AN ORDINANCE AMENDING ZONING ORDINANCE NOo 1000 OF THE
CITY OF REDLANDS BY ADOPTING AMENDMENT NOo 111 THERETO
THE CITY COUNCIL OF T'rIE CITY OF REDLANDS DOES ORDAIN AS FOLLOWS;
SECTION 1„ That Zoning Ordinance No. 1000 of the City of
Redlands be amended by adding Section 32030 : ARCHITECTURAL REVIEW, as
f of lows:
SECTION 32. 30: ARCHITECTURAL REVIEW
A. INTENT AND PURPOSE
The City of Redlands hereby declares that a lack of quality in
the exterior design of buildings or in the development and main-
tenance of structures, landscaping, signs, and general appearance
detrimentally affects the desirability of the community, impairs
the benefits- of occupancy of property, prevents the most appro-
priate development of the city, and produces degeneration of prop-
erty with attendant deterioration of conditions affecting the
health, safety, and general welfare of the inhabitants of the
City of Redlands. It is the purpose of this ordinance to recog-
nize the interdependence of land values and esthetics and to
provide appropriate guidelines for the design of structures and
buildings constructed in Redlands and thus promote and protect
the health, safety, and general welfare of the community.
Bo ARCHITECTURAL ADVISORY COMMISSION
1. Composition
An Architectural Advisory Commission is hereby established,
which commission shall consist of seven (7) voting members
as follows:
At least two (2) shall be architects licensed under the
Business and Professions Code of the State of California;
at least one (1) shall be a landscape architect or building
designer licensed under the Business and Professions Code
of the State of California; two (2) shall be members of the
Planning Commissions and two (2) may be members of the com-
munity at large who have demonstrated a knowledge of, or ex-
perience in, the visual arts.

2, Appointment and Term of Office
The voting members of the Architectural Advisory Commission
shall be appointed by the Mayor and approved by the Council„
The term of office for voting members shall be four (4)
years except for the Planning Comanissioner, who shall serve
for two (2) years without the right of succession, Initial
appointment shall be for terms of two, three, and four years.
3. Rules
The Architectural Advisory Commission shall adopt rules and
regulations for the conduct of its business . Four (4) '
voting members shall constitute a quorum. Approval, condi-
tional approval, or denial of an application shall be by a
simple majority vote. A tie vote on a motion to approve
shall constitute a failure of the motion and a denial of the
application.
4. Secretary
The Director of Planning or his authorized representative
shall serve as the official secretary to the Architectural
Advisory Commission. The records of all proceedings and the
basis for all findings shall be available to the Council and
to the public.
5. Ex-Officio Member,
One non-voting member of the City Council shall serve as ex-
officio member,
6. Meetings
The Architectural Advisory Commission shall meet at least
once each month on regularly scheduled dates.
C. PROCEDURES
1. With the exception of individual single family homes archi-
tectural approval shall be required for all uses reviewed
by the Planning Commission; all uses abutting or viewable
from any freeway, freeway frontage road, major or secondary
highway; all uses within the Redlands Redevelopment Project
area; all uses in the Civic Design District; all public
facilities; all single family or multiple family subdivisions;
and all apartment projects containing three or more units.
Other items that are determined by the Director of Planning
to be within the purview of these regulations may also be
referred to the Architectural Advisory Commission.
2 � Before any building or structure proposed for the uses
indicated above is erected, constructed, altered, moved, or
remodeled, an application for Architectural Approval shall
be submitted to the Architectural Advisory Commission on
forms provided by the Planning Department. An application
for new construction and additions shall include a preliminary

site plan and drawings showing the exterior elevation of all
sides of a proposed building or structure, the types of
materials and colors to be used, the signs to be displayed,
the location of walls and fences with height and construction
materials indicated, the landscaping plan including plant
names, the exterior lighting standards and devices, and the
plan for any grading.
3 . Said application for Architectural Approval shall be sub-
mitted to the Architectural Advisory Commission within fifteen
(15) days after it is received by the Planning Department.
The Architectural Advisory Commission shall make recommenda-
tions on each application before the next succeeding meeting
of the Planning commission.
4. The Planning Commission shall either approve, conditionally
approve, or over-rule the recommendations of the Architec-
tural Advisory Commission. Thle approval, with or without
conditions, or denial by the Planning Commission of an appli-
cation for Architectural Approval shall be final unless
within ten (10) days from the date of notification by the
Planning Department the applicant or any other persons
aggrieved shall appeal therefrom in writing to the City coun-
cil. Such appeal shall be filed in writing with the City
Clerk on a form provided by the Planning Department and shall
indicate the grounds of the appeal. The City Clerk shall
schedule the appeal for a City Council agenda, and the City
Council at its meeting shall uphold, modify, or over-rule
the decision of the Planning Cormiission. The decision of
the City Council shall be final.
5. Before an occupancy permit is issued, there must be full
compliance with all requirements of the Architectural Advis-
ory Commission as approved by the Planning Commission. if
for any valid reason full compliance cannot be made, a cash
bond shall be posted for the work to be completed within a
reasonable period of time as determined by the Director of
Planning or his authorized representative,
D. ARCHITECTURAL ADVISORY COMMISSION GUIEDELINES
The Architectural Advisory Commission shall examine the
material submitted with the Architectural Approval applica-
tion and specific aspects of design shall be examined to
determine whether the proposed development will provide a
desirable environment for its occupants as well as be com-
patible with the character of adjacent and surrounding
developments, and whether esthetically it is of good com-
position, materials, textures, and colors. Conformance

1a Site layout, orientation, location of structures and
relationship to one another and to open spaces and
topography.

20 Harmonious relationship of building with existing and pro--
posed adjoining developments, avoiding both excessive
variety and monotonous repetition, but allowing similarity
of style, when warranted.
3 � Maximum height, area, setbacks and overall mass of buildings
as well as other structures such as walls, screens, towers,
or signs, and effective concealment of all mechanical equip-
ment.
4. Harmony of materials, colors and appearance of all exterior
elevations.
5v Location and type of planting, with due regard for the
preservation of specimen and landmark trees upon a site.
6,, Design and appropriateness of signs, as well. as interior and
exterior lighting.
SECTION 2. This ordinance shall be in force and take effect as
provided by law.
SECTION 3 . The City Clerk shall. certify to the adoption of this
ordinance and cause the same to be published once in the Redlands
Daily Facts, a newspaper of general circulation printed and published
in this City..
