AN ORDINANCE OF THE CITY OF REDLANDS AMEN DING CHAPTER
15.20 OF THE REDLANDS MUNICIPAL CODE, AND ADOPTING NVITII
CERTAIN AIMENDMENTS THE 2000 UNIFORM FIRE CODE, WITH
ERRATA AND 2000UNIFORNNI FIRE CODE STANDARDS
INCORPORATING THE 2001 CALIFORNIA FIRE CODE, I'ART 9 OF
TITLE 24 OF THE CALIFORNIA CODE OF REGULATIONS.
RECITALS
WHEREAS, Health and Safety Code Section 17958 and Governinent Code Section 50022
empower the City to adopt by reference various uniform codes, including the Uniforni BUIldint-1
Code; and
WHEREAS, Health and Safety Code Section 1795S.5 authorizes the City to make
amendments to the Uniform Building Code on the bases of local climatic, geolo-'eal, or
topographical condition; and
WHEREAS, Health and Safety Code Section 17958.7 requires that before, makingany

modifications or changes pursuant to Section 17958.5,the governing body cif aCityor County shall
make an express finding that such modifications or changes are neededand
WHEREAS, the City Council is informed and finds that the following specific cliniatic,
geological and topographical conditions affect Redlands-
I. The City receives relatively low arnounts of precipitation, and experiences%,,Cry to
humidity levels and extremely high temperatures. These climatic conditions are conducive to the
spread of fire, For example, the following data were taken from the recorded temperatures and
measured rainfall atthe City's designated observation station in conjunction with the San l3crnardino
County Flood Control District for the years 1999 tbroug 2001-

Redlands to be true copies, have been filed for use and examination by the public in the Fire
Prevention office of the Redlands Fire Department and the Office of the City Clerk..

7. That the additional requirements and standards established herein are needed
to properly protect the health, safety, and welfare of the existing and future residents and �N,orkcrs
within the City of Redlands. Said requirements and standards are reasonably ncccssaiibecause of
local climatic, geological, and topographical conditions, arid comply with existing state laws and
regulations.
8. The City Council finds and determines that the local variances f'orni the
California Fire Code--Building Standards,California Code of Regulations,Title 24,Part 9,contained
in, the City Fire Code, are reasonably necessary because of local climatic, topographic and
geographical considerations. Particularly,Fire Code variances are contained in Article 2(prescribing
certain definitions), Article 10 (prescribing fire sprinkler requirernents), Article I I (prescribi ri CT
chimney spark arresters, open flame devices, and candies), Article 25 (prescribing portable fire
extinguishers. prescribing standby personnel, and portable fire extinguishers in assembly
occupancies), Article 79(prescribing handling of certain flammable and combustible liquids), and
Article So(prescribing the provision of inforination pertaining to hazardous materials.parkin and
garaginIg of vehicles containing hazardous materials, and the protection of exterior hazardous
materials storage tanks).
B. Adoption of the Uniform Fire Code. The City Council of the City of Redlands
hereby adopts certain amendments,additions,deletions and exceptions,including fees and 1:ienalties
the 2000 Uniform Fire Code, with errata and 2000 Uniform Fire Code Standards with et-rata
incorporating the 2001 California Fire Code,Part 9 of Title 24 of the California Code of Regulatiolls
including the 2000 Uniform Code Pail IX, Appendices; Division I-A, 1-13, 1-C: Division 11,
Appendices 11-A,II-B,11-1),H-E,11-H,11-1;Division 111,append ices,111-A. III-C, 11,1-D; Division IN,".
Appendices IV-A,A-B-Division V.Appendices V-A,Division VT. Appendices VI-A, N11-C, VI-D,
VI-G, V141, VI-1, VI-J; as compiled and adopted by the Western Fire Chiefs Association. "File
provisions o f this Uniform Fire Code,California Fire Code,Fire Code Appendices,and L"ril forn'i F 11'e
Code Standards shall be applicable in all areas within the City of Redlands.

