AN ORDINANCE OF THE CITY OF REDLANDS , COUNTY OF SAN BERNARDINO , STATE
OF CALIFORNIA, REQUIRING THE PROVISION" OF WATER LINES AND FIRE HYDRANTS
IN CONJUNCTION WITH BUILDING CONSTRUCTION.
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS ;
WHEREAS City water lines and systems serving existing lots of record
are in many instances inadequate to properly provide sufficient
water pressure and volume for fire protection facilities, and
WHEREAS Fire hydrants were not supplied in connection with the initial
division of the property in many instances and such properties
are denied the protection of adequate fire hydrants.
NOW, THEREFORE, The City Council of the City of Redlands does ordain
as follows ;
SECTION 1 :
The existence of adequate water facilities , sources and
supply, and fire hydrants, are necessary prerequisites for the
public health, safety, welfare and enjoyment of property within
the City of Redlands , or conversely the lack of these improvements
. is hereby found and declared to be injurious to the safety and
welfare of the inhabitants of Redlands .
SECTION 2 ;
Any owner, lessee, or agent constructing or arranging for
the construction of' a. building, structure or dwelling or the
remodelling or structural alteration of a building, structure
or dwelling, where the construction cost exceeds the assessed
valuation of the Existing building, structure, or dwelling as
shown on the current County of San Bernardino Assessment Roll
shall also provide for the construction of such water lines
j as determined by the Department of Public Works and fire hydrants
as determined necessary by the Fire Chief.
Exception;
The City Council may , after recommendation of the
Advisory Commi_ tree (cns_stinb of three persons composed
of one member each from the City Council ; Fire Department ,
and Public Works Department} and a finding that , wh.iie
such action is necessary for the health, safety, and welfare
of the public , and that the water~ lines and fire hydrants
required will benefit and relate to the owner' s property,
nevertheless, if the cost to the owner of providing such
water lines and fire hydrants is prohibitive at this time,
waive any and all of these requirements provided however,
owner shall agree in writing to participate in any water
line and' fire hydrant improvement program for the block
in which the property is located, whether privately or
publicly initiated. This agreement will be recorded with
the County Recorder by the City Clerk.
SECTION 3 :
The Building and Safety Department shall not issue a
building permit for any building, structure or dwelling until
the required improvements are provided or their provision is
guaranteed by cash bond deposited with the C-ty of Redlands in
a sum to be determined by the PUBLIC WORKS DEPARTMENT based on
estimated cost , or exception noted in Section. 2 , herein, has
been fully complied with.
SECTION 4 :
If any section, subsection, clause ., phrase or portion of
this ordinance is for any reason held to be invalid or uncon-
stitutional by the decision of any court of competent tu.risdiction
such decision shall not affact the -alidity of the remairving

the fact that any one or more sections, subgections , clauses,
sentences , phrases or portions be dalared invalid or unconsti-
tutional.
SECTION 5 ;
This ordinance shall, be in force and take effect as provided
by law.
SECTION 6 :
The City Clerk shall cer. fy to the adopt.iori of this
ordinance and cause the same to be published once In the
Redlands Daily Facts , a newspaper of general ci-rcul.ati.or_ printed
and published in this city.
