcurrent protective devices in addi- tion to the main switch or circuit breaker. (5) That Article XVII of the Uniform Wiring Code be hereby amended by amending Sections 1.70.3 and 170.1? to read as follows.- (a) 170.3 Every room shall have at least one switched general lighting out- let.. Living rooms, bedrooms, family roomsand dens may be excepted, provided at least one switched wall recepta-l"Le is installed. (b) 170-17 Buildings, accesor-y to dwelling units, shall be wired with a mi-nimum of one switched light outlet., and one grounding type receptacle on a separate 20 amp. circuit. (6) That Artiole XVIII of the Uniform Wiring Code be hereby amended by amending Section 180.2 to read as follows. 180.2 Secondary wiring shall have approved insulation. No wire smaller than 18 AWG shall be used. (7) That Article ECIII of the. Uniform Wiring Code be hereby amended by amending Section 230.9 to read as followsz 230.9 Commercial, Store, and Market Buildings. Commercial and store buildings shall be wired for general Lighting as requiring a miraimum of -three watts per square foot of floor space in salesrooms,, display rooms, offices and other rooms devoted to similar purposes, All other spaces shall be wired as requiring one watt per square foot. In addition to the above, oircuit capacity shall be provided to an accessible location at each display window, for 200 watts per lineal foot of glass measured horizontally at the base of the window. An appliance circuit shall be run to the front of each store building, and out- lets located in or near all display windows or front openings, not to exceed four such outlets, shall be installed on any circuit. A sign circuit shall be provided and installed to an accessible location at the front of all commercial and store building occupancies, The sign circuit and/or outlet shall be controlled by a switch located within sight of the sign and/or outlet., or by a lock type switch if out of sight of sign. Not to exceed four approved transformers of 10650 VA total rating may be connect- ed to any such circuit. Page 1, Show Windows. At least one switched receptacle shall be installed directly above a show window for each 20 linear feet or fraction thereof of show window area measured horizontally along its base. (8) That Article XXIV of the Uniform Wiring Code be hereby amended by amending Section 240.1 to read as follows-. 240.1 Gaseous Tube Lights. Each fluorescent fixture, mercury vapor fixture or high voltage gas tube light shall be provided with a fixed name-plate, legible after installation which shall correctly state the manufacturer's name and trade mark,, and the voltage amperage, total watts, and power factor. Every such light shall be effectively grounded, either by a permanent and approved metallic connection to a grounded race-way system or by a flexible approved cord, one conductor of which shall be a grounding conductor connected to a separate blade of a polarized attachment cap in such a manner that a grounding connection is made when such cap is insert-ad into a polarized plug. (9) That Article XXX - PENALTIES - of the Uniform Wiring Code be hereby amended to include an additional Sect on to be designated as 360,1 and shall read as follows.- 360.1 Where work for which a pemit is required by this Code is started or proceeded with prior to obtaining said permit'. the fees specified in Article III - Fees of the Uniform Wiring Code, shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this Code in the execution of the work nor from any other penalties prescribed herein. SECTION THREE.- Each provision of this ordinance shall be separate and sever- able and in the event any specific provision is declared void or invalid,, no other section, otherwise legal and valid, shall be affected thereby. SECTION FOUR-, That Ordinances No. 1.010, No. 11.61 and all. other ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION FIVE-. This Ordinance shall be in force and take effect as provided by law. SECTION SIX-. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published once in the Redlands Daily Facts,, a daily news- paper hereby designated for that purpose, Mayor of the City of Redlands ATTEST-.
