The City Council of the City of Redlands does ordain as follows:
Section 1, The text of Chapter 15.20 of the Redlands Municipal Cade is hereby deleted in
its entirety and replaced by the following:

A, The City Council of the City of Redlands hereby finds and det r ines
1;: That the International Fire Codd Institute is a private organization which has
been in existence for a period of at least three years.
2. That Uniform Fire Code(U F,C.) 1,997 Edition, and Uniform Fire Codd
Standards, adopted by said organization,are nationally recognized compilations of proposed rules,
regulations, and standards of said organization.
, That the Uniform Fire Code and Uniform Fire Code Standards have been
printed and published as a code in book form within the meaning ofSection.50022.2 et, s.Q. of the
California Government Code,
4. That the California Fire Code(C.F.C.),also known as the California Code of
Regulations, Title 24,Part 9--a portion of the "California Building;Standards Code" as defined in
the"California Building Standards Lave"commencing with Section 18901 of the Health and safety
Code--is assigned to the California Building Standards Commission, which by lav is responsible
for approving all building standards within the StateofCalifornia.The 1995 edition of theCalifornia
Fire Code incorporates by reference the 1994 edition of the Uniform Fire Code, with necessary
California amendments:
That one copy of the Uniform Fire Code, one copy of the California Fire
Cede and one copy of the Uniform Fire Code Standards; certified by the Clerk of the City of
Redlands to be true copies, have been filed for use and examination by the public in the Fire
Prevention office of the Redlands Fire Department en and the Office of the City Clerk-,
:. The sections of said Uniform Fire Code, California Fire Code and Uniform
Fire Code Standards may be referred to by the number used in said publisher)compilation,preceded
by the words "Uniform Fire Code Section" "California.lire CodeSection"or"Fire Code Section,"'

to properly protect the health, safety, and welfare of the existing and future residents and workers
within the City of Redlands. Said requirements and standards are reasonably necessary because of
local climatic, geological, and topographical conditions, and comply with existing state laws and
regulations-
8The City Council finds and determines that the local variances form the
California Fire Code—Building Standards, California Code of Regulations, Title 24, Part 9,
contained in the City Fire Code,are reasonably necessary because of local climatic,topographic and
geographical considerations. Particularly,Fire Codevariances are contained in Article 2(prescribing
certain definitions), Article 10 (prescribing fire sprinkler requirements), Article I I (prescribing
chimney spark arresters),Article 24(prescribing portable fire extinguishers),Article 25(prescribing
specific use of candles,prescribing standby personnel and portable fire extinguishers in assembly
occupancies), Article 79 (prescribing handling of certain flammable and combustible liquids), and
Article 80(prescribing the provision of information.pertaining to hazardous materials,parking and
garaging of vehicles containing hazardous materials, and the protection of exterior hazardous
materials storage tanks).
B. Adoption of the Uniform Fire Code and the California Fire Code, The City Council
of the City of Redlands hereby adopts the 1997 Edition of the Uniform Fire Code, Uniform Fire
Code Part IXAppendices;Division 1,Appendices I-A,I-B,I-C;Division 11,Appendices 11-A,11-13,
II-D,II-E,11-F,.11-H,11-1; J-1 Division 111, Appendices III-A,III-C,111-1);Division IV,Appendices
IV-A, TV-B,- Division V, Appendix V-A; Division VI,Appendices VI-A,VI-B, VI-D, VI-E,VI-F,
VI-G, V-H,- the Uniform, Fire Code Standards as compiled and adopted by the International Fire
Code Institute.
The City Council of the City of Redlands hereby adopts and amends the1998 Edition
of the California Fire Code, as compiled and adopted by the California Building Standards
Commission.
15.20.020 Definitions.
A. Wherever the word "Jurisdiction" is used in said Uniform Fire Code, it shall mean
the City of Redlands.
B, Wherever the term "Corporation Counsel" is used in said Uniform Fire Code,it shall
mean the City Attorney for the City of Redlands.
C-. Wherever the term "Chief" is used in said Uniform Fire Code, it shall mean the Fire
Chief of the City of Redlands, or his or her authorized representative,
D, Wherever the term "Fire Department" is used in said Uniform Fire Code or said
California Fire Code, it shall mean the Fire Department of the City of Redlands.

