HomeMy WebLinkAboutOrdinances_1320_CCv0001.pdf ORDINANCE NO,, 1320 AN ORDINANCE OF THE CITY OF REDLANDS ADOPTING AND ESTABLISHING RULES AND RE LATIONS> FOR ELECTRICAL INSTALLATIONS WITHIN THE CITY OF REDLANDS ; ADOPT- ING THE UNIFORM WIRING CODE, 1965 EDITION, FOR THE PURPOSE OF REDUCING THE PERSONAL INJURY AND FIRE HAZARD FROM ELECTRICAL CAUSES; PROVIDING A MINIMUM STANDARD FOR ELECTRIC INSTALLING; PROVIDING FOR RELATED MATTERS ; AND REPEALING ORDINANCE NO. 1201 THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS: SECTION ONE: This ordinance shall be known as the "Uniform Wiring Ordinance. " SECTION TWO: Those certain rules and regulations which provide for electrical installation and which apply to all wiring and equipment installed, used, maintained, rented, leased, offered for sale or distributed for use, as set forth in that certain code printed in booklet form, and entitled "Uniform Wiring Code, 1965 Edition, " and prepared and promulgated by the Code Committee of the Southern California Chapter of the international Association of Electrical Inspectors, three (3) copies of which code have heretofore been filed in the office of the City Clerk of the City of Redlands, and which copies are identified by certificates attached thereto, read- ng substantially as follows: "I, Peggy A. Moseley, hereby certify that the three annexed copies of the code entitled, "Uniform Wiring Code, 1965 Edition, " were filed in the office of the City Clerk of the City of Redlands on the 20th day of September J, 1966,- d anare true, correct and complete copies of said Code which is sought to be adopted by reference by ordinance of the City Council of said City. Peggy A. Moseley City Clerk of the City of Redlands, " be and the same are hereby established as rules and regulations and a code of said City; and each and every part of said code, and each and every reference as the "Uniform Wiring Code, 1965 Edition, " and is made a part hereof as fully as though set forth at length in this ordinance, except as hereinafter provided. SECTION THREE: The sections, paragraphs and parts of said Uniform Wiring Code, 1965 Edition which are excepted, deleted and not adopted are: 1 . Section 20.7 2. Section 20 .8 3 . Section 70.4 4. Section 110.4 5. Sections 150.11 to 151,1. , both inclusive 6. Section 150.18 7. Section 170.15 SECTION FOUR: The following titles, articles, sections and provisions of the Uniform Wiring Code, 1965, Edition, are hereby amended to read as follows: Section 10.1: Change of Name. As used in this section and elsewhere in said Code the term, "Electrical Safety Engineer, " shall be amended to read, "Director of Building and Safety or his designated agent. " Section 20.6: In lieu of an individual permit for each in- stallation or alteration, an annual permit shall, upon appli- cation therefor, be issued to any person, firm or corporation regularly employing one or more qualified electricians for the installation, alteration and maintenance of electrical equip- ment in or on buildings or premises owned or occupied by the applicant for the permit. The application shall be in writing to the Electrical Safety Engineer and shall contain a descrip- tion of the premises on which the work is to be done under the permit. The person, firm or corporation must be able to and shall in fact furnish inspection service which meets the re- quirements of the Electrical Safety Engineer. In any instance where the inspection service rendered by any person, firm or corporation as provided in this section is not in accordance with the rules and regulations of the Electrical Safety En- gineer, and with the requirements of the Uniform Wiring Code the Electrical Safety Engineer is hereby authorized to cancel said Annual Permit, by giving written notice, and said per- son, firm or corporation shall then be required to pay the regular permit fee and submit plans and specifications before work can be allowed to proceed. Plans and specifications for all new work to be done by contract on existing buildings and appurtenances will still be required to be submitted for ap- proval and permit fees paid prior to initiation of the work. A quarterly inspection will be made by the Electrical Safety Engineer to review compliance with this ordinance. Section 20.10: is hereby amended to include, "Failure to obtain a permit within 24 hours will result in a penalty of a double permit and double fees. " Section 30.4: Commercial, industrial, Assembly Buildings and all Alterations. All electrical installations, in- dustrial , commercial and residential , within the governmental ental jurisdiction covered by this Code, shall be in conformity with the provisions of this Code, all applicable State laws and the National. Electrical Code,e, (NEC) , 1:965 Edition Section-50.4: DoCuments onFile: Three copes of the 1:965 la- Etion o t:he National Electrical Code are on file at the office of the City C1,erk and are hereby incorporated by reference and rade a