HomeMy WebLinkAboutOrdinances_1334_CCv0001.pdf ORDINANCE NO, 1334 AN ORDINANCE OF THE CITY OF REDLANDS AMENDING THE UNIFORM WIRING ORDINANCE NO. 1320 OF THE CITY OF REDLANDS THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS- FOLLOWS: SECTION ONE: That the uniform Wiring ordinance No. 1320 of the City of Redlands be and is hereby amended by deleting Sections 260, 260.1, 260. 2 and 260 . 3 of SECTION FIVE and adding the following: Section 260: (a) The purpose of this Article is to insure maximum safety to the general public by providing control over the installation and maintenance of electrical devices and machines that are made available for public contact while connected to a source of electrical energy. It applies only to electrical devices and machines and the method of connection to a source of electrical energy in places of business where such devices are regularly displayed for sale and can be handled or operated by the general public. It does not apply to devices per- manently installed or to those where the public would not normally have access. (b) An electrical device or machine is defined as any item that operates, heats or illuminates as a result of being connected to an external source of electrical energy. Grounding shall be defined as the connection of a sep- arate conductor to the frame or other metal parts of a device or machine for the purpose of insuring a return path to a positive ground should internal failure cause the parts to become energized. (c) Electrical devices and machines connected to a source of electrical energy will not be made available to the pub- lic in display areas in any place of business without obtaining a permit and certificate of approval from the Electrical Safety Engineer and complying with the instal- lation and maintenance requirements of this Code. Section 260. 10 installation Requirements (a) Each device or machine shall be effectively grounded if the manufacturer ' s installation instructions recommend grounding or if grounding is considered necessary by the Electrical Safety Engineer. (b) Where devices or equipment are equipped with a multi- prong plug, with one prong for grounding, a proper recep- tacle or positive grounding by a separate wire and con- nector will be provided. (6) Regularly installed cords on devices and machines may be replaced by another cord up to ten feet in length. only approved hard service N. M. C. type cords will be used and it must be continuous without splices or adapters. Where devices or machines are normally provided with a ground or where the Electrical Safety Engineer determines it necessary, a three wire cord will be used. Cords specified in this section apply only to Article XXVI, Special Installation Requirements. (d) Where any cord installed on a device or machine would be subjected or exposed to pedestrian or vehicular traffic or be exposed to the danger of mechanical damage, protec- tion is required by means of a metal trough, duct, or raceway. Section 260. 2: Permits and Fees (a) The Electrical Safety Engineer is authorized and directed to issue permits for installations which may be made in compliance with provisions of this Code (upon payment of the fee herein required) . (b) Each permit issued pursuant to Article XXVI, Special in- stallation Requirements, shall expire on the 31st day of December of the calendar year for which it is issued. (c) The fee for each permit is Five Dollars ($5.00) , which covers the initial and periodic inspections required for each display. Section 260.3-. Inspection and Certificates of Approval (Q Upon completion of installation, which has been author- ized by issuance of any permit, it shall be the duty of each person, firm, or corporation installing the same to notify the Electrical Safety Engineer who shall inspect the installation within forty-eight (48) hours, exclusive of Saturday, Sunday and holidays, of the time such notice is given, or as soon thereafter as practicable. (b) The Electrical Safety Engineer shall issue a certificate of approval for such units that are found to be in con- formity with the provisions of this Code. Ordinance 1334 - Page two : (c) The Electrical Safety Engineer shall inspect each in- stallation as often as deemed necessary to insure com- pliance with this ordinance. (d) The Electrical Safety Engineer is authorized to dis- connect from its source of electric energy any instal- lation which does not comply with regulations. He shall give the permittee a written statement of the defects, and suspend the permit until the installation is brought into compliance. SECTION TWO: That the first paragraph of SECTION EIGHT of the Uniform Wiring Ordinance No. 1320 of the City of Redlands be and is hereby deleted. SECTION THREE: This ordinance shall be in force and effect as pro- vided by law. SECTION FOUR: The City Clerk shall certify to the adoption of this ordinance and cause the same to be published once in the Redlands Daily Facts, a newspaper of general circulation printed and published in the City of Redlands.