E. An employee of the City of Redlands Fire Department when enforcing the Uniform
Fire Code, the California Fire Code, the Redlands Municipal Code and other laws, rules and
regulations relating to fire and life safety, fire prevention and fire investigation, shall be deemed a
"Peace Officer" as those words are used in Section 830.31 of the California Penal Code.
15.20.030 Establishment ofLimits Required by the Uniform Fire Code
A. Storage of Flammable and Combustible Liquids.
Pursuant to Sections 7902.2.2.1, 7904.2.5.4.2 and 7904.4.1.1 of theUmform Fire Code,the
storage of all classes of flammable and combustible liquids in outside aboveground tanks is
prohibited in all areas of the City unless the Chief determines, with specific written findings, that
such an installation will not create a hazard to life or property in the area,
1 , Storage of Liquefied Petroleum Gases.
Pursuant to Section 8204.2 of the Uniform Fire Code, the aggregate capacity of any one
installation for the bulk storage of liquefied petroleum gases shall not exceed 2,000 water gallons
(7571 L) in commercial, residential and other areas where, in the opinion of the Chief,the location
of bulk storage of liquefied petroleum gases would create a threat to life and property.
C. Storage of Explosives and Blasting Agents,
Pursuantto Section 77013.2 of the Uniform Fire Code,the storage ofexplosives and blasting
agents is prohibited in all areas unless authorized by the Chief,
15.20.040 OF Article I amended-Administration(Liability). Section 101.5 of the Uniform,,
Fire Code is hereby amended by adding Sections 101.5.1, 1,01.5.2 and 101.5.3 to read as follows:
101.5 Liability.
101.5.1 General. The Chief and other individuals charged, by the Chief with the
control or extinguishment of any fire, the enforcement of this Code or any other official duties,
acting in good faith and without malice in the discharge of their duties,shall not thereby be rendered
personally liable for any damage that may accrue to persons or property as a result of any act or by
reason of any act or omission in the discharge of their duties. Any suit brought against the Chief or
such individuals because of such act or omission performed in the enforcement of any provision of
such codes or other pertinent laws or ordinances implemented through the enforcement of this code
or enforced by the code enforcement agency may be defended by this jurisdiction, subject to the
City's reservation of rights_.until final termination of such proceedings,and any judgment resulting
therefrom shall b e subject to the provisions of G,o vemm ent Code Section 8x5,
This Code shall not be construed to relieve or lessen the responsibility of any person owning,

operating or controlling any building or structure for any damages to persons or property caused by
defects, nor shall the Code enforcement agency or its parent Jurisdiction be held as assuming any
such liability by reason of the inspections authorized by this Code or any permits or certificates
issued under this Code.
101.5.2 Cost Recovery. Fire suppression, investigation and rescue or emergency
medical costs are recoverable in accordance with Health and Safety Code Sections 13009 and
13009,1.
Any person who negligently or intentionally, or in violation of law, causes an emergency
response, including but not limited to, a traffic accident or spill of toxic or flammable fluids or
chernicals, is liable for the costs of securing such emergency, including those costs described in
Health and Safety Code Section 13 009 et, M. and Government Code Section 53 150 et. se . Any
expense incurred by the Fire Department for securing such an emergency situation shall constitute
a debt of such person and shall be collectible by the City in,the same manner as in the case of an
obligation under contract, expressed or implied,
101.5.3 Expense for Securing an Emergency. The expense of securing any
emergency or hazard which is the result of a violation of this Code or any other code,ordinance or
State Jaw, or any damages caused by malicious mischief requiring any corrective or preventive
actions conducted by the Fire Department may be a charge against the person(s)or entity whose such
emergency or action may constitute a debt of such person(s) or entity and shall be collectible as
provided below,
1. The Chief may impose the reasonable cost of fire prevention, fire suppression, and
protection of the public from other safety hazards when a fire or hazardous condition results from
any of the following activities or conditions:
A. Manufacture, transportation, storage, handling, or spilling of hazardous
chemicals,flammable or combustible liquids, explosives,or blasting agents as defined in Article 2
of this Code-,
B. Failure to correct a hazardous condition for which a "Notice of Violation",
or equivalent notice, has been previously given by the Chief,
C, Use of welding equipment, cutting torch,tar pot,or other open flame device-,
D, Permitting or causing the accumulation of hazardous or flammable materials
E, Setting of afire or allowing a fire to be set in,violation of any code,ordinance,
law or regulation,
F. Creating, allowing, or maintaining a fire hazard as defined in Section 207,
1 Determination to Charge Cost. Whenever the Chief determines that the City has
incurred costs for fire suppression,fire prevention, or protection of the public safety when a fire or
other hazardous condition has resulted from the activities specified in this section, he or she shall-
A, Calculate the costs incurred-,
B, Identify the person or persons to be charged for those costs-,
and
C: Send a report with this information to the City Clerk,
3 Calculation of Costs Incurred. The "costs incurred" shall include all necessary
expenditures to correct the hazardous condition or extinguish the fire, including,but not limited to-
A. The cost of personnel-,
B, The cost of extinguishing agents;
C: The reasonable value of the use of City equipment; and
D. The cost incurred by use of a private contractor to mitigate or remove the
hazard or condition;
4, Reimbursement Hearing Set. The City Clerk shall, thereupon, set the report and
account for hearing by the City Council at a regular or adjourned meeting which will be held at least
14 calendar days after the date the Clerk mails the notice; and shall send by regular mail notice of
said hearing to the person or entity to be charged at the person's or entity's address as shown on the
last equalized tax assessor's roll, or as otherwise known to the City.
5. Notice to Person to be Charged. The Notice sent by the City Clerk to the responsible
person(s)or entity shall contain:
A The name of the persons)or entity sought to be charged;
B The location, date, and time of the evidence upon which the claim for
reimbursement is based;
C. The amount of, and the basis upon which claim for reimbursement is made-,
D. The date, time and place oft e hearing on the claim for reimbursement with
a statement on the rights of the person or entity to be heard for presenting evidence at said hearing-,
E, The Chiefs account of the sum claimed to be due.

