ORDINANCE NO. 1266
AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1000 OF THE CITY
OF REDLANDS BY ADOPTING AMENDMENT NO. 53 THERETO
The City Council of the City of Redlands does ordain as
follows :
SECTION ONE: That Zoning Ordinance No. 1000 of the City of
Redlands be and is hereby amended by adopting Amendment No.
53 which amends a section as follows :
SECTION 28-00: M-1 LIGHT INDUSTRIAL DISTRICT
The purpose of the M-1 zone is to provide appropriately located areas for
the establishment of light industrial plants and related activities , and to
promote the concentration of such uses in a manner which will foster
mutually beneficial relationships with each other, as well as with the
areas of the City zoned for heavy industrial development. The regulation
of uses and standards of development set forth for the M-1 zone are those
deemed -necessary to provide the proper environment for the efficient and
desirable use of light industrial land, and to provide the proper safe-
guards to protect nearby residential , commercial and public uses.
Section 28. 10: USES PERMITTED
A. USES PERMITTED
Buildings, structures , and land shall be used and buildings and
structures shall hereafter be erected, altered, or enlarged only
for the following uses.
1. Uses permitted in the more restricted (M-R and M-P) industrial
zones.
2. Manufacturing: Manufacture, processing or treatment of
products other than those which may be obnoxious or offensive
by reason of emission of odor, dust, smoke, gas, noise,
vibration or hazard.
The manufacturing, assemblying, compounding, packaging and
processing of articles or products from the following previously
prepared materials:
Asbestos
Bristles
Bone
Feathers
Hair
Horns
Leather
Metal
Paints (excluding any boiling process)
Paper
Textiles
Manufacturing, compounding, processing, canning, or packaging
of products such as:
Bakery goods
Candy and soft drinks
Dairy products
Food products (excluding fish and meat products , sauerkraut,
vinegar, yeast, and the rendering or refining of fats
and oils)
Manufacture of ceramic products, such as pottery, figurines and
small glased tile, utilizing only previously pulverized clay,
and provided that kilns are fired only by electricity or gas.
Manufacture and assembly of electrical equipment and supplies,
such as coils , condensers, lamps, switches, wire and cable
assembly.
Manufacture of cutlery, hardware, hand tools and kitchen
utensils.
Mattress manufacture, repair, rebuilding and recovering.
Other Uses
Agricultural uses , but excluding dairies, stock yards, slaughter
of animals , and manufacture of fertilizer.
Agricultural supplies and equipment, sales and service.
Automobile agency, new or used, automobile accessory and
parts store, automobile laundry or car wash, brake relining
shops , muffler shops, upholstery and top shops.
Building material and hardware sales.
Catering
ng services
Cleaning and dyeing plants , laundries, linen and towel service
Creameries
Electric distribution substations, electric transmission
substations and public utility buiidings and service yards
Furniture upholstery
Ice Manufacture and storage, frozen food lockers, and cold
storage plants
Lumber yards (no planing mills)
Machine shops and such uses as the following:
Blacksmith shops
Grinding shops
Electroplating shops
Polishing shops
Sheet metal shops
Cabinet or carpenter shops
Welding shops
Tinsmith shops
Annodizing shops
Metal engraving shops
Metal finishing and plating shops
Die and pattern making shops
Parcel delivery service
Parking lots, commercial
Petroleum bulk plants
Plumbing, heating, or electrical shops
Real estate, business and professional offices
Repair and fix-it shops
Repair garages , body and fender works and auto painting,
providing all work is conducted within a completely enclosed
structure
Retreading and recapping of tires
Service stations
Sign painters
Taxidermy shops
Tree surgeons

4. Accessory Uses
One (1) dwelling unit on the same parcel of land as a permitted
use needing continual supervision, to be occupied exclusively
by a superintendent or a caretaker and his family.
Employee recreational facilities and play areas
Commercial sales and service incidental to a principal
permitted use.
Storage buildings incidental to a permitted use.
Other accessory uses and buildings customarily appurtenant
to a permitted use.
B. SIMILAR USES PERMITTED BY C0041ISSION DETERMINATION
The Commission may, by resolution of record, permit any other uses
which it may determine to be similar to those listed above, in con-
formity with the intent and purpose of this Zone, and not more ob-
noxious or detrimental to the public health, safety and welfare, or
to other uses permitted in this zone.
C. USES PERMITTED BY CONDITIONAL USE PERMIT
The following uses may be permitted subject to approval of a
Conditional Use Permit:
Animal and pet hospitals , kennels and animal pounds
Building materials storage yards
Business, technical, trade or professional schools
Commercial recreation such as bowling lanes and skating
rinks
Contractor' s storage yards
Equipment rentals
Feed and fuel yards
Motels
Restaurants
Section 28.11t USES PROHIBITED
All uses and structures not permitted in Section 28.10 are here deemed
to be specifically prohibited. The following classifications of uses
shall not be permitted in this one by Commission determination:
Auto wrecking and junk yards
Poultry and ani-mal slaughter
Residential, caretaker quarters excepted
Section 28.20? PROPERTY DEVELOPMENT STANDARDS
The following property development standards shall apply to all land
and buildings in the M-1 zone;
A. LOT AREA
Each lot shall have a minimum area of five thousand (5000) square
feet.
B. LOT DIMENSIONS
1. Each to shall have a minimum width of fifty (50) feet, except
that where adjacent to a residential zone, school or park, the
width shall be not less than seventy (70) feet.
2. Each lot shall have a minimum depth of one hundred (100) feet.
C. BUILDING HEIGHT
1. Buildings and structures shall have a height not greater than
fifty- (50) feet.
D. YARDS
1. Front yard
Each lot shall have a front- yard of not less than ten (10)
feet extending across the full width of the lot, except where
adjacen't to a major or secondary highway and except where
adjacent or across the street from a residential zone, school
or park, in which case the front yard shall be not less than
twenty-five (25) feet. Said yards may be used for parking in
accordance with the provisions of Section 40.00.
2. Side and Rear Yards
None required except where adjoining a residential district
the side yard shall be ten (10) feet and the rear yard shall
be a minimum of 'wenty-five (25) feet. Said yard may be used
for parking, loading and accessways.
E. WALLS AND LANDSCAPING
1. Required 'Xalls
On those sides of prope-r-ty in the M-1 zone which abut a
residential zone, school or park, a solid masonry wall not
Less than six (6) feet in height shall be built and maintained
along the property lines adjoining said residential zone,
school or park, except that said wall be three (3) feet in
height where it adjo:"ns the front yard setback area. Said
wall to be installed at the time the property is used for
M-1 purpo3es.
2. Required Lands-caping
A m1nimum of ten ( 10), feet of the front yard area adjacent to
the street shall be ian-dsc-aped when said front yard area
adjoins a residential dis-L-rict, a major or secondary highway
or a freeway frontage road. Landscap-ing` shall be provided and
maintained in aocordance ; th the standards established in
Section 43-30.
F. ACCESS
All lots shall have a minimum of fifty (50) feet of access on a
dedicated and improved street.
G. COVERAGE
Lot area coverage by buildings or structures shall not exceed
fifty (50) percent of the total lot area.
H. OFF-STREET PARKING
The provisions of Section 40. 20 shall apply.
I. OFF-STREET LOADING
The provisions of Section 41.00 shall apply.
J. SIGNS
The provisions of the Redlands Sign Ordinance shall apply. In
addition the maximum area of any sign facing a residential zone
shall be 75 square feet.
K. OUTDOOR STORAGE, USES AND -.!i'ASTE DISPOSAL
1. Outdoor storage and act: viTies associated with permitted uses
shall be entirely enoiosed by building walls or by a solid