15.20.020 Definitions.
A. Wherever the word "Jurisdiction" is trsetl in said Unifor-rra Fire Coder it shall rttcaa

mean the Citi Attorney for th. City of Redlands.

15. 0.030 Establishment of Limits Required by the Uniform Fire Cade

Pursuant to Sections 7902.2.2.1, 7904.2.5.4,2 and 7904,4,1,I of'the Uniforni Fire Code, the

4, Storage of Compressed Natural Gas.
Pursuant to Section 5204.5.2 ofthe Uniform Fire,Code,the agg-e at pacity a

one installation for the bulk storage of compressed natural gas is prohibited in residential areas and
shall not exceed the anrousts specified in Section 5204,2(183,000 cubic,feet)in nonresidential areas,
when, in the opinion of the Chief, the location of bulk storage of compressed natural =.IZIS NVOLI]d
create an unacceptable threat to the occupants and property owners.
5. Storage of Flammable Cryogenic Fluids.
Pursuant to Section 3-1.5 of the Uniform Fire Code Standard 80-13, flarriniable
cryogenic fluids shall not be permitted to be stored, dispensed, or used unless in the opinion of the
Chief such storage will not create an unacceptable threat to the occupants and property owners.
6. Storage of Hazardous Materials.
Pursuant to Section 8001.1 of the Uniform Fire Code, the a," egate capacity of ally
installation for hazardous materials shall not exceed quantities specified in this ordinance or
limitations regulated by California and Federal Regulations,
15.20.040 UFC Article I amended-Administration (Liability). Section 101.5 of the Uniforril
Fire Code is hereby amended by adding Sections 101.5.1, 101.5.2 and 101.53 to read as follows-
101.5 Liability.
101.5.1 General. The Chief and other individuals charged by the Chief Nvith tile
control or extinguishment of any fire, the enforcement of this Code or any other official duties,
acting in good faith and without malice in the discharge of their duties,shall not thereby be rendered
personally liablefor any damage that may accrue to persons or property as a result of any acct or by
reason of any act or omission in the discharge of their duties. Any suit brought against tile Chief or
such individuals because of such act or omission performed in the enforceinent of any provision of
such codes or other pertinent laws or ordinances implemented through the enforcernent of this code
or enforced by the code enforcement agency may be defended by this Jurisdiction. sub�ject to the
City's reservation of rights, until final termination of such proceedings, and any'ud-i-nent resulting
therefrom shall be subject to the provisions of Govemnient Code Sect ion 825.

101.5.3 Expense for Securing an Emergency. The expense of securing any
emergency or hazard which is the result of a violation of this Code or any other code, ordinance 01'
State law, or any damages caused by malicious mischief requiring any correct'

Detern-tination to Charge Cost. Whenever the Chict'detertriines that the:. City has

A. Calculate the costs incurred,
B. Identify the person or persons to be charged for those costs, and
C. Send a report with this information to the City Clerk.
. Calculation of Costs Incurred, The "costs incurred" shall include all necessary°
expenditures to correct the hazardous condition or extinguish the fire, including=,but not limited to;
A: The cosh of personnel;
B. The cost of extinguishing agents;
C: The reasonable value of the use of City equipment: and
D. The cost incurred by use of a private contractor to mitigate or rertto%,e the
hazard or condition;
. Reimbursement Hearing Set. The City Clerk shall, thereupon, set the report and
account for hearing by the City Council at a regular or adjourned meeting which will beheld at least

14 calendar days after the date the Clerk mails the notice; and shall send by regular nail notice of
said hearing to the person,or entity to be charged at the person's or entity's address as shown on the.
last equalized tax assessor's roll, or as;otherwise known to the City.
.; Notice to Person to be Charged.. The Notice sent by the City Clerk to the responsible
person(s) or entity shall contain,
A. The narne of the person{s} or entity sought to be charged

