HomeMy WebLinkAbout2021_09_29 - SpecialMINUTES Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, on September 29, 2021 at 5 00 P M Present Paul Banch, Mayor Eddie Tejeda, Mayor Pro Tempore Denise Davis, Council Member Jenna Guzman -Lowery, Council Member Absent Paul Foster, Council Member Staff Charles M Duggan, Jr , City Manager, Dan McHugh, City Attorney, Jeanne Donaldson, City Clerk, Carl Baker, Public Information Officer, Chris Catren, Police Chief, Chris Boatman, Facilities and Community Services Director, Brian Desatmk, Development Services Director, Jim Topoleski, Fire Chief, John Harris, Municipal Utilities and Engineering Director, Janice McConnell, Assistant City Manager Mayor Banch called the meeting to order and offered those present the opportunity to provide public comment on any matter scheduled on this agenda or any matter within the jurisdiction of the City Council which is not already scheduled on this agenda PUBLIC COMMENT None forthcoming STUDY SESSION WORKSHOP Homelessness Facilities and Community Services Director Boatman explained that on July 6, 2021, the City Council directed staff to explore potential housing options for the homeless population in Redlands City Manager Duggan convened a team consisting of Director Boatman, Assistant City Manager McConnell, Police Chief Catren, and Fire Chief Topoleski to research options and provide recommendations Each committee member addressed a separate piece of the issue Chief Catren reviewed the current ongoing efforts of the City, including the Community Pohcmg Officer program, the Homeless Emergency Aid Program (HEAP) Grant, and Service organization partnerships Chief Topoleski explored new options of homeless housing seen in the Inland Empire Director Boatman pointed out the San Bernardino County Board of Supervisors was close to approving the Homeless Strategic Plan, and it will encompass four broad strategies that together will bring the necessary capacity, investment, partnership and collective impact to achieve the goal of addressing homelessness regionally Assistant City Manager McConnell provided an overview of potential funding available through the State's Homekey grant program She announced this was an unprecedented opportunity, stressed the timing was critical since funding awards will be made on a first come, first served basis, and she highlighted the additional opportunities to earn bonus awards She added that any successful award would come from having a fully vetted project Director Boatman stated that staff evaluated all the options to maximize grant resources, and he detailed their recommendation of a motel conversion located on Industrial Park Avenue, the Good Night Inn Project Staff suggested working with private partners, Shangri-La and Step Up Special CC_September 29, 2021 Page 1 on Second, for the conversion as it was feasible to implement, was privately owned, would offer full supportive services for transitional or permanent housing and was the most cost-effective solution He detailed a breakdown of project costs, spread over 7 years Philip Mangano, President of the American Round Table and appointed by Governor Newsom to the State's Homeless Task Force, voiced his support of the City's efforts and in particular, this specific project Council Members each expressed their support of the Good Night Inn Project and complimented staff for their thorough research in putting together such a comprehensive and informative presentation On motion of Council Member Jenna Guzman -Lowery, seconded by Council Member Denise Davis, the City Council directed staff to prepare a memorandum of understanding with Shangn-La, LLC Industries and Step Up On Second Street, Inc to develop and manage the Good Nite Inn project and apply for the Homekey Grant Program, and directed staff to prepare an amendment to the Salary Schedule and Compensation Plan to include a position to coordinate City resources with respect to homeless services Vote 4 - 0 Passed ADJOURNMENT There being no further discussion, the meeting adjourned at 6 30 P M Special CC_September 29, 2021 Page 2