6 Procedure for Hearing Before the City Council. At the hearing on the Chiefs account
and other evidence wean which reimbursementIs sought,the City Council shall hear and consider
evidence by the person or enmity against which reimbursement is sought, and thereafter,confirm or
disallow the account, in all or in part, and set forth in a resolution the amount of the account
confirmed, if any. Thereafter, any amount confirmed by a resolution of the City Council shall
become a debt owing`to the City and is collectible by the City in the same manner as it the case of
an obligation under contract expressed or implied

104.2 Investigations.The Fire Department shall investigate promptly the cause,origin and
circumstances of each and every fire or explosion occurring in the jurisdiction involving lass of life
or injury to person or destruction or damage to property and, if it appears to the bureau o
investigation that such`fireorexplosion is ofsuspicious origin,they are authorized to take immediate
charge of all physical evidence relating to the cause of the fire or explosion and to pursue the
investigation to its conclusion,
The Chief is authorized to investigate the cause, origin and circumstances of unauthorized
releases of hazardous materials.
The Redlands Police Department is authorized to assist the Fire Department in its
investigations when requested to do so,
15.20.060 LJFC;article 1 amended-Administration (Permits). Section 105.3 ofthe Uniform
Fire Code is hereby amended by the addition of Sections 105.3.1, 1053.2 and 105.3.3 to read as
follows.
10.5.3 Application for Permit.
105.3.1 General. Applications for permits shall be made to the bureau of fire
prevention in such form and detail as prescribed by the bureau_ Applications for permits shall be
accompanied by such:plans as required by the bureau.
105.3..2 Permit Fees.Permit fees as established by the City shall be collected by the
Finance Department. Proof of receipt shall accompany all applications for permit applications prior
to inspection and approval by the bureau,

15.20.070 UFC Article l amended -Administration (Permits). Sect-ion 105.8 of the Uniform
Fire Code is hereby amended by adding the following subsections

of 100 snits at anyone site.
15.20,080 California Fire Code amended-Section-202. Section 202 o `the California Fire Code
is hereby amended by adding the following definition;
ALI,WEATHER DRIVING SURFACE is an approved concrete or asphalt covering of
sufficient thickness to support the imposed loads of fire apparatus.
Where road grades dna not exceed %,the Chief may approve roads compacted of approved
native materials or gravel when compacted to 5%
15.20.090 California Fire Code amended-Section 203, Section 203 of the California Fire Code
is hereby amended by adding the following definition.

