BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RED A LS
1. Tnat tne Council of the City of Redlards, on its own motion,
Hereby initiates proceedings to annex to the City of Redlands all
of the territory described herein, as uninhabited territory, in
accordance with the Annexation of Uninhabited Territory Cory Act of
1939, as provided in Sections 35300 to 35325 of the Government Code
of the State of California.
2. That this City Council's reasons for initiating said
annexation proceedins are as follows the annexation contributes
to the orderly growth of the City; eliminates an islara of unincorpo-
rated territory between TWO Cities; reduces the problem Of deter-
mining jurisdiction in this area of the Santa Ana Wa sr,; is the
settling area designated and approved by the grater Quality Control
Board for the discharge of effluent from the City of Redlands
sewage treatment plant Because the City is responsible for tne
effluent spreading operation, the area usea for this purpose should
be within the city limits. In addition upon completion of land fill
in progress in this area, to provide recreation facilities the City
of Redlands plans the construction of a municipal golf coarse on
tnis location. The City will utilize the sewage effluent for
irrigating the golf course. Currently because tnis land car oe
used for little else than water spreading and production, it
generates little or no tax revenue. The City nas taken active
steps in providing flood protection in this area to protect its
sewage treatment plant and adjacent private 'raomes.
3. That the territory which the Council intends to annex_ is
hereby designated "Annexation No. 31" and includes all of that real
property situate in the County of San Bernardino, State of California
described on Exhibit A attached hereto and shown on tne map attached
hereto as Exhibit B.
4. That the City Manager of the City of Redlands is hereby
directed to file with the Local Agency Formation Co.mission of the
County of Sar Bernardino, State of California, this resolution that
proceedings have been initiated to annex the hereinaucve descrioed
uninhabited territory to the City of Redlands, to recuest a report
by the Commission provided for in Section 35002 of the Government
Code, and to submit and execute such other applications and reports
as may oe required by law in such annexation proceeding.
