AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTERS
3 . 52 AND 3 . 62 OF THE REDLANDS MUNICIPAL CODE RELATING TO
WATER AND SEWER SERVICE FUND FEES AND CHARGES.
WHEREAS, based upon testimony presented to the City
Council of the City of Redlands by City staff, this City Council
has determined that it is necessary to increase the City' s rates
for water and sewer service in order to cover the reasonable costs
incurred by the City for providing such service; and
WHEREAS, the California Health and Safety Code Section
5471 requires that any increase in water and sewer rates be made by
ordinance adopted by a two-thirds vote of the City Council;
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS:
SECTION ONE:
Section 3 . 52 . 040 of the Redlands Municipal Code is hereby
amended to read as follows:
113 . 52 . 040 Amounts of Charges.

SECTION TWO•
Section 13 . 12 . 080 of the Redlands Municipal Code is amended to
read as follows:
1113. 12 . 080 Prepayment.
The Water Division shall require a prepayment from all
applicants who have not established credit. Established credit is
defined as one year of service with a satisfactory payment record.
This prepayment shall be the larger of the two following amounts:
Seventy dollars or a sum equal to three times the costs of the
average or estimated monthly service rendered. The prepayment
shall be refunded at the end of the one year, or at an earlier date
if the consumer orders the service discontinued, provided that the I
water bills have been paid in full . "