15.20,100 California Fire Code amended - Section. 209. Section. 209 of the California Fire
Code is hereby amended by adding the following definition
HIGH EXPLOSIVE is explosive material, such as dynamite,'which can be caused to
detonate.
15.20.110 UFC Article 9 amended - General. Section 901,4.4 of the Uniform Fire Code is
hereby amended to read as follows.
901.4.4Premises Identification.cation. Approved numbers or addresses shall be placed on,
all new and existing buildings in such a position as to be plainly visible and legible from the street
or road fronting the property. Said numbers shall contrast with their background.
NeNv Group R Division 3 Occupancy addresses shall be posted with a minimum of 4 inch
(102 ram) numbers, visible from the street, and during the hours of darkness the numbers shall be
low voltage,internally electrically illuminated.Posted numbers shall contrast with their background
and be legible from the street. Where building setbacks exceed 100 feet (30,480 mm) from the
roadway, additional contrasting 4 inch (102 mm) numbers shall; be displayed at the property'
entrance.
New Group A,13,F,F,11,1,M,R Division 1 and S occupancy addresses shall be posted with
a minimum of 8 inch (203 mm)numbers,visible from the street, and during the hours of darkness
shall be electrically illuminated,Where the building setback exceeds 200 feet(00;950 mm)from the
roadway additional non-illuminated contrasting 6 inch(1 52 min)numbers shall be displayed at the
property entrance.
Commercial occupancies with multiple tenants shall be posted with a minimum of 3 inch 7
mm cAmtrasting numbers displayed on the rear doors of the tenant spices,
15:211.120 UFC Article 9 amended-General, Section. 12,2. .2 of the Uniform Fire Code is
hereby mended to read as follows
9112.2.2,2 Surface. Fire apparatus access roads shall be designed and maintained t
support the imposed loads of fare apparatus and shall be provided with a surface so as to provide all-
weather driving capabilities. Turf block,litter Rings,_'`1"urf Paver and other similar products shall
not be used.for Fire Department access surfacing,
t5.20.130 UFC Article 9 amended - General, Section 902,2.2,6 of the Uniform Fire Code is
hereby amended to read as follows;
902.2.2.6 Grade. Road grades shall not exceed 12%unless approved by the Chief.
15.20.140 UFC Article 9 amended - General. Section 902.2.4.1 of the Unifozrn Fire Code is
hereby amended to read as follows
902.2.4,1 General. Access reads, private roadways, and public roadways shall b
provided and maintained in a passable condition at all times. Any obstruction or impedance to rea-
sonable access may be removed by the City with the expense of such removal to be borne by the
owner of the roadway,or in the case of an obstructing vehicle or object,by the owner of saidvehicle
or abject.
15.20150 0 MJF Article 9 amended-General Section 902.5 of the Uniform Fire Code is hereby
added to read as follows'.
902.5 Elevators. In all structures providing service to the general public which are to b
equipped with an elevatororbank of elevators,the following shall be required at the timeof building
construction: if only one elevator is provided that elevator trust comply, and at least one elevator
in each bank of elevators,shall be provided with a minimum clear distance between walls or between
walls and door excluding return panels, not less than 80 inches by 54 inches, and a minimum
distance from wall to return panel not less than 51 inches with a 42 inch side slide door, unless
otherwise designed to accommodate an ambulance-type stretcher 7inches by 24 inches in the
horizontal position. In buildings where more than one elevator is rewired to serve all floors,at least
one elevator shall be equipped as set forth in this section, every building two or more stories in
height must be provided with an elevator that meets the requirements of this code section.
EXCEPTION: group R, Division 3 Occupancies are excepted from this section.
15.201,60 UFC Article 9 amended-General, Section 903. ofthe Uniform Fire Code is hereby
amended to read as follows;