B. The location, date, and time of the evidence upon which the claim for
reimbursement is based;
C The amount of, and the basis upon which claim for reimbursement is made
D The date,time and place of the hearing on the claim for reirnbursernent with
a statement on the rights of the person or entity to be heard for presenting evidence at said hear-inky;;
E. The Chief's account of the sunt claimed to be dire.
. procedure for Hearing Before the City=Council. At the hearing on the Chiefs account
and other evidence upon which reimbursement is sought, the City Council shill bear and consider
evidence by the person or entity against',,vhich reimbursement is sou�,t.ht;; and thereafter, confirm or
disallow the account, in all or in part, and set forth in a resolution the amount of the accoun,
confirmed, if any. Thereafter, any amount confirmed by a resolution of the City Council shall
become a debt owing to the City and is collectible-by the City in the same manner as in the case of.

15.20.050 LT—C Article I arnended-Adininistration(Eniergency Scenes), Section 104.2 ofthe
Uniform Fire Code is hereby amended by the addition of Section 104,2 to read as follows:
104.2 Investi(yations.The Fire Dep artnient shall inn esii-ate promptly the cause.origin and
circumstances of each and every fire or explosion occurring in theJurisdiction involving loss f'life
or injury to person or destruction or daniage to property and, if it appears to the bureau of
investi(-,-ation that such fire or explosion is Of Suspicious origin,they,arc authorized to take ininiccliate
charge of all physical evidence relating to the cause of the fire or explosion and to pursue ;the
investigation to its conclusion.
The Chief is authorized to investigate the cause, origin and CirCLII`n.-,taI1CcS of unauthori`zed
releases of hazardous materials.
The Redlands Police Department is authorized to assist the Fire Department In. its
Investigations when requested to do so.
15.20.060 U1FC Article I arnended - Administration (Pernifts), Section 105.3 of the Uniform
Fire Code is hereby aincrided by the addition of Sections 105-11, 105.33,2 and 1053.3 to read as
follows
105.3 Application for Permit.
105.3.1 General. Applications for pernins shall be made to the bureau of ire
prevention in such form >and detail as prescribed by the bureau. Applications for permits shall be
accompanied by such plans as required by the bureau,
105.3.2 Permit Fees. Pernut fees as established by the City shall be collected by the
Finance Department. Proofof receipt shall accompany all applications for pernut applications prior
to inspection and approval by the bureau.
105.3.3 Fees Not Refundable.Permit fees shall not be refundable forarivreasoll after
initiation of inspection procedures,
15.20.070 UTFC Article I amended - Administration (Perrrifts). Section 105.8 of the Ufnitbrin
Fire Code is hereby amended by adding the f'ollowing subsection:

is hereby amended by adding the definition:

SECTION I - SCOPE
1.1 General. The unrestricted use of grass-,grain-,brush-or forest-covered land in hazardous fire
areas is a potential menace to life and property from fire and resulting erosion.Safeguards to prevent
the occurrence of fires and to provide adequate fire-protection facilities to control the spread office
which might be caused by recreational, residential, commercial, industrial or other activities
conducted in hazardous fire areas,shall be in accordance with Appendix 11-A

1.2 Roadways on Projects with Prior Approvals. When fire apparatus access to a new
discretionary project is over a roadway,Nvh1cli has previously been described in a subdivision rnap,
parcel map,improvement plan orother sirnilar document,the following mini niurn road widths shall
apply:
I, If the roadway serves more than two single-family dwellings the roadway shall be a
minimum of'24 feet in width,

