HomeMy WebLinkAboutOrdinances_1491_CCv0001.pdf ORDINANCE NO. 1491 AN ORDINANCE AMENDING THE REDLANDS ORDINANCE CODE FOR THE PURPOSE OF UPDATING AND ADOPTING THE LATEST ELECTRICAL CODES PREPARED BY THE INTERNATIONAL ASSOCIATION OF ELECTRICAL IN- SPECTORS (UNIFORM WIRING CODE, 1968 EDITION) AND THE NATIONAL FIRE PROTECTION ASSOCIATION (NATIONAL ELECTRICAL CODE, 1971 EDITION) AND REPEALING ORDINANCE NO. 1391 THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS : SECTION ONE. That the Redlands Ordinance Code be amended. and updated by deleting present Article 842, Uniform Waring Code, of Chapter 84, Uniform Codes, and adding Article 842, Uniform Wiring Code, as follows : BUILDING UNIFORM CODE §84200 ARTICLE 842 Uniform Wiring Code § 84200 . That certain document on file in the office of the City Clerk of the City of Redlands, which is marked and designated as "Uniform Wiring Code, 1968 Edition", and each and all of the regulations, provisions, conditions and terms of said Uniform Wiring Code are hereby referred to, adopted and made a part of this Article. That there are three copies of the above referred to document and Code thereof now on file in the office of the City Clerk. (1491) § 84201 . That ARTICLE 1, ADMINISTRATION, be amended by changing Section 10 . 1 Electrical Safety Engineer to read as follows: Sec. 10 . 1 Electrical Safety Engineer. There is hereby created the office of Electrical Safety Engineer. As used in this Section and elsewhere in the Code the term "Elec- trical Safety Engineer" shall be and is the same as the "Direc- tor of Building and Safety or his designated representative. " § 84202 . That ARTICLE II - PERMITS, be amended by a rewording of Sections 20 . 1 and 20 . 6; the deletion of Sections 20 . 7 and 20 .8 and the addition of a Section 20 . 16. Sec. 20 . 1 Permits . No electrical equipment shall be installed within or on any building, structure or premises, publicly or privately owned, nor shall any alteration or addition be made in any such existing equipment without first securing a permit therefor from the Electrical Safety Engineer, except as provided in Section 20. 2, and except that no permit will be required to execute any of the classes of electrical work specified in the following Sections 20 . 3, 20 .4 and 20. 16 . Sec. 20. 6 In lieu of an individual permit for each installation or alteration., an annual permit shall, upon application therefor, be issued to any person, firm or corporation regularly employing one or more qualified electri- cians for the installation, alteration and maintenance of elec- trical equipment in or on buildings or premises owned or occu- pied by the applicant for the permit. The application shall be in writing to the Electrical Safety Engineer and shall contain a description of the premises on which the work is to be done under the permit. The person, firm or corporation must be able to and shall in fact furnish inspection service which meets the requirements of the Electrical Safety Engineer. In any instance where the inspection service rendered by any person, firm or 6/20/72 BUILDING UNIFORM CODE §84202 Cont. corporation as provided in this section is not in accordance with the rules and regulations of the Electrical Safety Engi- neer, and with the requirements of the Uniform Wiring Code, the Electrical Safety Engineer is hereby authorized to cancel said annual permit, by giving written notice, and said person, firm or corporation shall then be required to pay the regular permit fee and submit plans and specifications before work can be allowed to proceed. Plans and specifications for all new work to be done by contract on existing buildings and appurtenances will still be required to be submitted for approval and permit fees paid prior to initiation of the work. A quarterly inspec- tion will be made by the Electrical Safety Engineer to review compliance with this section. Sec. 20 . 16 Minor Work - Licensed Electrical Contractors . Permits shall not be required for minor work as outlined in this section when accomplished by a contractor who is licensed in and regularly doing business in the City of Redlands . Minor work shall be limited to the following: 1. Extension of an existing circuit where the capacity of the circuit remains unchanged. 2 . Relocation of receptacles and switches . 3 . Replacement of motors, fixtures, appliances, water heaters, compressors and other similar accessories where the capacity of the circuit remains unchanged. 4 . Increase in the capacity of a service where the existing riser and panel will accommodate the increased wire size and breakers. 