903.3 '1"ype of Water Supply. Water supply is allowed to consist of reservoirs, pressure
tanks,elevated tanks,watermains or other fixed systems capableof supplying the required Fire ow,
In setting the requirements forfire flow,the Chief shall be guidedby the provisions in Appendix III-
AIn areas without City water service,buildings in excess of 200 square feet(18.6 m2')
shall be provided with an approved automatic fire sprinkler system. Group R, Division 3
Occupancies shall be provided with on-site water storage for a minimum 10 minute sprinkler
demand. When approved by the Chief, on-site water storage for other than Group R, Division 3
Occupancies may be reduced to that required for an approved 30 minute sprinkler demand, These
flows and duration do not consider the needs required to provide domestic service. All sprinkler
systems shall be suitably freeze-protected for climatic conditions when necessary,
EXCEPTION.- When approved by the Chief,detached group U occupancies maybe excluded when
located 50 feet (15,240 mm)or more from property lines and dwellings,
15.20.170 UFC Article 9 amended - General, Section 903,4,2 of the Uniform Fire Code is
hereby amended to read as follows:
903.4.2 Required installations. The location, number and type of fire hydrants
connected to a water supply capable of delivering the required fire flow shall be provided on the
public street or on the site of the premises or both to be protected as required and approved by the
Chief
Fire hydrants shall be accessible to the Fire, Department apparatus by roads meeting the
requirements of Section 902-2.
15.20.180 UFC Articlel 0 amended-Fire Protection Systems. Section 1001,10of the Uniform
Fire Code is hereby amended to read as follows:
1001.10 Fire Appliances.The Chief is authorized to designate the type and number
of fire appliances to be installed and maintained in and upon all buildings and premises in the
,jurisdiction.This designation shall be based upon the relative severity of probable fire,including the
rapidity with which it may spread. Such appliances shall be of a type suitable for the probable class
of fire associated with such building or premises and shall be approved by the Chief.
15.20.190 UFCArticle 10 am ended-Fire Protection Systems. Section, 1003,2.2of the Uniform
Fire Code is hereby amended to read as follows'.
1003.2.2 All occupancies except Group 13, Division 2, Occupancies.
1003.2.2.1 General.Except for Group U�Division 2 Occupancies,an automatic sprinkler
system shall be installed in all new structures having a floor area of more than 200 square feet(18,6
inn):
EXCEPTION- When approved by the Chief,detached group U occupancies maybe excluded when
located 50 feet(15,240 mm)or more from property lines and dwellings-
1003.2.2.2 GroupR,Division 3 Occupancies.An automatic sprinklers stem complying
with National Fire Protection Association (NFPA) 131 , 1996,shall be installed in all new Group
R, Division 3 Occupancies.
1003.2.2.3 Group R,Division I Occupancies.An automatic sprinkler system complying
with NFPA 131 , 1996, shall be installed in all new Group R, Division I Occupancies.
EXCEPTION: Group R, Division I Occupancies designed and intended for the exclusive use of
senior citizens shall comply with U,B,C. Standard No. 9-1. Residential or quick-response standard
sprinkler heads shall be used in the dwelling unit and guest room portions of the building.
1003.2.2.4 All Occupancies Except Group R,Division I and Division 3,and Group
U, Division 2 Occupancies. Except as specified in Section 1003.2,23, an automatic sprinkler
system complying with U. .C. Standard No, 9-1 shall be installed in all new occupancies except
Group R, Division I and Division 3, and Group U, Division 2.
1003.2.2.5 Area increase of 50%of the original squarefeet. Every structure/building,
erected or moved on to a property,and any result of fire,earthquake,or other disasterwhich requires
demolition and reconstruction of the structure,in its entirety,or an addition exceeding fifty percent
(50%)of the original square footage, shall have an approved automatic sprinkler system installed
throughout therein,
1003.2.2.6 Changes made in the character or use of an occupancy shall be approved by
the Chief Building Official and the Chief,whereas, when there is a change of use or occupancy of
a building which exceeds 5,000 square feet in floor area and which would place the building in a
different division of the same group of occupancy or in a different group of occupancies,unless the
proposed use is less hazardous, based on, life or fire risk, than, the existing use, shall have an
approved automatic sprinkler system installed throughout therein,

public safety that fire department personnel be present in any place of public assembly or any other
place where people congregate, due to the number of persons, or the nature of the performance,
exhibition, display, contest or activity, the owner, agent or lessee shall reimburse the Fire
Department for one or more qualified persons,as required and approved by the Chief,to be on duty
at,such place. Such individuals shall be subject to the Chiefs orders at all times when so employed

open to the public,or when such activity is being conducted. Before each performance or the start

SECTION 2901 -REPAIR GARAGES FOR LIQUID-FUELED AND LPG-FUELED
VEHICLES
2902.1 Applicability. Repair garages used for service or repair of motor vehicles
fueled by gasoline, diesel, methanol or similar liquid fuels or Ll'-gas shall be in accordance with
Section 2902:,
2902.2 Storage and Handling of Liquids.
2902.2.1Motor-ve iele fuel. Liquids drained from motor-vehicle fuel tanks shill be
stored and handled as<required for Class I liquids in accordance with Article 79;
2902.2.2 Mixed liquids. Containers and tanks containing a mixture of fuel and
lubricating oil shall be stored and handled in accordance with the requirements of Article 7for

2903.2.2 Design. The mechanical ventilation system shall exhaust a minimum of l
cubic foot per minute per square foot( .1 Lis per rn )of repair garage space.Exhaust inlet openings
shall be located within 6 inches (1. 2 nate)of the highest point in the garage in the exterior walls or
roof:Make-up air inlet openings shall he located within 6 inches(l 2 mm)of the floor.Exhaust duct;
openings shall be located to effectively remove flammable vapor accumulations from all parts of the
repair area... Exhaust discharge ,shall be directed to a safe location outside of he building. The;
mechanical ventilation system shall be independent of he heating and air conditioning systems.

