HomeMy WebLinkAboutOrdinances_1257_CCv0001.pdf ORDINANCE NO. 1257 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1000 OF THE CITY OF REDLANDS BY ADOPTING AMENDMENT NO. 52 THERETO The City Council of the City of Redlands does ordain as follows: SECTION ONE: That Zoning Ordinance No. 1000 of the City of Redlands be and is hereby amended by adopting Amendment No. 52 - Civic Design District - which amends a section as follows : SECTION 22. 62 - C-D CIVIC DESIGN DISTRICT See. 22.61 Purpose The purpose of the Civic Design District shall be to promote the orderly harmonious development of areas of the community adjacent to the Civic Center, parks, or other buildings or areas of special interest to the public, and to insure that the appearance of the areas surrounding such facilities shall be maintained at a high standard. See. 22.62 Superimposed Nature of Civic Design District The Civic Design District shall be in the nature of a super-imposed zone. Land classified in the Civic Design District shall also be classified in one or more other basic zones. Property so classified shall be delineated on the Zoning Map by a combination of the zone symbols (for example C-3 C-D) . The regulations set forth in these sections on the Civic Design District shall be in addition to the regulations set forth in the underlying zone. In the event of a conflict between the provisions of the Civic Design District and the provisions of an underlying zone, the provisions of the Civic Design District shall control. Sec. 22.63 Permitted, Accessory and Conditional Uses The principal permitted uses, accessory uses, and conditional uses shall be the same as those set forth in the basic underlying zone. Sec. 22.64 Regulations Development Plan Approval by the Planning Commission shall be required in the Civic Design District for any of the following: 1. Erection of a structure other than residential. 2. The moving of a structure onto the property or within the property. 3. A structural alteration which would substantially change the exterior appearance of a structure. 4. Erection or substantial alteration of a sign, wall or fence. 5. The installation or alteration of outdoor lighting equipment which would substantially change the exterior appearance of the use or structure. 6. Wherever an outdoor use is established, enlarged or changed to another use. Sec. 22,65 Commission Consideration In addition to other considerations in regard to develop- ment plan approval, the Planning Commission shall take into consideration the following criteria in studying the plans and elevations of proposed buildings and uses in the Civic Design District: 1. The general exterior appearance of the buildings, including height, bulk, size and shape. 2. The color and texture of surface materials. 3. The relationship to existing buildings and structures in the area. 4. Consideration should also be given to probable future uses and structures in the area, based on the General Plan, precise plans or redevelopment plans for the area. 5. The setbacks and landscaping of yard areas. 6. The design, size , type and location of all signs, walls, fences and outdoor storage. 7. The illumination of buildings , grounds, parking areas and signs. 8. Any other feature or item having a direct relationship to the general appearance of the buildings and premises. Sec. 22.66 Consultation If the Commission desires, it may request the advice and consultation of a committee of qualified architects appointed by the Council. Sec. 22.67 Commission"s Action The Commission shall have the authority to disapprove any proposed building or structure or any change in an existing building or structure which, in its opinion, would have detri- mental effect on the appearance of the area under consideration. The Commission may require changes in the architectural treat- ment of buildings or structures and may require additional landscaping and development improvements as are necessary in its judgment to carry out the intent and purpose of the Civic Design District. Sec . 22 . 68 Consultation with Developers In the event that the Planning Commission determines that changes or alternations are needed, the Commission or its desig- nated representative shall confer with the developer in an endeavor to have the plans changed so that the structures and uses of the premises will be harmonious and attractive in appear- ance and at the same time fulfill, the needs of the developero Sec . 22.69 Utilities All utilities and utility installations shall be under ground. However, the planning Commission may waive this requirement when it is found that said requirement would be unreasonable or impractical. SECTION TWO . This ordinance shall be in force and take effect as provided by law. SECTION THREE: The City Clerk shall certify to the adoption of this ordinance and cause it to be published once in the Redlands Daily Facts, a newspaper of general circula- tion printed and published in the City of Redlands.