part of this Code. 3 _. ARTICLE VI (New Title) : Alterations, Additions and Relocations. Section 60.1: Alterations, Additions, Relocations and Renewals : Alterations, additions, relocations and renewals of existing wiring installations shall be made in compliance with the pro- visions of this code. An exception may be granted by the Elec- trical Safety Engineer on extensions of existing wiring after on-site Investigation. Section 90.1-. Locations. An approved service entrance switch or circuit breaker shall be installed for each service meter installation on the load side of the meter; service switch or circuit breaker shall be located on the exterior of the build- ing at the nearest safe and readily accessible point to where the service conductors enter the building. Exceptiont on buildings of a commercial or industrial type that are normally open during an average business day, the service switch, breaker, and/or meter may be installed within the building if meeting the requirements of the serving utility. Section 100. 3: is hereby amended to substitute for the second paragraph, "Panel. Locations. The panels shall be readily accessible and not less than 30 inches of clear working space shall be maintained in front of panels and control equipment. Electric panels shall. not be located in linen or broom closets or in toilet rooms. " Section 140. 2: Single Family Dwellings Under 800 Square Feet. The minimum service requirement shall be: Raceway - 1" trade size Conductors - 3 No. 6 AWG Circuit Breaker - 50 ampere Provision shall. be made in the branch circuit panel for a minimum of ten (1 0) single pole overcurrent protective devices, exclusive of "wafers" of "twin" type single pole circuit breakers, in addition to the main circuit breaker. Section 140. 3: Si,nqle Family Dwellings, 800 S(Taare Feet and over. (a) 800 Square Feet to and including 1750 sq. ft. Raceway, - 112" size Condiictors - 3 No. I AWG Circuit Breaker - 100 ampere Provision shall be made in the branch circuit panel for 100 ampere bussing and a minimum of sixteen (16) single pole over-current protective devices. (b) over 1,750 square feet. Raceway - 2" size Conductors - 3 Noc 0 AWG circuit Breaker .1,50 ampere - 4 Provision shall be made in the branch circuit panel for 150 ampere bussing and a minimum of twenty (20) single pole overcurrent protective devices . Section 140.4: in all flush-mounted services for one and two family dwellings, two three-quarter (3/4) inch spare raceways for future use shall be provided as follows: Where sufficient attic space is available or underfloor space is available one raceway shall terminate conveniently in either one for future use. The other spare will terminate on the outside of the structure preferably at a location where desirable for future utiliazation. Section 140.5: Duplex Dwelling. Combined minimum service requirements ahll be: Raceway and Conductors - 100 ampere capacity Circuit Breaker - 50 ampere for each unit Service entrance conductors shall have a current-carrying capacity sufficient to carry the load. Section 140.6: Multi-family Dwelling. Minimum service requirements for combined unit occupancy load shall be: Raceway and Conductors - 100 ampere capacity The minimum feeder or sub feeder for each individual occupancy shall be: Raceway - I" trade size Conductors - Three No. 6 AWG Circuit Breaker - 50 ampere Section 140.10: Feeder conductors shall have a current carry- ing capacity equal to that of the service entrance conductors if they carry the total current supplied by the service en- trance conductors . Section 140.11: Service entrance equipment shall be completed for rough inspection and all conductors shall be insulated and installed. Section 170. 3 : Every room shall have at least one switched general lighting outlet. Living rooms, bedrooms, family rooms and dens may be excepted, provided at least one switched wall receptacle is installed. No residential lighting outlet shall be controlled by a pull-chain switch. Section 180.1: The wiring method used, including the control of lighting convenience, and appliance branch circuits, shall be as follows: In residential occupancies and accessory build- ings thereto, the low voltage wires in concealed locations shall be securely fastened in a workmanlike manner. In exposed loca- tions the low voltage wires shall be installed in rigid metal - 5 - conduit, electric metallic tubing or ether approved wiring systems. All transformers used in conjunction: with resi- dential low voltage systems shall, be constructed with a grounded shield to prevent primary voltage short to the low voltage side. Section 180.2: Secondary wiring shall have approved .insu.la- tion. No wire smaller than 18 AWG shall be used. Section 200.1: For the supply of current to general appli- ance and convenience outlet circuits, no conductor`. smaller than No. 12 AWG wire shall be installed. No convenience outlet or appliance shall be installed or operated on a gen- eral lighting branch circuit at any time in any occupancy, except as provided ded iSection 170.4 and 170.19. Section 200.6: Proximity of Circuit Breaker handles Not Acceptable, Where circuit cuit breakers are used for protection of ungrounded conductors as a brach circuit of an ungrounded system, 'a simultaneous or common -trip-type double ortriple pole breakershall be used. Whenever the circuit breaker is used as a disconnect for two or more ungrounded wires, a single solidly constructed factory-built handle is required on the assembly. Section 240. 