2903.2.3 Additional design requirements. For repair garages where LNG, LP-gas
or liquid fuels are also present, exhaust inlets shall also be within 6 inches (1 52 mm)of the floor.
2903.2.4 Buildings with basements or pits. When In vehicles are converted or
repaired within a building having a basement or pit where flammable vapors could accumulate,the
basement or pit shall be provided with ventilation designed to prevent the accumulation of
flammable vapors therein.
2903.2.5 Operation. The mechanical ventilation system shall,operate continuously.
EXCEPTIONS: 1,Mechanical ventilation systems that are interlocked with a gas detection system
designed in accordance with Sections 29033.2, 2903.3.3 and 2903.3.4,
2903.3 Gas-detection System.
2903.3.1 When required.Repair garages used for repair of hydrogen or LNG-fueled
vehicles shall be provided with an approved flammable gas-detection system.
2903.3.2 System design.The flammable gas-detection system shall be calibrated to the
types of fuels or gases used by vehicles to be repaired, The gas detection system shall be designed
to activate when the level of flammable gas exceeds 25 percent of the lower explosive limit. Gas
detection shall also be provided in lubrication or chassis repair pits of repair garages used for
repairing LNG-fueled vehicles.
2903.3.3 Operation. Activation of the gas detection system shall result in the
following.
I, Initiation of distinct audible and visual alarm signals in the repair garage.
1 Deactivation of all heating systems located in the repair garage, and
3 Activation of the mechanical ventilation system.
2903.3.4 Failure.of the gas detection system.Failure of the as detection system shall
result in the deactivation of the heating system and activation of the mechanical ventilation system.
2903.4 Preparation of Vehicles for Repair.
2903.4.1 Fuel shutoff valves. Vehicle fuel shutoffvalves shall be closed prior to
repairing any portion of the vehicle fuel system.
2903.4.2 Damaged vehicles. Vehicles ftieled by LNG or hydrogen which may have
sustained damageto the fuel system shall be inspected and evaluated for fuel system integrity prior
to being brought into the repair garage.The inspection shall include testing of the entire fuel delivery
system using a gas detector,

SECTION 7 - SPARK ARRESTERS
7.1 Spark Arresters Required.Chimneys used with fireplaces or heating appliances in
which solid or liquid fuel is used shall be equipped and maintained with an approved spark arrester-
7.2 Approved Spark Arrester. An approved spark arrester shall paean a device
constructed of stainless steel, capper, brass or woven ;galvanized wire mesh. The spark arrester
screen shall have heat and corrosion resistance equivalent to 12 gauge wire, 19-gauge galvanized
wire or 24-gauge stainless steel. Openings shall not permit the passage of spheres having a diameter
larger than /�, inch (12.7 mi and shall not block the passage of spheres having a diameter of less
than 3/8 inch(9.5 mm)-The screen shall be mounted in or over all outside flue openings in avertical
or near vertical,position, adequately supported to prevent movement, and visible from the ground:
15.20.570 UPC Appendix 11_A amended-Fire Areas. Section 15.2 of Appendix H-A is hereby
amended to read as follows:
154.2 SupportCl arance. Except as otherwi se provided in Section 15.5 below ,any person
that owns, controls, operates or maintains any electrical transmission or distribution lure upon any
mountainous land, or forest-covered land, brush-covered land, or grass-covered land shall, during
such times and in such areas as are determined to be necessary by the Chief, maintain around and
adjacent to any pole or tower which supports a switch, fuse, transformer, lighting arrester, line
junction;or dead end or corner pole; a firebreak which consists of cleaning or not less than 10 feet
(3048 mm)in each direction from the cuter circumference of such pole or tower, This section does
not, however, apply to any lime which is used;exclusively as telephone, telegraph., telephone or
telegraph messenger call,fire or alann Brae,or other lute which is classed as a communication circuit

by the Public Utilities Commission. The Chief may permit exceptions from the requirements of this
section which are based upon the specific circumstances involved.
t5.2MRO UFC Appendix IT-A amended-Fire Areas. Section 15.3 of Appendix 11-A is hereby
arnended to read as follows:
15.3 High Tension Line Clearance. Except as otherwise provided in Sections 15A and
15,5 below, any person that owns, controls, operates, or maintains any electrical transmission or
distribution line upon any mountainous land, or in forest-covered lands, brush-covered land, or
grass-covered land shall, during such times and in such areas as are determined to be necessary by
theChief, maintain a clearance of the respective distances which are specified in this section in all
directions between all vegetation and all conductors which are carrying electric current:
1. For any line which operating at 2,400 or more volts,but less than 72,000 volts,4 feet
(1219 mm), -
I For any line which is operating at 72,000 or more volts,but less than I 10,000 volts,
6 feet(1829 mm),
3. For any line which is operating at 110,000 or more volts, 10 feet(3048 mm).
In every case,such distance shall be sufficiently great to furnish the required clearance at any
position of the wire,or conductor when adjacent air temperature is 120' F,or less. Dead trees,old
decadent or rotten trees, trees weakened by decay or disease and trees or portions thereof that are
leaning toward the line which may contact the line from the side or may fall on the line shall be
felled, cut or trimmed so as to remove such hazard, The Chief may permit exceptions from the
requirements of this section which are based upon the specific circumstances involved.
15.20.590 UFC Appendix U-A amended-Fire Areas. Section 15.5 of AppendixH-A is hereby
amended by the addition of Section 15,5 to read as follows:
15.5 Exceptions to Nfinimum Clearance Provisions.
I. Low voltage lines. Sections 15.2 and 15.3 above do not apply if the transmission or
distribution line voltage is 750 volts or less.
2. Poles and towers. The minimum.clearance provisions of subsection 15.2 above are
not required around poles and towers,including Brie junction,comer and dead end poles and towers.,
A. Where all conductors are continuous over and through a pole or tower; or
B, Where all conductors are not continuous over or through a pole or tower,
provided all conductors and subordinate equipment are of the types listed below and are properly
installed and used for the purpose for which they were, designed and manufactured,
(1) Compression connectors.
(2) Automatic connectors,
(3) Parallel groove connectors.
(4) Hot line tap or clamp connectors that,were designed to absorb any

