HomeMy WebLinkAboutOrdinances_1252_CCv0001.pdf ORDINANCE NO. 1252 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1000 OF THE CITY OF REDLANDS BY ADOPTING AMENDMENT No 49 THERETO The City Council of the City of Redlands does ordain as follows : SECTION ONE; That Zoning Ordinance No . 1000 of the City of Redlands be and is hereby amended by adopting Amendment No . 49 which amends a section as follows : SECTION 31-50 - A-D AIRPORT DISTRICT The following regulations shall apply in the A-D (Airport District) which zone is established to provide an area for the exclusive use of airports and related facilities . No building or structure of any type shall be used, erected, structurally altered, enlarged or main- tained., and no land shall be used in the Airport District except for the uses and in accordance with the height and area requirements and other regulations hereinafter provided. The regulations and limita- tions provided herein do not supersede or replace any regulations or limitation governing airports or airfields which have been enacted by State or Federal agencies , but are in addition to any such regulation and limitation. SECTION 31 -51 - USES PERMITTED A. USES PERMITTED Site plans for new buildings shall be submitted to the Commission for review and approval. Buildings , structures , and land shall be used and buildings and structures shall hereafter be erected, altered, or enlarged only for the following uses : (a) Airports , airfields , helicopter fields or ports , landing or take-off strips or runways , and similar facilities used as fields or ports for airplanes , helicopters , dirigibles , balloons or other airborne machines and equipment . (b) Buildings, improvements and activities primarily related to the operation of the iarport facility such as hangars , air terminal buildings , operations towers. (c ) Aircraft maintenance activities : Aircraft engine repair Aircraft modification and repair Aircraft communication equipment and instrument repair Aircraft hydraulic systems repair Aircraft electrical systems repair (d) Aircraft Associated Activities, Air freight warehouse Packaging and packing of perishable products for air transportation Preparation of chemical fire retardants and insecticides as required for aerial fire fighting and crop dusting enterprises. Flying 'school and/or flying club administrative and classroom facilities Aircraft sales enterprises Aerial photo and surveying enterprises Aerial crop dusting and spraying enterprises Aerial fire fighting enterprises (e) Aircraft manufacturing and assembly, including the manufacture of air— craft component parts. B. SIMILAR USES PERMITTED BY COMMISSION DETERMINATION The Commission may, by resolution, permit any other uses which it may determine to be similar to those listed above, in conformity with the intent and purpose of this Zone, and not more obnoxious or detrimental to the public health, safety and welfare, or to other uses permitted in this zone. C. USES PERMITTED SUBJECT TO COMMISSION REVIEW AND APPROVAL Air ambulance hospital facility Auto rental agencies Motel Public transportation terminals and facilities Restaurant D. USES PERMITTED BY CONDITIONAL USE PERMIT The following uses may be permitted subject to approval of a Conditional Use Permit, as provided in Section 52.00. Automobile Gasoline Service Station SECTION 31.52 USES PROHIBITED All uses and structures not permitted in Section 31.51 are here deemed to be specifically prohibited. SECTION 31.53 — PROPERTY DEVELOPMENT STANDARDS A. LOT AREA Each lot shall have a minimum area of five thousand (5,000) square feet. B. LOT DIMENSIONS 1. Each lot shail, have a minimum width of fifty (50) feet. 2. Each lot shall have a minimum depth of one hundred (100) feet. C. BUILDING HEIGHT 1. Buildings and structures shall be no higher than forty—five (45) feet, provided that no structure shall be constructed to any height determined to be an obstruction to air navigation by the regulations of the United States of America Federal Aviation Agency. D. YARDS Front: Ten (10) feet minimum Side- None Rear: None EXCEPTION: All setbacks shall be a minimum of twenty—five (25) feet from any property line adjacent to, or across the street from, any residential zone, E. WALLS, FENCES , AND LANDSCAPING The provisions of Section 43.00 shall apply. F. COVERAGE Lot area coverage by buildings or structures shall not exceed fifty (50) per cent of the total lot area. G. OFF—STREET PARKING The provisions of Section 40.00 shall apply, H. OFF—STREET LOADING The provisions of Section 41,00 and 41.10 shall apply. I. SIGNS The applicable provisions of Sign Ordinance 1169 shall apply. In addition, no flashing, rotating or moving signs are permitted. No lighted sign shall