SECTION 2 - DEFINITIONS
For the purpose of Appendix 11-. certain terms are defined as follows:
Combustible Vegetation is material that in its natural state will readily ignite,bum and transmit fire
frorn the vegetative growth to any structurethis includes ground fuels which are anv native or
landscape vegetation not considered a tree and -cnerally in contact with the ground.
Defensible space is an area either natural or man-made,, where material capable of allowing a fire
spread unchecked has been treated, cleared or modified to slow the rate and intensity of advancing
wild,fire. This will create an area for increased safety for emergency fire equipment and evacuating
or sheltering civilians in place and a point for fire suppression to occur,
Discretionary Project. "Discretionary PrQJect" means a project, which requires the exercise of
judgement or deliberation when the public aLcricy,or body decides to approve or disapprove a
particular activity, as distinguished from situations where the public k(,Yency or body merely has to
determine whether there has been conformity with applicable statutes, ordinances, or regulations,
Fire authority-having jurisdiction (FAI-1.1). The City of Redlands is the designated entity
providing enforcement of fire ret Mations as they relate to plannina, construction and development,

Fuel modification zone. A wide- strip of]arid where combustible vegetation has been removed or
modified or both and partially or totally replaced with approved drought-tolerant, fire-resistant,
and/or irrigated plants to provide an acceptable level of risk froin vegetation fires, Fuel modification
reduces radiant arid convective heal, thereby reducing the amount of beat exposure on the roadway
or structure and providing fire suppression forces a safer area in which to take action.

condition of vegetation, topography, weather, and structure density to potentially increase the
possibility of vegetation conflagration fires shall be considered a hazardous fire area.
Ignition Source is any item or substance capable of energy release of a type and mag 1 ud

sufficient to ignite any flammable materials that could occur in or outside of a structure. Examples
of Ignition source are, storage or use of flammable gases and flammable liquids, or permanent or
temporary electrical wining and open flame devices.
Off-site roadway A road,street,public highway,or private road used for fire apparatus access frons
a publicly maintained road to the boundary of the subject property.
On-site roadway. A road, street,public highway, private road or driveway used for fire apparatus
access within the boundaries of the subject property or land division
Planning authority-having jurisdiction(PAHJ). The City of Redlands is the identified authority
regulating and enforcing planning and/or construction standards.
Structure means a residence and attached garage, building or related facility that is designed
primarily for human habitation or buildings designed specifically to house farm animals. Decking,
fences, and similar facilities are not considered structures for the purposes of establishing the limits
of the fuel modification zone. Sheds,gazebos,and detached garages less than 200 square feet which
are located within the fuel modification zone, shall be designed, constructed and placed such that
they do not require the fuel modification zone to be increased beyond that required for the primary
structures on the property.
Vegetation conflagration is an uncontrolled fire spreading through vegetative fuels, and exposing
and consuming structures in the advancing path of fire.
Wildland/Urban Interface Area is land in an area designated as a hazardous fire area as determined
by the fire Chief
Tracer is any bullet or projectile incorporating a feature, which marks or traces the flight of said
bullet or projectile by Elaine, smoke or other means, which results in fire or heat,
Tracer charge is any bullet or projectile incorporating a feature designed to create a visible or
audible effect by means which result in fire or heat and shall include any incendiary bullets and
projectiles.
SECTION 3 - PFR HT
The Chief is authorized to stipulate conditions for permits related to fire and life safety. Per nits
shall not be issued when public safety would be at risk from fire and life safety, as determined by
the Chief

SECTION - RESTRICTED ENTRY
The Chief shall determine and publicly announce when hazardous fire ares shall be closed to entry
and when such areas shall again be opened to entry-. Entry on and occupation of hazardous fire areas;
except public roadways, inhabited areas or established trails and carte sites which have not been
closed during such time, ���hen the hazardous fire area is closed to entry=, is prohibited.
Exceptions: l. residents and owners of private property within hazardous fire areas and their
invitees and guests going to or beinkt upon their lairds;
2. Entry, in the coarse of duty= by peace or police officers and ether duty authorized public
officers, members of as fire department and members of the United States Forest Service-.
SECTION 5 -TRESPASSING ON POSTED PROPERTY
.I General. When the Chief deterinines that a specific area Nvithin to hazardous fir=e area presents
an exceptional and continuing fire danger because of the density of natural growth, difficulty of
terrain,proximityto structures or accessibility to the public.such areas shall be closed until changed
conditions warrant termination of closure. Such areas shall be posted as hereinafter provided.

