" SECTION TWO: This ordinance shall be in force and take effect as provided by law. The purpose of the R-R-A rural residential animals district is to provide for the development of large residential lots in a rural environment with special regulations pertaining to animals. The regulations set out in this chapter shall apply to all land in the R-R-A rural residential animals district. 18.29 . 020 Uses generally. In the R- .-A district, no building or structure or land shall be used, and no building or structure shall hereafter be erected, structurally altered or enlarged except for the following purposes, set out in Section 18. 29'.030' and 18.29. 040. 18.29.030 Permitted uses Principal permitted uses in R-R-A districts include: A. Single-family dwellings, not more than one dwelling for each lot and uses permitted in the A-2, agricultural district, provided the area of the lot is not less than that required in the A-2 district; B. Home occupations, as defined in Chapter 18.08 of this title, and subject to the provisions of chapter 18. 160 of this titlef* C. Accessory Animal Raising Associated with a Primary Single Dwelling Unit. 1. This section establishes regulations to allow animal raising as an accessory use to a primary single dwelling unit. Table 18. 29.030 C-1 identifies the types and numbers of animals allowed. Combin- ations of the animal types are allowed, provided: a. The total number in each category is not exceeded. b. Where animal types are limited only by a maximum number per lot or unit these animals are allowed in addition to any other accessory animal raising use. However, where animal types are limited by a ratio of animals per lot area, these animals may not be re-used to allow another animal type. C. For the purpose of this Section, lots with attached multiple residential structures shall be limited to those animals allowed by Table 18. 29. 030 (C1) (a) and (b) for lots less than 7200 square feet. 2. All animal raising land uses shall comply with public health laws regarding proper care and. maximum number of animals. 3 . Each animal raising land use includes all structures necessary to maintain and care for such animals (e.g. barn, corral, stable, pens and coops) . Such structures shall comply with all development standards including those specified by the land use district and- this ndthis section. 4 . All animals, other than cats, dogs, canaries or birds of the psitacinae family, shall be maintained at least seventy (70) feet, measured in a straight line, from any structure or area used for human habitation or public assembly (e.g. parks, churches, etc. ) on adjoining property and forty (40) feet for structures and area used for human habitat or public assembly that is located on-site. The area of human habitation shall not include cabanas, patios attached or detached private garages or storage buildings. 5. Such animals shall maintain a clearance of at least five (5) feet from interior side and rear property lines, and fifteen (15) feet from side street rights-of-way, excepting an alley or bridle path, unless they comply with the following Subsection (6) . 6. Animal Enclosure. Animals may be maintained by a fence at least five (5) feet high and made of either chain link, wood with horizontal members no less than 6 inches apart, solid masonry or other appropriate solid screening and confining materials. Such a fence may be located on an interior side or rear lot line and fifteen (1 5) feet from a side street right-of-way. 7 . All animals shall be kept no closer than one hundred (100) feet from a domestic water well. 8. Accessory animal raising of densities greater than or of animal types different from those specified by this section shall be subject to a Conditional Use Permit. 9. Newborn Animal Exception. Offspring of animals maintained in accordance with applicable lands and regulations which are less than four (4) months old or which have not been weaned, whichever is longer, of any animals which are maintained in compliance with the provisions of this Code and any other applicable laws ordinances and regulations shall not be subject to the maximum density or number limitations established by this Title. Off spring of equestrian animals which are less than three years old, for those bred on the property, are permitted. Said animals shall not be included as part of the number of allowable animals. 10. Confined Animals. Animals which are normally maintained in aquariums, terrariums, vivariums, bird cages, or similar devices each of which does not exceed fifty (50) cubic feet and where such devices are maintained within an enclosed building shall be allowed as an accessory animal raising use. The maximum number or density limitations for these animal types shall comply with public health regulations. 11. For the purposes of this zone a kennel is defined as 5 or more cats or dogs and supersedes the definition of kennel as described in 18 .08. 350. Prohibited Animals 12 . No person shall offer for sale, give away, or bring into the R-R-A zone any lion, tiger, bear, wolf, cougar, or any other wild undomesticated animal as defined in Section 6. 16. 010. All such animals may be impounded subject to the provisions of 6. 16.010. 18 .29 . 040 Similar uses permitted by Commission Determination The Commission may review any other uses which it may determine to be similar to those listed in Section 18. 29. 030, in conformity with the intent and purpose of the R-R-A zone, and not more obnoxious or detrimental to the public health, safety and welfare, or other uses permitted in this zone. 18. 29. 050 Conditional uses. Uses permitted by conditional use permit in the R-R-A zone include uses listed in Chapter 18 . 192, in accordance with the provisions of that chapter. 18 .29.060 Property development standards. The following property standards, set out in Sections 18.29.070 through 18.29. 190, shall apply to all land and buildings in the R-R-A zone. 18.29. 