2: All Fluorescent and Caseous Tube Fixtures shall contain nod-resetting thermally protected ballasts or transformers. Fixtures shall be mounted not less than one d one-half inches 11-2" from low density cellulose fiber- board or similar combustible materials. Fixtures having ex- posed -,posed ball. sts or transformers shall be so installed that such ballast or transformers shall not be in contact with combus- tible materials. Refer to Article. 410-71 NEC and 410-74 4 NEC. Section 2511.2. (E) All bonding and grounding shall be in- spected and approved before being covered.. SECTION FIFE: The following titles, articles, sections and provi- sions are hereby added to and made a part of the Uniform Wiring Code, 1965 Edition: Article 111, by adding* Section 30.7: Investigation Fees. A fee -of .Five dollars shall be paid for each investigation made for the ,purpose urpdse of issuance of a temporary electrical use permit. A temporary electrical use permit allows activation of the pe ane tly installed electrical:- system for a specified time period and prior to issuance of a final occupancy permit. Articles ll inclusive, by adding: Section 50. 9: Roof Flashings. All electrical conduit passing through the roof of any building or structure shall be dquipped with an approved metal roof jack or metal flashing. Service entrance conduits shall extend a minimum of eighteen (18) inches above the roof and all other electrical conduits shall extend a minimum of six (6) inches above the roof. Section 90.7: Disconnecting means on Service Equipment for Commercial and Industrial Applications: Fused switches or circuit breakers. Whenever in this Code a switch, a fuse or a switch and fuses are called for the requirements may be met by use of an approved circuit breaker provided with means for manual tripping. The switch or circuit breaker shall be an approved enclosed manually operable type and shall plainly indicate whether it is in the open or closed position, and be arranged to be locked in the open position. Section 170.22: Motor and Appliance Disconnects. Refrigera- tion, air conditioning, air compressors, air handlers, package type heater or air conditioners or similar appliances installed in exposed areas shall have approved rain-tight disconnects. The conductors supplying such units shall be provided with a readily accessible disconnect within sight of the appliance disconnecting all ungrounded conductors from their source of supply. Articles XXI and XXII are hereby amended by adding; Section 220.4: Range raceway for single and duplex occupan- cies. A continuous raceway, a minimum of one inch (l") in diameter must be installed from the distribution panel to a 4-11/16" box at the range location in all single and duplex occupancies. Section 220. 5: Circuit Breaker space shall be provided in the distribution panel for the range and necessary load calculated in the service. Section 220.6: Dryer raceway for single family occupancies shall be stubbed into the attic, under floor or as approved by the Electrical Safety Engineer from a 4 S box at the dryer lo- cation. Article XXVI is hereby added to said Code and titled, "Special Installation Requirements. " Section 260: (a) The provisions of this Article are not applicable to those electrically operated devices, apparatus or machines which are part of the stock in trade of a merchant and are being displayed and offered for sale in an established place of business in the ordinary course of business, but are not - 7 - connected with a source of electrical energy or used as demonstrators or to induce or encourage the purchase of other merchandise. (b) An electrically operated mechanical device, apparatus or machine which is intended or designed for use by children or adults for purposes of amusement, entertainment or play shall not be provided or made available or accessible for such use in any place of business or place or premises to which the public is admitted without obtaining a permit and certificate of approval from the Electrical Safety Engineer and complying with the installation and mainten- ance requirements of this Code. Section 260. 