to 12-gauge wire, 19-gauge glvaanized wire or 24-gauge stainless steel. Openings shall not permit

AIRCRAFI`
Tracer bullets and tracer charges shall not be possessed, fired, or caused to be fired into or across

Explosives shall not be possessed,kept, stored,sold,offered for sale,given away, used, discharged,
transported or disposed of within hazardous fire areas except by permit from the Chief

maintained in hazardous fire areas without prior approval of the Chief.
Incinerators, outdoor fireplaces, permanent barbecues and grills shall be maintained in go d repair
and in a safe condition at all times. Openings in such appliances shall be provided with an approved
spark arrester, screen or door.
Exception: When approved by, the Chief;, unprotected openings in barbecues and `=rills
necessary for proper functioning.

15.1 General. Clearance of brush and vegetative growth from electrical transmission lines shall be
in accordance with Section 15.
Exception- Section 15 does not authorize persons not having legal right ofentm,to enter upon
or damage the property of others � ithout consent of the owner,
15.2 Support Clearance. Persons owning , controlling, operating or maintaining electrical
transmission lines upon hazardous fire areas shall,at all times,maintain around and adjacent to poles
supporting a switch,fuse,transformer,lightning arrester,line junction,dead end,comer pole.towers
or other poles or towers at which power company employees are likely to work most frequently an
effective firebreak consisting of a clearing of not less than 10 feet(3048 mm) in each direction iroill
the outer circumference of such pole or tower.
Exception: Lines used exclusively as telephone, telegraph, messenger call, alarm
transmission or other lines classed as communication circuits by a public Utility.
15.3 High tension Line Clearance. Persons owning, controlling operating or maintaining

electrical transmission lines upon hazardous fire areas shall maintain the clearance specified in
Section 15.3 in all directions between vegetation and conductors carrying electrical current:
1. For lines operating at 2,400 volts and less than 68,000 volts, 4 feet,
2. For lines operating at 68,000 volts and less than 110,00 l volts, 6 feet, or
3. For lines operating at 110,000 volts an over, 10 feet.
Such distance shall be sufficiently great to furnish the required clearance from the particular wire or
conductor to positions of such wire or conductor at temperatures of 120' F. (48.9'C.) or less.
Forked, dead, old,decadent and rotten trees; trees weakened by decay or disease; and trees leaning
toward the line, which could contact the line from the side or fall on the line, shall be felled, cut or
trimmed to remove the hazard.
15.4 Self-supporting Aerial Cable. Line clearance is not required for self-supporting aerial
cable,except that forked trees,leaning trees and other growth which could fall across the cable and
break- it shall be removed.
SECTION 16 - CLE NCE OF BRUSH OR VEGETATIVE GROWTH FROM
STRUCTURES
16.1 General. Persons owning,leasing,controlling,operating or maintaining buildings or structures
in, upon or adjoining hazardous fire areas, and persons owning, leasing orcontrolling land alacent
to such buildings or structures, shall at all times:
I Maintain an effective fuel modification zotic byremoving,clearing or nodi fying away
combustible vegetation and other flammable materials from areas within 100 feet
from such buildings or structures.(See Exception 3 for fire-resistive construction and
other features for approval andfor a reduction of the fuel modification zone,)The fuel;
inodification zone may be re-planted with either approved irrigated, fire-resistant
planting material or approved non-irrigated, drought-tolerant, fire-resistant plant

fire resistive construction on existing structures with a fuel modification zone
of less than 100 feet.