5 . Increase in the capacity of a circuit where the existing raceway will accommodate the larger wires and the panel will accommodate the increased breaker. 6. A combination of the above. § 84203 . That ARTICLE III - FEES, be amended by changing Section 30 . 2 Alterations and Additions, Section 30. 3 Minimum Total Fee, and Section 30 .9 Annual Maintenance Electrician, to read as follows: Sec. 30.2 . Alterations and Additions. Where no structural work is being done, or where it is impractical to use the square footage schedule, the minimum fee shall be $3 .00 or computed by using fee schedule 30.4 and the following: (a) Outlets-aLnd fixtures: First 20 outlets, each $ . 20 Additional outlets, each .10 6/20/72 BUILDING UNIFORM CODE §84203 Cont. First 20 fixtures, each $ . 20 Additional fixtures, each . 10 Mercury vapor fixture, or transformer, first 1 . 00 Additional mercury vapor fixture, each . 20 (b) Services Up to and including 100 amperes 2 .00 Over 100 ampere 3 . 00 Sec. 30 . 3 . Minimum Total Fee. For any type of construction, alteration, addition or installation the minimum total fee shall not be less than a $3 .00 permit issuance fee plus costs required by other sections of Article III - FEES . Sec. 30 . 9. Annual Maintenance Electrician. The fee for an annual permit shall be as follows, based on the number of electricians regularly on the payroll of the appli- cant: 1 to 10 electricians $ 100 .00 11 but not mor'e than 75 200 .00 75 but not more than 150 300.00 § 84204. That ARTICLE V - INSTALLATION STANDARDS, be amended by changing Section 50 -,1, Standards for the Installation of Electrical Equipment, and Section 50.4, Documents on File, deleting Section 50,97, Minimum Wire Size and Section 50 .8, Rigid Conduit, and adding an additional Section 50 . 9, Roof Flashings . Sec. 50. 1. The reference to the National Elec- trical Code shall be "National Electrical Code, 1971 Edition. " Sec . 50.4. The reference to the National Elec- trical Code shall be "National Electrical Code, 1971 Edition. " Sec. 50 . 9. Roof Flashings. All electrical conduit passing through the roof of any building or structure shall be equipped with an approved metal roof jack or metal flashing. Service entrance conduits shall extend a minimum of eighteen (18) inches above the roof and all other electrical conduits shall extend a minimum of six (6) inches above the roof. § 84205. That ARTICLE VI - ALTERATIONS AND ADDITIONS, be amended by changing the title of ARTICLE VI to read ALTERA- TIONS, ADDITIONS AND RELOCATIONS and by rewording Section 60. 1 to read as follows: 6/20/72 0 6 BUILDING UNIFORM CODE §84205 Cont. Sec. 60 . 1 . Alterations, Additions, Relocations and Renewals: Alterations, additions, relocations and renewals of existing wiring installations shall be made in compliance with the provisions of this Code. An exception may be granted by the Electrical Safety Engineer if he finds the existing wiring to be in a safe condition. He may also approve the extension of an existing circuit, by the existing wiring method, if a safe in- stallation will result. § 84206. That ARTICLE VII through ARTICLE XXV, inclu- sive, are deleted in their entirety, § 84207 . That ARTICLE XXX - PENALTIES, be amended by addition of Section 360 . 1 reading as follows : Sec. 360 . 1 . Where work for which a permit is required by this Code is started without obtaining a permit, the total fees as herein specified shall be doubled, provided, how- ever, any penalty shall not be less than $10.00 nor exceed $200.00. The payment of such double fee or maximum penalty shall not relieve any person from either fully complying with the re- quirements of the Code in the execution of the work or from any other penalties prescribed 1,ereil.n. § 84208 . That ARTICLE XXXX - BOARD OF APPEALS is added with a Section 400 . 1 Board of Appeals, reading as follows: Sec. 400 . 1. Board of Appeals. The Board of Appeals and the procedures concerning its operation as stated in ARTICLE 840, Uniform Building Code, shall also apply to all appeals resulting from the administration of this Code . § 84209. The word "City" in the aforesaid Sections and Code shall be deemed to refer to and designate the City of Redlands, and any reference to any act: or any legislative enact- ment therein referred to shall be deemed to designate and em- brace the statutes of the State of California, and amendments thereof, dealing with the subject matter thereby and therein referred to. (1491) 6/20/72 SECTION TWO. This ordinance shall take effect and be in force, from and after its passage as provided by law. SECTION THREE. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be pub- lished once in the Redlands Daily Facts, a daily newspaper hereby designated for that purpose.