070 Lot area. A. Minimum lot area in the R-R-A district is one acre. B. Any land parcel with an average cross slope of fifteen percent or greater is subject to slope density requirements of Chapter 18. 138, hillside development district. 18 . 29. 080 Lot dimensions. In the R-R-A zone: A. Each lot shall have a minimum width of one hundred twenty-five feet for a one-acre parcel, one hundred fifty feet for a 1. 5 acre parcel, and two hundred feet for a two-acre or larger parcel. B. Each lot shall have a minimum depth of one hundred twenty-five feet. 18 . 29.090 Density of development. Maximums papulation density in the R-- --A zone is one dwelling unit per one acre. 18.29. 100 Maximum coverage. maximum coverage by structures in the R-R-A zone is ten percent of the lot area, provided legal, nonconforming lots of less than 1 acre in size are permitted to have the fallowing lot coverage ' A. 'Thirty percent of the first fourteen thousand square feet in area;, B. Twenty percent of the next additional twenty sixthcusanddd square feet, and C. Five percent of the next additional three thousand five hundred and sixty square feet-. 18. 29.110 Building height. Buildings and structuresinthe R-R-A zone shall: have a height not greater than two and one-half stories, or thirty-five feet.. See Section 18. 152 t30 for exceptions. 18. 29.1.20 Front yard, In the R-R-A zone A. Except as provided in this section each lot shall have a front yard of not less than twenty-five feet extending across the full width of the lot. B. In the R-R-A zone, each lot shall have a rear yard of not .less than twenty-five feet. 18. 29. 150 Accessory buildings. For accessory buildings in R-R-A zones, the provisions of Sectio 18,. 20. 160 shall apply. 18. 29. 160 Off-street parking. For off-street parking in R-R-A zones, the provisions of Chapter 18. 164 shall apply. 18 . 29 . 170 Fences, landscaping and walls. For fences, landscaping and walls in the R-R-A zone, the provisions of Chapter 18. 168 shall apply. 18.29. 180 Signs. In the R-R-A zones, the applicable provisions of the Redlands Sign Code shall apply. 18. 29. 190 Grading. For grading in the R-R-A zone, the provisions of the Redlands Grading Ordinance shall apply, except that grading shall be the minimum necessary to provide for a building site. The regulations set out in this chapter shall apply in the R-A-A residen- tial estate animals districts. 18 . 33 .020 uses generally. in the RAA district, no building or structure or land shall be used, and no building or structure shall hereafter be erected, structurally altered or enlarged except for the following purposes, set out in Section 18 . 33 .- 30 and 18.33 . 18 .33.030 Permitted uses. Principal permitted uses in the RAA districts include: A. single-family residential use, not more than one dwelling unit per lot; B. Uses permitted in the A-2, agricultural district, provided the area of the lot is not less than that required in the A-2 district; C. Public schools, parks and playgrounds, subject to review and approval by the Commission; D. Private greenhouses or horticultural collections incidental to the residential use of the premises; E. Home occupations, as defined in Chapter 18.08 of this title, and subject to the provisions of Chapter 18. 160; F. Churches, subject to a conditional use permit. G. Accessory Animal Raising Associated with a Primary Single ' Dwelling Unit. Animal raising as permitted in Section 18. 29. 030 (C) . 18.33 . 040 Property development standards. Property development standards< for the R- -A district are set out in Sections 18. 33 . 050 through 18. 33. 140. 18-33 050 Lot area. A. Minimum lot area in the R- -A district is twenty thousand square feet. B. Any land parcel with an average cross slope of fifteen percent or greater is subject to slope density requirements of Chapter 18. 128, hillside development district. 18. 33. 060 Lot Dimensions. minimum lot dimensions in R-A-A districts: A. One hundred feet in width; B. One hundred twenty feet in depth. 18. 33 . 070 Density of development. Maximum population density in R-A-A districts is one dwelling unit per lot. 18. 33 . 080 Maximum coverage. Maximum coverage by structures in -A-A districts is twenty percent of the lot area; provided legal, nonconforming lots of less than twenty thousand square feet in size are permitted to have thrity percent of the first fourteen thousand square feet in area. 18 . 33 . 090 Building height. Maximum building height in R-A-A districts is two and one-half stories or thirty-five feet. See Section 18. 152.030 for exceptions. 18.33. 100 Front yard. In R.-A-A districts: A. Except as provided in this section each lot shall have a front yard extending for the full width of the lot. The yard shall be not less than twenty-five feet. B. See subsection B of Section 18. 148 . 030 for regulations applying to partly built-up blocks. C. See subsection D of Section 18 . 148 .030 for regulations applying to key lots. 18. 33 . 110 Side yard. In the R-A-A zone: A. Except as provided in this section each lot shall have a side yard on both sides of the main building, of not less than ten feet. Each lot shall have not less than a ten-foot level side yard on the garage side. A corner lot shall have the garage adjacent to the interior lot line, with not less than a ten-foot level side yard. B. See subsection E of Section 18.148. 030 for regulations applying to side yards on corner lots. C. See subsection F of Section 18 . 148 . 030 for regulations applying to side yards on reversed corner lots. D. See Section 18. 148.070 for regulations applying to computation of yards. 18. 33 . 120 Rear Yard. For rear yards in the R-A-A zone, see Sections 18.20. 150 through 18.20- 160. 18 . 33 . 130 Parking, fences and signs. In the R-A-A district: A. Off-street Parking. See Chapter 18. 164 of this title. B. Fences, Hedges and Walls. See Chapter 18 . 168 of this title. C. Signs. See Chapter 15.36 of the Redlands Municipal Code. 18 . 33 . 140 Grading For grading in the R-A-A zone, the provisions of the Redlands Grading ordinance shall apply, except that grading shall be the minimum necessary to provide for a building site.