SECTION 17 - CLEARANCE OF BRUSH OR VEGETATIVE GRONN'TII FROM

17.1 Clearance at Existing Off-Site Roadways. The area within 10 feet of each side of the
improved width of highways and private roads shall comply with the requirements of a fuel
modification one The Chief is authorized to enter upon private property to insure the fuel
modification zone requirements are met,

SECTION 20 - DISPOSAL OF ASHES
Ashes and coals shall not be placed, deposited or dumped in or upon hazardous fire areas.
Exceptions:
1. In the hearth of an established fire pit, catnip stove or fireplace:

2. In a noncombustible container with a tightfitting lid, which is kept or maintained in a

earth not less than 25 feet (7620mm) from combustible vegetation or structures.
SECTION 21 - USE OF FIRE ROADS AND FIREBREAKS
Motorcycles,motor scooters and motor vehicles shall not be driven or parked upon, and trespassing
is prohibited upon,fire roads or firebreaks beyond the point where travel is restricted by a cable,gate
or sign, without the permission of the property owners. Vehicles shall not be parked in a manner,
which obstructs the entrance to afire road or firebreak.
Exception: Public officers acting within their scope of duty.
Radio and television aerials, guy wires thereto, and other obstructions shall not be installed or
maintained on fire roads or firebreaks. unless located 16 feet (4877 ram) or more above such fire
road or firebreak.
SECTION 22 - USE OF MOTORCYCLES, MOTOR SCOOTERS AND MOTOR
VEHICLES
Motorcycles, motor scooters and motor vehicles shall not be operated within hazardous fire areas
except upon clearly established public or private roads. Pernlission from the property owner.
SECTION 23 - TAMPERING WITH FIRE DEPARTMENT LOCKS, BARRICADES

SECTION 24 - LIABILITY FOR DAMAGE
The expenses of tingtingg fires which result from a violation off': ppendix 11-A shall be a charge

against the person whose violation of Appendix II-A caused the fire. Darnag
,es caused by such fires
shall constitute a debt of such person and are collectable by the Chief in the same manner as ill the
case of an obligation under a contract, expressed or implied.
SECTION 25- SETBACKS FOR NEW CONSTRUCTION.

25.1 Zoning Requirements. The minimum setbacks for locating structures on a lot are set by the
PAHJ. To minimize fire spread potential the F may require additional setbacks as described in
Section25.2. In no case may the setbacks required by the F be less than those established by
the PAHJ.
25.2 Fire Requirements. In those area where the F approves a fuel modification zone of less
than 100 feet, all structures, including any part of a structure located within the Urban Wildland
Interface Area shall be not less than 30 feet measured perpendicular from the subject property line
adjacent to the Urban Wildland Interface Area, When the property line abuts a public way the
setback is measured to the centerline of the public way or street.
Exception: When allowed by both the F and by the PAHJ zoning requirements, the 30
foot setback may be reduced to a minimum of 5 feet from a property line provided the entire
exterior-wall,eave,overhang,or any other building construction, elements shall comply with
the fire-resistive construction standards of Section 26.
Note:The FAHJ may allow openings in the exterior wall facing the Urban Wildland Interface Area
if it is determined the hazard is minimal.
25.3 Future setback modification—All fuel modification zones shall not extend beyond the property
line.
SECTION 26 ® FIRE-RESISTIVE CONSTRUCTION IN A URBAN WILDLAND
INTERFACE AREA.
26.1 General. For the purposes of this appendix this section describes the requirements of fire-
resistive construction related to protecting new structures froman approaching wildfire. chile these
standards will provide a high level of protection to structures built in the Urban Wildland interface
area; there is no guarantee or assurance that compliance with these standards will prevent damage
or destruction of structures by fire 'in all cases.
26,2'4 here Required. The F shall require a structure to be of fire-resistive construction when
any of the following conditions apply:
1. The F approves fire-resistive construction, as an alternative compliance method
allowing a reduction of the fuel modification zone required by Section 16 to less than the
100 feet in width.
2. The development is located above a slope that wi H influence fire behavior and Xvith a
dense chaparral or highly combustible trees unless it canbe demonstrated that Blaine
fronts will not impact the structure,