expansion or contraction by applying spring tension on,the main line or running conductor and top
connector.
(5) Fargo GA 300 series piercing connector,-,designed and manufactured
for use with tree wire.
(6) Flat,plate connectors installed with not less than two bolts,
(7) Tapered C-shaped member and wedge connectors.
(8) Solid blade single phase bypass switches and solid blade single phase
disconnect switches associated with circuit reclosures, sectionalizers and line regulators,
(9) Equipment that is completely sealed and liquid filled,
(10) Current limiting, non-expulsion fuses.
15.20.600 UFC Appendix E-A amended-Fire Areas, Section 15.6 of Appendix H-A is hereby
amended by the addition of Section 15.5 to read as follows�
15.6 In the event that the abatement is not performed as required in Sections 15,2 or 153
of this section, the Chief may give notice to the owner of the property upon which such condition
exists to correct such prohibited condition.Ifthe owner fails to correct such condition,the Chief may
cause the same to be done and make the expense of such correction a lien upon the property upon
which such condition exists.
15.20.610 UFC Appendix 11-A amended-Fire Areas. Section 17 of Appendix 11-A is hereby
amended to read as follows:
17. Clearance of Brush or Vegetative Growth from Roadways.
17,1 General. The Chief may require brush, vegetation, or debris to be removedand
cleared within 10 feet(3048 mm) on each side of every roadway and access drive, and may enter
upon private property to do so. This section shall not apply to single specimens of trees,ornamental
shrubbery or cultivated ground cover such as green grass, ivy, succulents or similar plants used as
ground covers, provided that they do not forrn a means for the ready transmission of fire. As used
in this section, "roadway" means that,portion of a highway or private street improved or ordinarily
used for vehicular travel,
17.2 Practical Diffliculties. If the Chief determines in any specific case that difficult
terrain,danger of erosion or other unusual circumstances make strict compliance with the clearance
of vegetation provision of Sections 15, 16, or 17 of this appendix undesirable or impractical, he or
she may suspend enforcement thereof and require reasonable alternative measures designed to
advance the purposes of this article.
17.3 Corrective Actions. In the event that the abatement is not performed as required in
Section 17,1 of this Section,the executive body may instruct the Chief to give notice to the owner
of the property upon which said condition exists to correct such prohibited condition, and if the
owner falls to correct such condition the executive body may cause the same to be done and make

the expense of such correction a lien upon the property upon which such conditions exist.
15.20.620 OF Appendix R-F amended-, ,brave-� round tanks. Appendix 11-F of the Uniform
Fire Code is hereby amended, with the amendment of the title to read as follows:

15.20.630 UFC Appendix 11-F amended-Above-ground tanks. Section I of Appendix 11-F of
the Uniform Fire Code is hereby amended to read as follows.-
SECTION 1 - SCOPE
Storage and/or dispensing of Class 1, 11 orUI-A liquids from protected aboveground tanks
shall be in accordancewith Appendix 11-F.Any dispensing from aboveground tanks shall be fornon-
retail use only.
15.20.640 UFC Appendix H-F amended-Above-ground tanks, Section 3 of Appendix 11-F of
the Uniform Fire Code is hereby amended to read as follows,
SECTION 3 - PERMITS AND PLANS
A permit is required to install, operate, repair or modify protected aboveground tanks used
for storage and dispensing of flammable or combustible liquid motor fuels.
Prior to the issuance of the Fire Department permit, all other applicable permits shall be
obtained including those issued by Building and Safety,Environmental Health Services,AirQuality
Management District and the Water Resources Control Board Approval shall also be obtained from
the City's Planning Department if applicable,
Installation plans shall be submitted with permit applications. The plans shall include the
design, details, and specifications of the following-,

