HomeMy WebLinkAboutOrdinances_1856_CCv0001.pdf ORDINANCE NO. 1856 AN ORDINANCE AMENDING ORDINANCE NO. 1000 OF THE CITY OF REDLANDS BY ADOPTING AMENDMENT NO. 169 RELATING TO LANDSCAPING, FENCES AND WALLS AND SOLAR COLLECTOR AND STORAGE TANK INSTALLATION RFC NO. 619 THE CITY COUNCIL OF THE CITY OF REDLANDS does ordain : SECTION ONE: That Section 43.20 (c) of Ordinance No. 1000 of the City of Redlands , be amended as follows : Section 43 .20 : REGULATIONS OF LOCATION AND HEIGHT (c) Minor Exception Permits : The intent of the regulations in this section is to provide for the privacy, safety, and security of properties and yet maintain the park-like character and appearance of the City. 1. PURPOSE. This section provides for the granting of minor exceptions to the fencing retaining walls , solar collectors and grading standards in those cases where such minor exceptions are determined to be warranted by practical difficulties , unnecessary hardships , or results that, without the minor exception , may be inconsistent with the intent of the ordinance. 2 . SCOPE. Minor exceptions pertaining to garden or retaining wall heights , solar collector or storage tank installations , or to grading standards may be granted by a committee composed of the Planning Director or his designated representative , the Building Director or his designated representative , a Planning Commission member , and a City Councilmember . SECTION TWO: That Section 43 . 70 be added to Ordinance No . 1000 of the City of Redlands reading as follows : Section 43 . 70 : SOLAR COLLECTOR AND STORAGE TANK INSTALLATION The intent of the regulations in this section is to protect the general welfare by providing a means of enabling the installation of solar systems in such a manner that they are compatible with the architectural characteristics of the City. Solar systems have been proven to be one of the most efficient means of con- serving non-renewable energy resources and these sections are not to be construed as discouraging the installation of any type of solar system. However, solar systems do have the capacity to detract from the aesthetic environment of neighborhood or commercial areas if care is not taken in locating the equipment. (a) Solar Collector System Location. The installation of solar collectors shall be a permitted use in all zoning districts. Flat type absorber style collectors may be mounted at any location of a roof when mounted parallel with the roof surface and the entire unit is within twelve (12) inches of the roof surface. However, non flat plate absorber type collectors (i.e. coiled tubing, parabolic reflectors , tank type absorber units , and other type units) , flat plate absorber style units not parallel and within twelve (12) inches of the roof surface , or absorber units mounted on racks shall be mounted only on the rear portions of the roof below the peak line and when possible located where least visible from a public street. whenever possible , the piping to and from collectors should be hidden from view. When this is not possible , the piping should be run in the most direct manner so that the least amount of piping is exposed. The exposed piping should then be painted to match the material over which it is run. Any type of solar collectors may be placed on flat roofs (slopes less than two (2) vertical to twelve (12) hori- zontal) provided said solar collectors are so located that they are not visible from any point six (6) feet above a street or sidewalk or are screened from view by a parapet wall or screening that is architecturally compatible with the balance of the structure . (b) water Storage Tanks Location. Water storage tanks may not be located in a front yard area. water storage tanks may be placed in all required side or rear yards , except no storage tank may be placed within the side yard abutting a public street nor may a water storage tank encroach into the ten (10) foot side yard which is required along the garage side of residential properties . Storage tanks , if placed in side or rear yards , may not exceed six (6) feet in height nor may the storage tanks be placed nearer than three (3) feet to a side or rear property line. SECTION THREE : This Ordinance shall be in force and take effect as provided by law. SECTION FOUR: The City Clerk shall certify to the adoption of this Ordinance and cause it to be published once in the Redlands Daily Facts , a newspaper of general circulation printed and published in this City.