the setbacks required by Section 25.
4. )fliere there is high fuel load, such as dense chaparral or eucalyptus, unless it can be
demonstrated that the flame fronts will not impact the structure.
26.3. Fire-Resistive Construction Requirements in the Urban Wildland Interface Area. For
the purposes of this section a structure which is considered to be of fire-resistive construction must
meet all of the following requirements
26.3.1. Glazing Materials. Glass or other transparent,translucent or opaque glaring which face
a fire hazard area shall be tempered glass, multi-layered Mass panels or other assemblies approved
by the FAHJ.
26.3.2. kylights. Skylights within cine-half mile of the Urban �'vildland Interface Area shallbe
tempered Mass except when the structure is protected with an automatic fire sprinkler system. the
F HJ may approve other materials,
26.3.3. Fire Resistive Walls. Exterior walls in the urban Wi dland Interface area shall comply
with the provisions of the U.B.C. and with the follo%-ing additional requiren-aents
1. 'ventilation. In all construction, exterior walls are required to be protected with ?-inch
nominal solid blocking;betweenraftersat all roof overhangs under the exterior wall covering.
No attic ventilation Openings or ventilation louvers shall be pennitted in :soffits, in cave
overhangs, between rafters at eaves, or in other overhanging areas in the Urban Wildland
Interface ,Area. attic or foundation ventilation openings or ventilation openings in vertical
walls shall be covered with 1/4-inch mesh corrosion-resistant metal screen or other approved
material that offers equivalent protection. attic ventilation shall also comply with the
requirements of the Uri f rm Building Code as adopted by the P VIII. Ventilation louversand
d
openings may.be incorporated as part of"access assemblies..
Exception: When allowed by the FAHJ attic vents maybe permitted on those areas
of the building which do not face the hazard area.
To meet U. . `venting requirements boxed eaves mav be vented on the underside of the cave
closest to the fascia provided the; closest edge of the vent open ne, is at least 12 inches from
the exterior wall. This venting must be screened or have hales less than 1/4" in diameter.
Fawns of heavy timber construction are not required to be boxed as lore as no attic venting
is provided.
2. Repair/Replacement, If 50 percent or more of an exterior wall located less than 0 feet
from a property line requires repair or replacement, the entire wall shall conform to this
section.. If less than 50 percent of the wall requires repair or replacement, the existing wall
may be repaired or replaced in kind, If the wall covering is wood shingle or shape, it may be
repaired or replaced with fire-retardant. pressure- wood shingles or shakes.