gallon

EXCEPTION: When a minimum of]500 gpin fare flow can be provided on the site,primary tanks
used for diesel fuel may be permitted up to a 6,000-gallon (22.,712 L) individual or 18,0110-gallon

requirements for bullet resistance as specified in Section 7702.3,4:3,
15.20.670 UFC appendix 11-F' amended-.Above-ground tanks. Section 5-7 of Appendix I -F
of the Uniform Dire Code is;hereby amended to read as follows-
5.7 Signs. Warning signs and identification signs shall be installed to clearly identify
hazards. The design of such signs shall be in accordance with Sections 5201.8 and 7901.9. The
capacity in gallons shall be clearly indicated on the exterior of the tank. Conspicuous signs
prohibiting simultaneous tank filling and fuel dispensing shall be posted.
15.208680 IFC Appendix,11-F amended-Above-;ground tanks: Section 5.8 of Appendix 11-F`"
of the Uniform Fire Cade is hereby amended by adding the following
5.9 Siting. Protected aboveground` tanks may be installed in conjunction with all
occupancy classifications except
15.20.690 UFC Appendix ,1-F arnended -Above-ground tanks. Section 5.9 of Appendix H- `
of the Uniform Fire Code is hereby amended by adding the following;
5A0 Fire Protection. Portable fire extinguishers shall be provided in accordance with the
provisions of Section 5202.9,.

15.20.700 LTC Appendix 11-F amended-Above-ground tanks. Section 9 of Appendix 11-F of
the Uniform Fire Code is hereby amended by adding the following:
SECTION 9 - FINDINGS
The Chief shall be guided by the following findings in determining that protected
aboveground tank installations may be allowed:

Shall not be used for retail sales,
EXCEPTION: When approved by the Chief, marinas and locations with high water tables.
15.20.71 fl Section 5,1 of Appendix 111-A of the Uniform Fire Code is hereby amendedto read
as follows.-
5.1 One- and Two-Family Dwellings. The ininimumfire flow and flow duration
requirements for one- and two-family dwellings having a fire area which does not exceed 3,600
square feet(334,45 M2)shall be not less than 1,000 gallons per minute(3785 L/min)for two hours,
Fire flow and flow duration for dwellings having a fire area in excess of 3,600 square feet(334.45
m2)shall not be less than that specified in Table No. A-111-A-1
EXCEPTION: A reduction in required fire flow of 50 percent, as approved by the Chief, is
allowed when,the building is provided with an approved automatic sprinkler system.
15.20.720 Section 5.2 of Appendix 111-A of the Uniform Fire Code is hereby amended by
amending the EXCEPTION to read as follow:
EXCEPTION: When there are no exposures within 150 feet, a reduction in required fire flow of
50 percent, as approved by the Chief, is allowed when the building is provided with an approved
automatic sprinkler system.
15.20.7 30 Section I of Appendix lV-B of the Uniform Fire Code is hereby amended as follows:
SECTION I - SCOPE
The use of natural or resin-bearing cut trees in public buildings with an occupancy of 50 and
over shall be in accordance with Appendix IV-B.
15.20.740 Violation- Penalty,

A, It is unlawful to violate or fail to comply with any of the provisions of the Uniform
Fire Code, or to fail to comply with any order made pursuant thereto. It is also unlawful to build in
violation of any detailed statement of plans or specifications submitted and approved under the
Uniform Fire Code, or any certificate or permit issued thereunder and from which no appeal has
been taken,
B. Except as otherwise specified in this chapter, all violations of the UFC or its
appendices, or the amendments thereto contained in this chapter, are infractions. All violations of
Article 3 of the Uniform Fire Code are misdemeanors, All violations of the Uniform Fire Code or'
its appendices or the amendments thereto contained in this chapter, are punishable as provided in
Chapter 1.20 of this Code.
G. Every person who causes, aids, abets or conceals a violation of the Uniform Fire
Code is guilty of violating the Uniform Fire Code. Each such person, corporation or firm shall be
deemed guilty ofa separate offense foreach day or portion thereof duringwhich any violation of any
provisions of the Uniform Fire Code is committed, continued, permitted or maintained by such
person, firm or corporation,"
Section 2. Severance. If any section, subsection, sentence, clause or phrase of this
Ordinance is for any reason held to be invalid, such holding or holdings shall not affect the validity
of the remaining portions of this Ordinance. The City Council hereby declares that it would have
passes this Ordinance and each section,subsection,clause,sentence and phrase thereof, irrespective
of the fact that any one or more sections, subsections, clauses, sentences or phrases be declared
invalid.
Section 3. The Mayor shall sign this ordinance and the City Clerk shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands Daily Facts, a newspaper of general circulation within the City and thereafter, this
ordinance shall take effect as provided by law,