the front setback line . On all other property lines said
uses shall be enclosed by buildings , solid masonry walls,
vine covered chain-lin,�K fences, or uniformly compact evergreen
hedges, continuously maintained and not less than six (6) feet

or residential zone shall not be stacked higher than six (6)
feet. Screen landscaping, fences and walls to enclose storage
areas between adjoining industrial side and/or rear property
lines may be deleted by z-u7ual agreement of the property owners
involved.
2. The storage of combuy itle materials shall be not less than
twenty 120) feet from any interior lot -ine, and a roadway
shall be provided, graded, surfaced and maintained from the
street to the reaz of the propsrty to permit free access of
fire trucks at any time .
3. No materials or wastes shall be deposited upon a subject lot
in such form or manner tha-, they may be transferred off the
lot by natural causes or forces. All waste materials shall
be stored in an enclosed area and shall be accessible to service
vehicle.
Wastes which might ca7u:se fumes or dust or which constitute a
fire hazard or which may be edible by or otherwise be
attractive to rodents or insects shall be stored only in
closed containers in required enclosures .

L. ITETAL BUILDINGS
Buildings or structures having exterior walls of sheet metal shall
not be located closer than one hundred and fifty (150) feet from the
property line along any Freeway, Major or Secondary Highway, or
closer than one hundred. (100) feet from: the property line along any
other dedicated street, except that said buildings or structure's
may be located closer to the street if any of the following con-
ditions prevail
1-.- The sheet metal comprises less than twenty-five ( ) percent
of the exterior wall area of said building or structures, or
2. The sheet metal consists of panels with stainless steel, baked
enamel or similar finish, or
• Said building or structure is concealed from view from the
public street by walls, fences, landscaping, or other buildings
or structures.
Section 25.304 PERFORMANCE STANDARDS
All uses shall comply with, the following limitations or performance'
standards.
A. FIRE AND EXPLOSION HAZARDS
All storage 'activities involving flammable and explosive materials
shall be provided with adequate safety devices against the hazard
of fire and explosion and adequate fire-fighting and fire-suppression
equipment and devices standard in industry. All incineration i
prohibited.
B. RADIOACTIVITY OR ELECTR.ICAL DISTURBANCE
Devices which radiate radio-frequency energy' shall be: s
operated as not to cause interference with any activity carried on
beyondthe boundary line of the property on which the device is
located. Radio-frequency energy is electromagnetic energy at any
frequency in the radio spectrum between lel kilocycles and 3 million
megacycles.
C. NOISE
The maximum sound pressure level, radiated by any use or facility'
when measured at an abutting residential , commercial or more
restricted industrial zone boundary line shall not exceed the
values listed in Section 2`7. 514 (c)
D, VIBRATION
Every use shall be sty operated that the .ground vibration inherently
and recurrently generated is not perceptible, without instruments,
a' any point on any boundary line of the lot can which the use is
located.
SMOKE
Smoke emission shall be controlled in aoso. dance with standards
and regulations established by the Air Pollution Control Board.
EMISSION OF DUST, HEAT AND GLARE
Every use shall be so operated that it does not emit dust, heat,
or glare in such quantities or degree as to be readily detectable
on any boundary line of the lot on which the use is located.
Glare from arc welding, acetylene torch cutting or similar processes
shall be performed so as not to be seen from any point beyond the
outside of the property.
G. EMISSION OF ODORS AND GASES
Odor: The emission of obnoxious odors of any kind shall not be
permitted. ,
Gas: No gas shall be emitted which is deleterious to the public
health, safety or general welfare.
SECTION TWO : This ordinance shall be in force and take
effect as provided by law.
SECTION THREE: The City Clerk shall certify to the
adoption of this ordinance and cause it to be published
once in the Redlands Daily Facts , a newspaper of general
circulation printed and published in the City of Redlands.