have such an intensity, color or shape as may interfere or endanger flight operations by causing confusion with official lighting, as determined in the discretion of the Airport Commission. The following signs shall be permitted: (a) Signs indicating the name and nature of the occupancy. Such signs shall be attached to the building parallel to the face of the building in which the occupancy is located. Such signs shall not exceed one hundred fifty (150) square feet in area with a maximum of one sign per individual use. (b) "For Rent" , "For Lease" , and "For Sale" signs posted on the building or premises being sold, rented or leased. Such signs shall not ex— eeed six (6) square feet in area. 3 (c) Directional signs related to the location of buildings or activities on the airport Such directional signs shall not exceed six (6) square feet in area. (d) One free—standing directory sign with a maximum total area of one hundred (100) square feet. Such a sign shall indicate thereon only the name of the airport and the names of the buildings , occupants or activities located on the airport together with their locations, (e) Signs erected or painted upon the runway, taxiways and parking aprons, in accordance with FAA regulations, for the specific uses of air navigation and ground traffic flow° J, OUTDOOR STORAGE AND WASTE DISPOSAL Outdoor storage and activities associated with permitted uses shall be entirely enclosed on the front setback line by building walls or by a solid masonry wall not less than six (6") feet in height. On all other property lines, such uses shall be enclosed by a six (6) foot wall or by screen landscaping not less than eight (8) feet in height, in addition to a fence not less than six (6) feet in height, of chain link, or other similar material , to screen stock piles from external boundaries of property. Items shall not be stacked or stored, higher than six (6) feet® The storage of combustible materials shali be not less than twenty (20) feet from any interior lot 1-ine, and a roadway shall be provided, graded, surfaced and maintained from the street to the rear of the property to permit free access of fire trucks at any time. No materials or wastes shall, be deposited upon a lot in such form or manner as may result in removal from the lot by natural causes or forces All . waste materials shall be stored in an enclosed area and shall be accessible to service vehicles. I Wastes which might cause fumes or dust or which constitute a fire hazard or which may be edible by or otherwise be attractive to rodents or insects shall be stored only in closed containers in required enclosures. SECTION 35.53 — PERFORMANCE STANDARDS All uses shall comply with the following limitations or performance stan— dards° A. FIRE AND EXPLOSION HAZARDS All storage activities involving flammable and explosive materials shall be provided with adequate safety devices against the hazard of fire and explosion and adequate firefighting and fire suppression equipment and devices standard in industry, All incineration is pro— hibited. 4 B. RADIOACTIVITY OR ELECTRICAL DISTURBANCE Devices which radiate radio-frequency energy shall be so operated as not to cause interference with aircraft electronic navigation and communication equipment or any activity carried on beyond the bound- ary line of the property on which the device is located. Radio- frequency energy is electromagnetic energy at any frequency in the radio spectrum between 10 kilocycles and 3 million megacycles . C. SMOKE Smoke emmission shall be controlled in accordance with standards and regulations established by the Air Pollution Control Board, D, EMISSION OF DUST, HEAT AND GLARE Every use shall be so operated that it does not emit dust , heat or glare in such quantities or degree as to be readily detectable on any boundary line of the lot on which the use is located. Glare from arc welding, acetylene torch cutting or similar pro- cesses shall be performed so as not to be seen from any point beyond the outside of the property. E. EMISSION OF ODORS AND GASES Odor : The emission of obnoxious odors of any kind shall not be permitted. Gas : No gas shall be emitted which is deleterious to the public health, safety or general -welfare . SECTION TWO : Before adopting this Ordinance , the City Council held a public hearing, notice of which was published in the City of Redlands on the eleventh day of May, 1964, seven days before the hearing. SECTION THREE: This ordinance shall be in force and take effect as provided by law, SECTION FOUR: The City Clerk shall certify to the adopting of this ordinance and cause the same to be published once in the Redlands Daily Facts , a newspaper of general circulation printed and published in this city.