3. Wall Surfacing Materials. The exterior wall surface materials,other than on combustible
materials,must have an under-layment of 1/2-inch fire-ratedgypsumsheathing, that is tightly
butted or taped and mudded,under 3/8-Inch plywood or 3/4-inch drop siding or an approved
alternate. Wood shingle and shake wall covering shall be prohibited except for repair or
replacement as noted in Section 26.3.3, item 2.
26.3.4. Projections. Exterior balconies,carports,decks,patio covers,unenclosed roofs and floors,
and similar architectural appendages and projections located less than 20 feet from the property line
or the centerline of a public way or street,not meeting the 100 foot fuel modification requirements
of Section 16, shall be of non-combustible construction or one-hour fire-resistive construction on
the underside. When such appendages and projections are attached to exterior fire-resistive walls,
they shall be constructed to maintain the fire-resistive integrity of the wall.
Exception: In lieu of the fire protection outlined above, decks, balconies, and similar
projections maybe enclosed from floor level to ground level, enclosing the projection to the
exterior wall of the building with materials approved for one-hour construction or protected
by an approved automatic fire sprinkler system,
26.3.5. Insulation. In the Urban Wildland Interface Area,paper-faced insulation shall be prohibited
in attics or ventilated spaces.
26.3.6. Automatic Fire Sprinklers, In Urban Wildland Interface areas automatic sprinklers shall
conform with the regulations of UFC Sections 1003.22 and 903,31.
SECTION 27 - FIRE APPARATUS ACCESS WITHIN THE URBAN WILDLAND
INTERFACE AREA
27.1 Access. Fire apparatus roads shall comply with the requirements of the locally adopted fire
code and the public and private road standards adopted by the City of Redlands.
SECTION 28 - STATE FIRE PREVENTION GUIDES
This Code hereby adopts the most recent edition of the following fire safety guides for industrial;
commercial and/or residential development in, upon or adjoining any mountainous area or forest
covered. lands, brush-covered lands or grass-covered lands or any lands covered with flanimable
material:
1. Fire Safe Guides for Residential Development in California, California Department of
Forestry,
2. Industrial Operations Fire Prevention Field Guide, United States Forest Service,
F.re Code wpd 36'p.
Wherever a conflict exists between the State Fire Prevention Guides referenced in this section and
the Uniforin Fire Code, the requirements ofthe Uniform Fire Code shall apply:
The State Fire Prevention Guides referenced in this section are intended for use as supplemental
regulations, when determined;necessary by the Chief, where desired regulations contained within
hin
the above referenced fire safety{ guides are not specifically addressed by the requirements of the
Uniform Fire Code.
15.20. 600 Section 5.1 of Appendix IIIA of the Uniform Fire Code is hereby amended to
read as follows:
5.1 One- and Two-Family Dwellings. The minimum fire flow and flow duration
requirements for one- and two-family dwellings having a fire area which does not exceed 3,600
square feet (334,45 in') shall be not less than. 1,000 gallons per minute (3785 Urnin) for two
hours. fire flow and flow duration for dwellings having a fire area in excess of3,600square feet
(334.45 rn2) shall not be less than that specified in.Table leo. A-111-A-1.
Exception:: A reduction in required fire flow of 50 percent, as approved by the Chief, is
allowed when the building is provided with an approved automatic sprinkler system.
15.20. 610 Section 5.2 of.Appendix III-A of the Uniforin Fire Code is hereby amended by
amending the exception to read as follow:
Exception: When there are no exposures within 150 feet, a reduction in required fire flow of 5
percent, as approved by the Chief, is allowed when the building;is provided with an approved
automatic sprinkler system,.
15.20. 620 Violation - Penalty.
A It is unlawful to violate or fail to comply with any of the provisions of the Uniform
Fire Code,or to fail to comply with any order made pursuant thereto. It is also unlawful to build in
violation of any detailed statement of plans or specifications submitted and approved under the
Uniform Fire Code, or any certificate or pen-nit issued thereunder and from which no appeal has
been taken.
B. Except as otherwise pe;cif`ied in this chapter, .all violations of the UFC or its
appendices, or the amendments thereto contained it this chapter, are infractions. All violations of
Article 3 of the Uniform Fire Code are misdemeanors, All violations of the Uniform Fire Code or
its appendices or the amendments thereto contained in this chapter, are punishable as provided in
Chapter 1.20 of this Code,;
C. Every person who causes, aids, abets or conceals a violation of the Uniform Fire
Cade is guilty of violating the. Uniform Fire Code. Each such person, corporation or firm shall be

deemed guilty of a separate offense for each day or portion thereof during which any violation of any
provisions of the Uniform Fire Code is committed, continued, permitted or maintained by such
person, fire or corporation,"
Section 2. Severability. if any section, subsection, sentence, clause or phrase of this
Ordinance is for any reason held to be invalid, such holding shall not affect the validity of the
remaining portions of this Ordinance. The City Council hereby declares that it would have adopted
this Ordinance and each section,subsection, clause,sentence and phrase thereof,irrespective of the
fact that any one or more sections, subsections, cruses, sentences or phrases be declared invalid,
Section 3. The Mayor shall sign this ordinance and the City Clerk: shall certify to the
adoption of this ordinance and shall cause it, or a summary of it, to be published once in the
Redlands wily Pacts, a newspaper of general circulation within the City and thereafter, this
ordinance shall take effect as provided by lave.