1: Installation Requirements. (a) Each device, apparatus or machine shall be effectively grounded, (b) An approved multi-prong plug and receptacle shall be used, one prong for the purpose of grounding, (c) Only approved hard service 3-wire NMC type cords shall be used. Each cord must be continuous without splices or adaptors, and shall not exceed ten (10) feet in length. Cords specified in this section apply only to Article XXVT, Special Installation Requirements. (d) Where any cord would be subjected or exposed to pedestrian or vehicular traffic or be exposed to the danger of mechan- ical damage, protection is required by means of a metal trough, duct, or raceway. Section_ 260.2: Permits and Fees . (a) The Electrical Safety Enqineer is authorized and directed to issue permits for the installations which may be made in compliance with provisions of this code, upon payment of the fee herein required. (b) Each permit issued pursuant to Article XXVI Special In- stallation Requirements, shall expire on the 31st day of December of the calendar year for which it is issued. (c) The fee for each permit is Five Dollars ($5.00) which covers the initial and periodic inspections required for each display area. Section 260. 3: Inspection and certificates of Approval. (a) Upon completion of installation, which has beep authorized by issuance of any permit, it shall be the duty of each person, firm, or corporation installing the same to notitfy the Electrical Safety Engineer who shall inspect the in- stallation within forty-eight (48) hours, exclusive of Saturday, Sunday and holidays, of the time such notice is given, or as soon thereafter as practicable. - 8 - (b) The Electrical Safety Engineer shall issue a certificate of approval for such units that are found to be in con- formity with the provisions of this Code. (c) The Electrical Safety Engineer shall inspect each instal- lation at least once each three months . (d) The Electrical Safety Engineer is authorized to disconnect from its source of electric energy any installation which does not comply with regulations. He shall give the per- mittee a written statement of the defects, and suspend the permit until the installation is brought into compliance. ARTICLE XXVII is hereby added to said Code and titled "Mobile Homes and Mobile Home Parks : " Section 270.1; The Division of Housing, State of California, has promulgated and is the enforcement agency for rules and regulations applicable to all electrical wiring, fixtures and equipment installed in a mobile home park. ARTICLE XXX is hereby amended by adding: Section 360. 1: Where work for which a permit is required by this Code is started or commenced without obtaining a permit, the total fees as herein specified shall be doubled, provided, however, any penalty shall not be less than $10.00 nor exceed $200.00. The payment of such double fee or maximum penalty shall. not relieve any person from either fully complying with the requirements of this Code in the execution of the work or from any other penalties prescribed herein. SECTION SIX: Board of Appeal . The Board of Appeal and the procedures concerning its operation as stated in Ordinance No. 1308, City of Redlands, shall also apply to all appeals resulting from the admin- istration of this Code. SECTION SEVEN: The word "City" in the aforesaid sections and Code shall be deemed to refer to and designate the City of Redlands and any reference to any act or any legislative enactment therein re- ferred to shall be deemed to designate and embrace the statutes of the State of California, and amendments thereof, dealing with the subject matter thereby and therein referred to. SECTION EIGHT: It shall be unlawful for any person, firm or corpora- tion to install, use, maintain, alter, repair, rent, lease, offer for sale, or distribute for use, any wiring and equipment used for electrical installation in said City, or cause same to be done, contrary to or in violation of the provisions of this Code. Any person, firm or corporation violating or permitting or causing the violation of any of the provisions of this Ordinance or of the Code adopted herein shall be deemed guilty of a misdemeanor, and 9 upon conviction thereof shall be punishable by a fine of not more than Five Hundred Dollars ($500 .00) , or by imprisonment for a period of not more than >six months, or by both such fine and imprisonment. Each person, firm or corporation shall be deemed guilty of a sep- arate offense for each day during any portion of which any violation of any Provision of this Ordinance or said Code is committed, con- tinued or permitted by such person, firm or corporation and shall be punishable therefor as provided by this Ordinance. SECTION NINE: Each provision of this Ordinance shall be separate and severable and in the event any specific provision is declared void or invalid, no other section, otherwise legal and valid, shall be affected thereby. SECTION TEN: Ordinance No. 1201 is hereby repealed. SECTION ELEVEN: This Ordinance shall be in force and effect as pro- vided by law. SECTION TWELVE: The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published once in the Redlands Daily Facts, a daily newspaper hereby designated for that purpose. .ATTEST s/ Waldo F.
